MINNESOTA 55303 (612) 755,5100 PARK!RECREATION COMMISSION MEETING - APRIL 6, 1978 MINUTES The meeting was called to order by Chaimran Mand at 7:45 p.m., April 6, 1978 at the Andover City Hall, 1685 Crosstown Blvd. N.W. Commission Members Present: Anderson and Rogers Commission Member Absent: Strandmark Also Present: Jim Winkler, Anoka Co. Park Dept.; Norene Butalla, Crooked Lake Advisory Council; Mr. & ~mrs. Steve Nichols and other interested Northwoods residents A few items were added to the agenda. SUMMER PROGRAM Dennis Arthur was unable to attend tonight's meeting but will be present at the May meeting. \ ) NORTHWOODS PARK DEVELO~f.ENT The residents from Northwoods asked how much money was available to work with in developing Northwoods West park. They were told there is $3500.00 in the budget this year for equipment and the Commission has asked for an additional $3500.00 out of the "1977 surplus". Steve Nichols stated the catalogs they received at the last meeting were old and didn't have current price lists. He was given a current 1978 catalog and a request was made to set priorities. He will go around the neighborhood to get an idea of what other residents feel is needed in the park and prepare a list of priorities. Jim Winkler commented that in the case of a City with a limited park budget, an alternative to buying expensive equipment out of a catalog is to construct creative playground equipment using tires, telephone poles, railroad ties and the like. He had some literature on this type of equipment, copies were made and given to Mr. Nichols. Volunteers are another way to keep costs down. An added benefit using volunteers is that when the children are involved in developing parks, vandalism drops. They are less apt to wreck equipment they helped to put in. The Commission felt the first priority would be to grade (there is a low spot) and seed the area filled and graded last year. In landscaping the area, a tree spade could be rented so trees could be transplanted from another park into Northwoods. CROOKED LAKE ADVISORY COUNCIL : ) Norene Butalla stated the Advisory Council would like the property behind Crooked Lake School developed by the City into a park area consisting of soccer and softball fields plus possibly a nature trail along Coon Creek. The school has been there for ten years and very little has been done. She asked what happened to the proposed footbridge across the creek. Wes Mand told her the residents in Northwoods did not want the foot- bridge because their children would have to walk to school instead of being bussed. (~ () P~ge #2 - Park/Recreation Commission Meeting - April 6, 1978 Glen Rogers advised Mrs. Butalla the first thing she should do is talk to Jim Stewart \ about drawing up a Joint Powers Agreement between the School District, Advisory Council ) and the City and then prepare a 2-3 year master plan tying in dollar figures. This area is included in the park development plan. If developed, some concern was expressed over the lack of traffic controls on Bunker Lake Blvd. Mrs. Butalla stated the Advisory Council has already asked for a traffic study to be done in this area due to the school being open nights for the Community School Program. PUBLIC HEARING - COMPREHENSIVE PARK DEVELOPMENT PLAN MOTION by Anderson, seconded by Rogers, to hold the Comprehensive Park Development Plan Public Hearing on Thursday, April 20, 1978, with an alternate date of April 26th in case Tim Erkkila of Midwest Planning cannot attend on the 20th. Motion carried unanimously. ANOKA COUNTY PARK DEPT. Jim Winkler gave a short talk on how to reduce costs of park development. He also showed slides on different types of park trails. A copy of the preliminary park development plan, a city map, plus the park inventory was given to him since he offered his help and advice in our park development. 1~s. Butalla, 421-8446, stated her 4-H group would be willing to plant the 500 green ash seedlings this Spring. They are also willing to clean up Crooked Lake west park if trash barrels were set out for them. The secretary was asked to send a memo to Bob Muscovitz to obtain six or so 55 gal. drums and arrange for them to be placed in the park on a Friday and to be picked up the following Monday. ) P & Z PARK ORDINANCE The following suggested changes and additions were made: 1.1 A - All members should be appointed for a 3 year term. 2.5 - Horses are not mentioned. They should be allowed only in designated areas. (This Winter a horse was defecating on the skating rink in Quickstrom Park. ) 2.12 - Add ....or other such conflict of use. 2.13 - 15 mph instead of 20 mph. 2.14 - Add the words or trails' after parking area. 2.14 and 2.15 - Should read motorized vehicles. 2.17 - add ....without permission from designated authority. 2.19 - Substitute exclusive use procedure for this entire portion. Add in appropriate place a park curfew from 11:00 p.m. to 6:00 a.m. Also add a penalty clause. , ) FIVE YEAR CAPITAL IMPROVEMENT PROGRAM This SUbject was tabled to the next meeting, however, Wes Mand stated additional personnel should be included in this plan. ,\ \ \ ,.-J \.. / Page #3 - Park/Recreation Commission Meeting - April 6, 1978 APPROVAL OF MINUTES '\ ) MOTION by Rogers, seconded by Mand, to approve the minutes of the February 2nd and March 13th meetings. Motion carried unanimously. PROPOSED MAY AGENDA Surmner Program Northwoods Park 5 Year Capital Improvement Plan MOTION by Mand, seconded by Rogers, to adjourn meeting.
