PARK/RECREATION COMMISSION MEETING - MAY 4, 1978
MINUTES
The meeting was called to order by Chairman Mand at 7:35 p.m., May 4, 1978, at the Andover
City Hall, 1685 Crosstown Blvd. N.W.

LIONS CLUB - BMX-MOTO CROSS
Dick Schneider representing the Lions Club said they would like to sponsor a BMX-Moto Cross
team. This is a fairly new national organization which involves pedal bike racing on an
obstacle course. The boys gave a presentation explaining the type of bike, track, rules and
-ogulations, etc. Tracks are presently being built in three other metropolitan areas. The
~ /ons looked at some park areas and an ideal place would be behind City Hall due to its terrain.
There would be no cost to the City as the Lions would do all the work and purchase all materials
needed. The area needed for the track would be on less than two acres and there would be no
permanent structures involved so the track could be moved if the need arises. Meets would be
held 3-4 times during the summer. Liability insurance would be obtained by the Lions. On
sanctioned meets the insurance coverage would be $300,000.00 per day. Questioned was the
number of people and cars. 1rr. Schneider said it would be hard to tell but that the City Hall
site could easily handle 200-250 cars by using the power line road. During meets the Lions
would have a concession stand but no beer. The Commission's major concerns were would the
City be liable for accidents during the time meets are not scheduled and how do you keep the
motorcycles out? Mr. Schneider said they would enclose the area with a fence and post a no
motorized vehicles sign and hope for the best. The City's liability is a question for the
City Attorney. Any damage to the track caused by trespassers would be repaired at the Lions
expense. If approved by the Park/Recreation Commission, they would like this placed on the
City Council's May 16th agenda.
MOTION by Strandmark, seconded by Anderson, that the Park/Recreation Commission recommends
the City' Council approve the ~~ Moto Cross track at City Hall site as presented by Dick
Schneider and John Ward of the Lions Club, contingent upon the City Attorney's findings of
City liability regarding unauthorized use of same and providing that the entire track is
fenced and posted and that the Lions Club enter into an agreement with the City of Andover,
such agreement shall spell out the Lions Club responsibilities and be renewed annually.
Motion carried unanimously.
JOHN NOARD - TREE CUTTING PERMIT
-'lV1.L~ Noard, 14216 Heather St. N.W., 755-7147, requested a tree cutting permit in order to cut
down the oak trees in Northwoods park. These trees and others have to be cut down due to the
tennis court construction. Chairman Mand stated the Jaycees have already spoken for them but

COMMUNITY SCHOOL - SUMMER PROGRAM
'~nnis Arthur gave the Commission a rundown on last year's summer program. Average daily
'~~ttendance for morning playground was 70; afternoon playground was 90; baseball, 120;
special trips away from City, 75. The Crooked Lake site handled 75% of the attendance.
This summer's program is going to be much the same as last year using all three sites, although
they are cutting back on baseball teams. Added are an archery class and possibly tennis
lessons. Nancy Hagman asked if the tennis courts at City Hall would be finished by June 19th.
If things go well, it could be complete except for possibly the lighting. They then asked
if they could offer adult tennis lessons. It was decided they could but only for a couple
hours one night a week for Andover residents only. Restrictions have to be made so as not
to tie up the tennis courts during prime time with lessons. Communications, and last years
lack of, was also discussed. Mr. Arthur stated Nancy will be the coordinator this year and
he feels confident she will properly take care of any problems which may arise. Also this
year's Funfinder will have a separate insert about the Andover program. Nancy Hagman will
contact Lary Carlson in order to get things squared away in Aztec Park.
GREEN ASH - CEDAR CREST
Chairman Mand stated he is making arrangements with the 4-H, Cub Scouts and Brownies to plant
the 500 green ash seedlings. The park location was questioned due to the Mayban law suit,
however, it was later learned that the park on l73rd La. is not the one involved in the law suit.
CROOKED LAKE ADVISORY COUNCIL
The Advisory Council requested a park commission person to attend their meetings. Steve
Nichols volunteered - his wife is a member of this Council.

,----JRTHWOODS PARK IMPROVEMENT REQUEST
Steve Nichols presented a list consisting of improvements and equipment wanted in Northwoods
park in priority order, the first two items being leveling and seeding and a swing set. It
was felt this could be worked into the one year capital improvement program.
ONE YEAR CAPITAL IMPROVEMENT PROGRAM
The following is a list of park improvements and equipment which total the $3500.00 requested
out of 1977 surplus. This will be submitted on the proper forms to the Capital Improvement
Committee at their May 25th meeting.
$ 500.00 - Leveling, seeding and trees for Northwoods
290.00 - Swing set for Northwoods
300.00 - Posts to enclose parking lot at Northwoods
100.00 - Outside water fountain at City Hall
180.00 - Satellite rental for summer months at City Hall
130.00 - Sand points, pipes and fittings
2000.00 - Option on Crooked Lake property.
$3500.00

If the water pump and hose aren't in working order, get it fixed before Tuesday.
Also, pick out the area where the trees are to be planted and scalp the area with
the tractor. Also call somebody and find out the suitable spacing for green ash
trees. This has to be done by Tuesday after school. 5-9-78.

The following motion was made at the Park/Recreation Commission's May 4th meeting and

MOTION by Strandmark, seconded by Anderson, that the Park/Recreation Commission
recommends the City Council approve the BMX Moto Cross track at City Hall site as
presented by Dick Schneider and John Ward of the Lions Club, contingent upon the City

Dennis Arthur and Nancy Hagman are going to be here on the 4th to talk about the
summer program. They will come some time after 8:00.
The green ash seedlings have to be picked up between now and Wednesday from Carlos
Avery.
If you want to try to get $3500.00 out of 1977 surplus, the one year program has to
be submitted to Capital Improvement Committee by 5-25. The CIP 5-11 meeting was
cancelled due to a public hearing. I suggest you people set up a special meeting
to hash over the 1 year program and the 5 year program since the 5 year has to be
in by 5-31.

~ I also suggest that a motion be made that all future land acquisition monies received
be placed in a special savings account to be used for land acquisition only.
On Barnes 2nd Add. and Hawk Ridge, there are walkways to the park.
Ord. #10, Sec. 10.12, walkways are to be hard surfaced. Question-
walkways park property? What is the definition of hard surfaced?

I believe Dick Schneider representing the Lions Club will be present at the meeting.
Some kids want a pedal bike race trail behind City Hall sponsored by Lions - one
problem would be how do you keep motorcycles out?
On new plats with dirt roads, they ditch for water drainage. Maybe something should
be added to the proposed platting or'dinance that the developer has to furnish road
and culvert into park property.
The tax forfeit land is ours, the only thing to be done is get the paperwork on file.
There have been a few requests for tree cutting permits. I think something should be
put on paper as to how this is going to be set up re marking and inspection, etc.
There have been a few developers in going 5 acre metes and bounds - no park dedication.
On the Dostaler-Hane preliminary plat, no park dedication is shown. Jim Hane says
the City of Anoka is going to be a park and golf course just south of this. He would
prefer money in lieu of land.

The tennis court site is being staked by TKDA surveyor at this moment. The State called
last week and they are not pressuring to get done due to late spring, etc.

The May 25th Capital Improvement Committee meeting did not discuss the park board's
request for an extra $3500.00 out of '77 surplus. Their next scheduled meeting is
June 8th.
Cunningham's Add. park dedication fee is $2850.00. However, the project has stopped,
Jim Hane owes the City approx. $3,000.00 in escrow engrg. fees.
Please refer to May 1st miscellaneous memo concerning items not covered at May 4th
meeting. Also the April minutes were not approved in May.

The City has no large envelopes for mailing - they have been ordered. Among the
items in your folders which are not being mailed is a preliminary plat called
Johnson's field, this is in between Dehn's addition and Lund's Round Lake Estates,
total of 33.7 acres, no park dedication is shown. There is also a request for
a park in the area known as the Stenquist addition. This is northwest of Kiowa
Terrace just south of Castner Add.
The City Hall tennis court construction is at the Class 5 stage and passed inspection,
blacktop comes next.
Nancy Hagman was in a few weeks ago and said they have scheduled adult tennis lessons
for Wed. night for one hour. According to the fun finder, they have adult lessons
scheduled Mon. and Wed. from 6:30 to 8:30. It starts out '~he new courts at Crooked
Lake School." We called and the school doesn't have any tennis courts. ?????
Wes has a copy of a letter from Tim Erkkila sent to the City Council asking a couple
of questions that he, Tim, wanted clarified before he does the final park plan. The
Council hasn't acted so it's not done.
The Lions Club doesn't have any money for liability insurance on the moto cross track.
I think it turned out that the City's insurance would cover, will check on it before
Thursday. Also they don't have any money right now to make the track per Dick Schneider.
Can't think of anything else.
