SPECIAL PARK/RECREATION CO~I.ISSION INFORMATIONAL HEARING - MARCH 13, 1978
MINUTES
The hearing was called to order by Chairman Mand at 7:38 p.m., March 13, 1978, at the
Andover City Hall, 1685 Crosstown Blvd. N.W., Anoka, Minn.
Commission Members Present: Anderson, Rogers and Strandmark
Commission Member Absent: Pahl
Also Present: Lowane Arme, Jim & Lynn Harvell, Steve Nichols,
Les & Connie Slavik - Northwoods residents
Chairman Mand explained to the audience the background on the City receiving the tennis
court grants. The purpose of this hearing is to receive input from the residents.
Mr. Arme asked how much this tennis court would cost. He was told the City's 50% share
was $14,225.00. He stated he was against the tennis court being located in Northwoods
but gave no specific reason. He did state he has no children living at home.

,) Mr. and Mrs. Slavik were definitely against the tennis court location because of the
added traffic. They were told there would be a maximum of 8 cars if each tennis
player drove a car to the site, which would be unlikely. The only other added traffic
would be people checking to see if a court was open. In the discussion that followed,
the Slaviks' seemed more concerned abomthe speeders on Crocus St. and the fact that
there is only one entrance into Green Acres. They want the stop sign put back up at
140th & Crocus and the area patrolled more often especially around 5:00 p.m. when all
the speeders from Green Acres are coming home from work. Mr. Arme thought it would be
a good idea to put bumps in the street to slow traffic down. The Slaviks' were advised
the Park/Recreation Commission had nothing to do with speed controls and stop signs.
They were advised they should write a letter to the Sheriff requesting more patrol and
could also speak to the Council about it during residents forum.
The Harvells' and Steve Nichols were for the tennis courts at the proposed location.
Steve Nichols is the person who drew up the original plans for that park. Mrs. Harvell
stated she wanted her children off the street because of the traffic.
With the construction of the tennis courts, it was felt off street parking should be
provided. Chairman Mand stated this could be done but not to expect blacktop. Main-
tenance and park development was then discussed. The residents were told the City
only has one maintenance man responsible for all the parks, plus additional duties,
but with the new tractor and additional summer CETA help, proper maintenance should be
possible. Since this park was graded and filled last summer, it should be seeded this
spring. There is money in the budget for park equipment so the Harvells' wanted to
look at some park equipment catalogs.

Break 8:40 p.m. - ,Hearing reconvened 8:55 p.m.
Mr. & Mrs. Harvell were invited to attend the next regularly scheduled meeting or any
future meetings to discuss park equipment and park development.

At this time it is not known if the State would go along and approve changing the
location of the tennis courts. Chairman Mand read the letter from them which says
in part they could not be located at City Hall since the City Hall site did not
meet the 1978 criteria. The residents were told Crooked Lake School is a possible
site but it might be too close to the Coon Rapids park to meet the criteria.
Also accessibility and population density are other factors to consider. Mr. Harvell
made the request that the Northwoods site be accepted. (Wes Mand received a letter
from Mr. and Mrs. Aldrich, 13860 Crocus St. in which they state they are in favor of
the tennis courts at 140th & Crocus.)
MOTION by Rogers, seconded by Strandmark, to close the public input portion of the
hearing. Motion carried unanimously.
Discussion: Glen Rogers doesn't believe in lighted tennis courts in residential areas.
Eventually surrounding residents will complain. Wes Mand asked Glen if there was
such a thing as portable poles so if there were too many complaints, the lighting system
could be relocated to another area. Glen said yes. (It might be noted the residents
who live across the street from the proposed tennis court site did not come to the
hearing.) Wes Mand would like to investigate the Crooked Lake School site a little
further. Glen said he was familiar with the Joint Powers Agreement the City of Coon
Rapids has with the school district and they have many problems due to all the
bureaucratic red tape and in the end the school would benefit and, in this case, without
spending a penny. Wes Mand stated we might have another problem. The Capital Improve-
ments Committee recommended that our share, $14,225.00, be provided for the second
double tennis court to be constructed at the City Hall site. It can't be built at
\ City Hall, does the Park/Recreation Commission have to go back to Capital Improvements
) and ask them to recommend the funds be provided for the construction at the Northwoods
site? The secretary said she would check this out.
MOTION by Rogers, seconded by Anderson, to propose to the City Council that after the
public hearing and reviewing all the input from the citizens, our recommendation is
that we prepare to install the tennis courts at the Northwoods site as prepared by
Midwest Planning & Research. Motion carried unanimously.
MOTION by Strandmark, seconded by Rogers to adjourn meeting. Meeting adjourned 9:25 p.m.
