SPECIAL PARK!RECREATION COMMISSION MEETING - JUNE 14, 1978
MINUTES
The Meeting was called to order by Chairman Mand at 5:00 p.m., June 14, 1978.
Commission Members Present: Nichols, Rogers and Strandmark
Commission Members Absent: Anderson
The tennis court location was moved slightly to the east of TKDA's proposed location.
The proposed parking lot will be to the west of the tennis court and smaller than the
30 car lot the engineer proposed. Posts are to be placed along the west tennis court
fence at the time of construction to protect it. The following specifications were
decided upon:
1. 9 ga. fence including top and bottom bars, with a middle bar to be an option,
bottom bar; the bottom bar to be above blacktop 2/3's of the diameter of a tennis
ball.
" 2. Blacktop to be extended 12" outside fence and a total of 3" thick.

3. No gates - instead a short fence across entrances approx. 12"-15" from main fence
in order to keep bikes out (handle bars can't get through).
4. A permanent steel net.
During the park tour, the following observations were made:
Northwoods West: Needs two no motorized vehicles signs. The existing trees should be
trimmed and pruned. Needs to be mowed.
Northwoods East: Needs mowing.
Crooked Lake Parks: Needs mowing.
Chapman's Park: Needs mowing and the graffiti on equipment should be spray painted.
Dehn's Park: The water isn't too high this year so far.
Quickstrom: The trash barrels should be picked up and needs mowing.
Shady Knoll: Trash barrel needs to be emptied and brush pile removed.
Barnes Rolling Oaks: The seedlings look good.
:~ Red Oaks East: A grate should be put over the end of the storm sewer pipe.
Red Oaks West: The existing grate should be secured better - too easy to remove.
Needs mowing.

Please review the attached site plan sketch for the tennis court and
consider the following items in making a final decision for its location.
1.
New curb cut cost is estimated to be $300.
2. Moving the court to the north to allow a driveway entrance at the
existing curb cut would:
a. Require removing 1 tree
b. Eliminate 3 parking stalls
c. Lose the use of additional land from park activities to provide
for a driv-eway to the parking lot.
3. The proposed parking area is adequate for a general skating rink.
However, it would be inadequate for a hockey rink. Lights can be
provided to turn to light the general skating rink.

attaching a drinking fountain to the existing faucet located at the
northeast corner of Andover City Hall.

Johnson's Field - Linda Johnson said she called the City of Anoka and they are
planning on putting in a new golf course south of Meadowood with ball fields, etc.
Pine Hills - no park land is shown
Northwoods Park - The tennis courts bids will be opened 11:00 a.m., ~-5-78, will have
the info on the 6th.
Tree Cutting Permit - will somebody please write up some rules and regulations on which
trees can be cut, etc. Phil Rzeszutek was in this week wanting to cut some wood.

Land Acquisition - will somebody please write up a motion to the effect monies are to
be used for land acquisition only.
Interim Ordinance - No MV's in parks, will have a model ord. by next Thurs.
Summer Program - Haven't heard of any problems.
1979 Grant Applioation - I haven't read it.
Crooked Lake Boat landing - Have a request from Merl Hellum, east side of boat landing,
for a fence like the one on the other side. In 1975 this fence cost $508.75.
Stenquist - have a request from a resident who would like to see park land in that area.
The overage spent ~ fix up the tennis courts here probably will wipe out 1978 equipment
budget.
I have ordered the swing set for Northwoods, security lights for City Hall, asked for
quotes on a drinking formtain, the satellite will probably be here Mon. I have asked
Pat to arrange to get sandpoints and do that land acquisition thing. We have four CETA
people, three to the end of Sept. so the parks are now in the process of getting mowed
and trees cut down, etc. Pat sent a letter to Tim Erkkila to get on the stick re the
park plan. She sent Warne Linton a lease agreement for Hawk Ridge.

Ray, one of the CETA people, thought the crew could make picnic tables this summer. We
have to keep them busy or else we'll lose them.
