ANOKA, MINNESOTA 55303 (612) 755,5100 c PARK/RECREATION COMMISSION MEETING - JANUARY 5, 1978 MINUTES The Regular Monthly Meeting of the Park/Recreation Commission was called to order by Chairman Mand, January 5, 1978 at 8:10 p.m. at the Andover City Hall, 1685 Crosstown Blvd. N.W. Commission Members Present: Rogers and Strandmark Commission Members Absent: Ancheta, Pahl and Rzeszutek ADDITIONS TO AGENDA Hartfiel's Park Park Dedication Funds Community School Program Maplewood Ordinance APPROVAL OF MINUTES " > MOTION by Strandmark, seconded by Rogers, to approve the Minutes of the December 1, 1977 meeting. CEDAR CREST PRELIMINARY PLAT The proposed parks both looked damp. This was tabled to the next meeting since it has not come before P & Z yet. The Park/Recreation Commission would like to see money in lieu of park land but at this late date and the litigation, it would seem to be a waste of time. WARMING HOUSE HOURS The secretary was directed to ask Bob Muscovitz to research the costs of an adult supervisor and increased energy costs in keeping the warming house open at times other than hockey games. Wes Mand stated he would talk to someone at the tech center about this also. NORTHWOODS TENNIS COURT The secretary was asked to send a memo to inform the Capital Improvements Committee that there is no longer a park board representative on this committee and also a memo strongly urging them not to consider taking this tennis court out of the 1978 budget and the reasons therefore. RED OAKS PARK '\ \ / Whether or not a grate is on the culvert in this park is unknown at this time. Rex Stockwell is to be re-contacted to see if this was done. o u Page #2 ParkjRecreation Commission Meeting - Jan. 5, 1978 ". ,---j RUM RIVER HOCKEY ASSOCIATION A schedule was obtained during the meeting since there was a hockey game at the same time. The secretary received a name and phone number to call for a copy of the insurance. EQUIPMENT PURCHASE MOTION by Rogers, seconded by Strandmark, to recommend the City Council purchase a 1978 Gilson Model 55063 8 h.p. 32" snowthrower at $570.00 and that the funds be taken out of the park board's 1978 budget. Motion carried unanimously. This is a two stage snowthrower which would blow the snow out of the hockey rink. The secretary was asked to write a memo to Bob Muscovitz stating he is authorized to purchase protective clothing (raincoat and boots) to protect him against the water when flooding the rinks and that this purchase be taken out of the park board budget. COMPREHENSIVE PARK DEVELOPMENT PLAN The secretary was asked to contact Tim Erkkila of Midwest Planning and have him come to the February 2nd meeting and present the proposed park development plan he has prepared prior to going to the City Council and that a rough draft of this plan be mailed to all members of the commission prior to the meeting for their perusal. " TREE CUTTING PERMIT , , / The Council took no action on this at their December 20th meeting so the secretary was directed to send them another memo asking them to consider adopting this policy. HARTFIEL'S PARK We have not heard whether or not the quit claim deed situation has been taken care of and the City Attorney is to be contacted regarding the status of this. MAPLEWOOD ORDINANCE Copies of this ordinance are to be sent to the P & Z Ordinance Revision Committee for their comment and consideration. PARK DEDICATION FUNDS In December the City Clerk wrote the Commission a memo stating there was no money left in the land acquisition fund. It was assumed that monies not used up during any year were put back in the general fund and more or less "lost". Since nothing of any significance has been purchased during the last two years other than the tractor for which we were charged and not budgeted for in 1977, the Commission would like a detailed accounting of expenses vs. budget during the years 1976 and 1977 and an explanation of exactly where the land acquisition fund went. Also in 1978 the Park/Recreation Commission would like to be advised of all expenditures coming out of their budget so they are aware of what's left. ,'} ',.-/ C01~NITY SCHOOL PROGRAJ1 A representative from the Community School Program is going to be asked to attend the ~ ~) \ -J ~ . . o u , Page #3 Park/Recreation Commission Meeting - Jan. 5, 1978 ~~rch meeting to give a report on the 1977 summer rec program, the community school program and what they plan on proposing for a summer program in 1978. Also mentioned was the Road Committee setting up proposed equipment purchases in the future, a portion of which are to be paid out of the park board budget without their knowledge. The secretary was asked to send a memo to the Road Committee asking that in the future to please consult with the Park/Recreation Commission when it comes to spending their money. You also had several questions on general park expenditures. I will attempt to answer your questions here, but if there is something you do not understand, please let me know. Park dedication monies have to be used for actual land acquisition for parks, equipment for parks, and development of parks. If, for example, $30,000 /-" were paid in dedication fees in 1977, and the park department only spent '---./~ $10,000 for any of the above, the remaining $20,000 would be carried over to the next year. When the Budget is prepared, dedication fees are shown as "Revenue" and a corresponding amount is allocated under "Expenditure" for the above items. Since mid-1976, the Chairman of the Park/Recreation Commission has been given a quarterly report on expenditures vs. budget. Revenues were not included in this report, however, when any dedication fee is received, it is placed into a separate fund; The total amount received in the past three years, 1975, 1976, 1977 is $11,373. The items subtracted from this amount have been: '., 1) $5,400 - fencing, wiring, seed, paint for tables, etc. 2) $2,000 - grading, leveling, etc. 3) $5,200 - swing sets, playground equipment, equipment for warming house, etc. You will note that no monies have been deducted for the tractor, salaries, etc. Total Park/Recreation expenditures (including the above) have been as follows: 1) 1975 - $10,206 (salaries not included) 2) 1976 - $13,866 ( salaries included) 3) 1977 - $29,509 (salaries included) o ThDdU... the expenditure for Community S,hool.. We strongly urge that this money be kept in the budget and this double court built in 1978 for the following reasons: 1. If we have to return the matching $14,225.00 back to the state, it will seriously jeopardize Andover's chances of receiving future grants, recreational or otherwise. 2. There is money available in the 1977 "surplus" of which we feel we should have a small share inasmuch as the Park/Recreation Commission has not used their total budget allocation for the past three years. 3.
