PARK/RECREATION COMMISSION MEETING - JULY 6, 1978
MINUTES
The Regular Monthly Meeting of the Andover Park/Recreation Commission was called to
order at 7:35 p.m., J~ 6, 1978 at the Andover City Hall, 1685 Crosstown Blvd. N.W.
Commission Members Present: Anderson, Nichols & Rogers
Commission Members Absent: (Strandmark resigned)

Johnson's Field Preliminary Plat
The residents of Dehn's Add. presented the Commission with a petition asking for park
land dedication in Johnson's Field.
MOTION by Rogers, seconded by Anderson, to accept the petition. Motion carried unanimously.

Gary Potter, 4250 - 145th Ave.- asked that the City do something about providing a
recreational area for the children. The park land dedicated in Dehn's Add. is a swamp so
the children in the area have been playing in Lots 11 and 12 of Johnson's Field. Chairman
Mand stated it is now the policy of the Park/Recreation Commission not to recommend
accepting small parks (Johnson's Field would be approx. 3 1/2 acres). It costs just as
much to maintain a small park than one of ten acres.
Walter Dick, 4260 - 144th La. - stated they could get much more use out of Dehn's Park if
an illegal dike was removed off of the Sonsteby property. He also was concerned about
additional drainage from Johnson's Field. Linda Johnson stated our City Engineer says
there won't be any drainage from Johnson's into Dehn's. Chairman Mand said a possibility
would be to dump the fill from Johnson's into Dehn's park to make it usable land and
add on to Dehn's park by using Lots 6 and 7 in Johnson's. These lots are deemed a ponding
area but the Engineer feels even in a 100 year storm there won't be any standing water,
according to Linda Johnson. She called the City of Anoka and there is a 40 acre park
being 'developed across 7th Ave. north of the high school complete with a golf course,
riding stable, etc. The residents asked her when this park would be complete and she
said they wouldn't say but they have been surveying it. She also said she and her partners
would prefer to donate cash in lieu of land because they couldn't afford to give up the
acreage. The residents stated there should be a park on the east side of 7th as 7th Ave.
is now a speedway and too dangerous to cross. 1~s. Johnson and the residents talked at
length about the anticipated drainage problem. Since this plat is still in Planning &
Zoning, the following motion was made:
MOTION by Rogers, seconded by Anderson, to hold the subject of park dedication fees in
lieu of land in abeyance for at least two weeks so we can go out and look at the area
and then come back and make a recommendation. Motion carried unanimously.

Pine Hills Preliminary Plat
Ray Fields representing Pine Hills for Stanley Knoll stated they would prefer to pay the
10% rather than give up 6.2 acres. This plat is located on l61st between Tulip and
Round Lake Blvd. There is no park land in this area and Mr. Fields stated the area is
all high and dry. It was noted that Lot 1, Bl. 2 at the south end of the plat would
need a variance. If Lots 1 and 2, totalling 4.94 acres, were dedicated as park land,
Mr. Knoll would not have to go through the variance procedure. There is a possibility
that the area south of this proposed plat will be developed and park land could be
dedicated making a larger park in the future. Mr. Fields was agreeable to this.
MOTION by Rogers, seconded by Nichols, to recommend to the City Council that Lots
1 and 2, Block 2, as shown on the Pine Hills Preliminary Plat consisting of 4.94 acres
be dedicated for park purposes and that the balance of 1.16 acres be cash in lieu of
land. Motion carried unanimously.
Northwoods Tennis Courts
The approximate $4,000.00 overage on the tennis courts was discussed and a memo is
to be sent to the City Council asking them to reject the tennis court bids and
authorize T.K.D.A. to rebid on just the fencing and paving portion; and receive bids
and/or quotes on the lighting. The secretary was also asked to send T.K.D.A. a memo
asking them if they could revise the specs regarding the lighting portion (the low bid
received was $13,000.00) to try and get the price down and still have a good quality court.
~~ Land Acquisition
In the past monies received in lieu of land have been used for land acquisition and
development.
MOTION by Anderson, seconded by Rogers, to recommend to the City Council that all monies
received in lieu of park land be placed in a perpetual savings account, earning interest,
and that the principal and interest be used for land acquisition only. Motion carried
unanimously.
1979 Grant Application
It was decided that we can't lose anything by applying for a few LAWCON grants. If
the City Council approves the Commission's request to apply for a grant or two, it was
felt development is needed for the northern part of the City, possibly a tennis court
and also some development in the Crooked Lake area. Whether or not to hire a professional
to apply for the grants was discussed. The secretary mentioned she filled out the
application form for the 1977 grant (with help and advice from the City Clerk and others)
and we received the grant. If the grant applications were approved and grants received
and they included a tennis court, it was felt the Park/Recreation Commission could prepare
the bids on the tennis court by copying what has gone on before. The only possible outside
expense would be inspections unless, of course, the building inspector would be knowledgable
in the construction of tennis courts.

BMX Moto Cross (added item)
This track was in part recommended by the Park/Recreation Commission because we were told
at the May 4th meeting that this track would cost the City absolutely nothing. We now find
that the City Council authorized an expenditure for insurance not to exceed $150.00. The

secretary was asked to send the City Council a memo stating that if some point in time
this track costs the City money in the form of increased insurance premiums that this
money not be taken out of the Park/Recreation's budget.
Tree Cutting Permit
The Park/Recreation Commission recommends to authorize staff to go out to the site with
the person requesting the permit and designate, by using a dark green spray paint, the
dead tress to be removed. Upon completion of removal, a follow up inspection shall be
done by staff. The secretary was asked to make up a step by step procedure outline which
is to be attached to the permit.
Crooked Lake Boat Landing
Merl HelIum, 2930 Bunker Lake Blvd. N.W., requested a fence be erected along his property
like the one the City put up in 1975 on the west side of the boat landing. He is having
a problem with trespassers. Since this year's budget is hurting from the unforseen and
unknown overage on the City Hall tennis courts, the secretary was asked to send Mr. HelIum
a letter explaining this year's lack of money but that it could certainly be considered
for the 1979 budget.
Land Acquisition - Stenquist Add.
The Commission received a request for a park in the Stenquist Add. from Fred Hamacher,
4755 - l62nd La. The secretary was asked to send a letter to him explaining the limited
budget and that in this point in time the only way we could foresee land acquisition in
\ his area was if a property owner were to donate land to the City.

Lumber Purchase - Picnic Tables
The secretary advised the CETA Foreman, Ray, felt he and his men could construct picnic
tables this summer. An estimated cost would be $25-$30 each. This figure does not
include paint, bolts, chain and concrete. The Commission felt one could be built for
approx. $40.00. Chairman Mand thought it would be a good idea to make benches to be
placed near the tennis courts and ballfield and that these benches should have pipe for
legs.
MOTION by Rogers, seconded by Anderson, to authorize an expenditure not to exceed
$400.00 to be used for the construction of five picnic tables and five benches by the
CETA personnel only if they run out of work in park maintenance and ditch cleaning.
Park Maintenance (added item)
Much dissatisfaction was expressed over the lack of park maintenance so far this summer.
Chairman Mand asked if the signing program was over and he was told it was. Steve
Nichols said it wouldn't make sense to install the swing set ordered for Northwoods in
a bunch of weeds. The secretary commented the wet weather has been a problem lately
plus the big tractor broke but the machine was returned early this afternoon. She was
asked to send the City Clerk a memo requesting her to expedite the matters outlined
in the Park/Recreation Commission's minute~of 6-14-78.

Could you try and revise the specs on the lighting portion to try and get the price
down?
Also, will you please explain, on paper, how the posts in the fencing on the courts
here at City Hall meet the specs. I believe Keith has the answer but Park/Rec. wants
it clarified - something to do with I.D. 's and O.D. 's.

Northwoods Tennis Courts
The Park/Recreation Commission requests that you reject the tennis court bids and
authorize the City Engineer to rebid on just the fencing and paving and ask for
separate bids and/or quotes on the lighting.
1979 Grant Application
Chairman Mand will be present to request applying for two applications. Please refer
to Park/Rec. minutes of 7-6-78 for details. Attached is some information on eligible
applications, etc. The main question is what can the Commission reasonably expect for
a budget next year - the applications have to be in by 7-28-78.

The original budget on which a g rant application was prepared in 1977
was $28,500. With normal inflation of 9% this would result in 1978 a figure
of $31, 065.00.
ALTERNATE CONSIDERATIONS
We have talked with the Contractor and agreed to recommend, 3 <i.lternate
deducts as Change Order No. 1 to reduce the 'cost.

and readvertising since we did receive several inquiries from electrical
contractors so there was competition in that part of the bidding.
The additional expenditures of all five add on Alternates can be eliminated

ELECTRICAL LIGHTING
The electrical bid of $13, 0,00 appears high at first glance and we were told
by N. D. H. Inc. that we could get an alternate system installed for $8,000 so I had
our electrical engineer, Mr. James Budke analyze the two systems. The following

Note that the TKDA specified system with only 2 lights per pole provides
50% more light~ operates at 50% the cost and the lamps last 5 times as long.
The alternate system is considered a minimum system and the control
panel proposed with it is more subject to vandalism than our system.
We do not recommend the alternate system because of the immediate, and
long range benefits of our design. However, in the event you cannot raise the
needed funding the alternate system is better than none.
If you select the alternate system we would have to prepare a Cha~ge Order
specification for which the engineering cost would be $200-$300.
The option of eliminating the lighting at this time is not possible because'
the City agreed to the lighting in the grant agreement.

1979 LIGHTING INSTALLATION
I checked with Mr. Louie Jamboi, Minnesota State Planning Agency
reg<j.rding the grant program. He stated the grant agreement with the State extends
until December, 1979 and that the City of Andover could delete the electrical
construction and do it next year. But, the City must install lighting.

I recommend the City award the contract to NDH, Inc.
$29,890.00 with the deduct of $950.00 for a total $28,940.09.
