The Regular Bi- Monthly Meeting of the Andover Planning and Zoning Commission was
called to order by Chairperson Daninger on February 24, 2004, 7:00 p.m., at the Andover
City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota.
Commissioners present: Chairperson Daninger, Commissioners Tim Kirchoff, Tony
Gamache, Dean Vatne, and Jonathan Jasper.
Commissioners absent: Commissioners Rex Greenwald and Michael Casey.
Also present: City Planner, Courtney Bednarz

January 27, 2004
Motion by Kirchoff, seconded by Gamache, to approve the minutes as presented. Motion
carried on a 5 -ayes, 0 -nays; 2- absent (Greenwald and Casey) vote.
PUBLIC HEARING: REZONING (04 -05) TO CHANGE THE ZONING FROM
SINGLE FAMILY RURAL RESIDENTIAL (R -1) TO SINGLE FAMILY URBAN
RESIDENTIAL (R-4) FOR PROPERTY LOCA TED AT 1422161S AVENUE NW.
Mr. Sevald explained the Planning Commission is asked to review the proposed rezoning
to allow the Oakview Park 2 Addition preliminary plat to move forward.
Mr. Sevald stated the proposed plat is consistent with the Comprehensive Plan as the
property is designated Transitional Residential (TR). This designation indicates that the
property will transition from rural to urban with the extension or utilities to the property.
The property is located in the Metropolitan Urban Services area (MUSA) and lies within
the current growth stage (2000 -2005) in the City's Sewer Staging Plan. -

• Mr. Sevald stated the times and conditions have changed due to the fact that three
surrounding properties have developed at urban densities and municipal utilities are now
available to serve the subject property. Staff recommends approval of the proposed
rezoning.
Items 3 and 4 were discussed together.
Commissioner Kirchoff asked if there was enough right -of -way to add a turn lane
through the intersection. Mr. Sevald stated at this point there is sixty feet of right -of -way
and the County stated it would be adequate.
Commissioner Kirchoff stated one of the suggestions by the County was to make
improvements at Crane Street and none of the properties were affected by it. He stated it
is tough to make properties that are not adjacent to an intersection that needs
improvements done to pay for it. He stated the City Council was looking at some ways to
address these issues. Are there any plans for any improvements. Mr. Bednarz stated for
this project there is not and in terms of long term development on this road, there are not
any plans within five years.
Commissioner Vatne stated regarding the feedback from the County, they also note that
residential land use adjacent to highways usually result in complaints of traffic noise so
he thought this was a standard they put in when they see a residential development along
a County highway. Mr. Bednarz stated this is a typical comment in a County letter
stating they will not pay for sound attenuation measures and they are just identifying their
policy.
Commissioner Vatne asked if the existing well needs to be removed. Mr. Sevald stated
he would need to refer this to the City Engineer. He stated the home will be hooked up to
City sewer and water.
Commissioner Vatne stated this would be an odd setup to run the driveway off to the
west when the house is facing north and will this create problems in terms of the way the
neighborhood is set up. Mr. Bednarz stated he spoke with the developer and at one time
they talked about modifying the garage to have the garage door move to the west side of
the structure. He asked the applicant to clarify their intent.
Mr. Larry Olson, LSJ Engineering, stated the developer has looked at the structure and
has plans to dress it up so it does orient to Crane Street. The driveway plan is to go to the
north with a turn around, a T type driveway. He stated this is not an unusual situation on
a busy road. The developer does not feel it will be an undue hardship.
Commissioner Jasper noted the lots are wider than normal and adequate to put T type
driveways in.

• Commissioner Vatne asked pertaining to the comments from Anoka County regarding
site lines on the intersection and the need to remove the trees off that intersection. He
wondered why is this identified now and not an issue when Crane Street was put in. Mr.
Bednarz stated at that time, this property was not part of the project and the County did
not have authority to have the trees removed at that time.
Motion by Vatne, seconded by Kirchoff, to open the public hearing at 7:15 p.m. Motion
carried on a 5 -ayes, 0 -nays, 2- absent (Greenwald and Casey) vote.
There was no public input.
Motion by Kirchoff, seconded by Gamache, to close the public hearing at 7:16 p.m.
Motion carried on a 5 -ayes, 0 -nays, 2- absent (Greenwald and Casey) vote.
Chairperson Daninger stated the County has made recommendations and the City is not
making any changes on the recommendations of the County. Mr. Bednarz stated in the
Resolution there is a recommendation that the applicant follow the recommendation of
the County. Chairperson Daninger asked what they were asking of the applicant. Mr.
Bednarz stated the applicant will need to follow everything recommended by the County
Highway Department.
• Motion by Kirchoff, seconded by Gamache, to recommend to the City Council approval
of Resolution No. , approving the rezoning (04 -05) to change the zoning from Single
Family Rural Residential (R -1) to Single Family Urban Residential (R -4) for property
located at 1422 161 Avenue NW because the times and conditions have changed due to
the fact that three surrounding properties have developed at urban densities and municipal
utilities are now available to serve the subject property.
Commissioner Gamache asked if they have approved the plat for the first addition. Mr.
Bednarz stated this was correct.
Motion carried on a 5 -ayes, 0 -nays, 2- absent (Greenwald and Casey) vote.
Mr. Bednarz stated that this item would be before the Council at the March 16, 2004 City
Council meeting.
PUBLIC HEARING: PRELIMINARYPLAT OF OAKVIEW PARK 2ND ADDITION,
A SINGLE FAMILY URBANRESIDENTIAL DEVELOPMENT LOCATED AT 1422
161 sr AVENUE NW.
Mr. Sevald explained the Planning and Zoning Commission is asked to review the
preliminary plat for Oakview Park 2 "d Addition, a four lot urban subdivision. The
applicant has proposed to subdivide the existing 2.5 -acre rural residential lot into four
urban residential lots. The existing home will remain on what will become Lot 2.

Mr. Sevald discussed the information with the Commission.
Motion by Vatne, seconded by Kirchoff, to open the public hearing at 7:15 p.m. Motion

of Resolution No. , approving the proposed preliminary plat. Motion carried on a 5-

Mr. Bednarz stated that this item would be before the Council at the March 16, 2004 City
Council meeting.
PUBLIC HEARING: CONDITIONAL USE PERMIT (04 -02) FOR DRIVE
THROUGHAND VARIANCE TO PARKING SETBACKS AT PROPOSED CVS
. PHARMACY /CONVENIENCE STORE AT3631 B UNKER LAKE BOULEVARD
NW.
Mr. Bednarz explained the proposed CVS/Pharmacy will be located on the NW corner of
Bunker Lake and Round Lake Boulevards on the site currently occupied by Super
America. This will be one of the first CVS stores in the Twin Cities area.
Mr. Bednarz discussed the information with the Commission.
Commissioner Kirchoff asked if there would be a double drive through lane. Mr.
Bednarz stated there are two lanes under the canopy for drive through and also a twenty -
two foot wide drive lane on the north side of the building. Commissioner Kirchoff asked
if they could serve two cars at once.
Mr. Tom Loucks, Loucks and Associates, made a presentation to the Commission
explaining the layout of the building.
Motion by Gamache, seconded by Kirchoff, to open the public hearing at 7:38 p.m.
Motion carried on a 5 -ayes, 0 -nays, 2- absent (Greenwald and Casey) vote.
Mr. Dean Johnson, 3657 Bunker Lake Boulevard, stated in looking at what CVS is
looking for, their request for a variance is unfounded and do not meet the hardships that
are needed. He did not feel they met the variance at all and would be a detriment to allow

• parking in the front. He thought they were putting too large of a building on a lot which
does not fit.
Motion by Gamache, seconded by Vatne, to close the public hearing at 7:41 p.m. Motion
carried on a 5 -ayes, 0 -nays, 2- absent (Greenwald and Casey) vote.
Commissioner Gamache stated he counted sixty -eight parking spots and he wondered
what was required. Mr. Bednarz stated there were sixty -nine and sixty -five were
required.
Commissioner Vatne asked if there were any independent stipulation for handicapped
parking, or is a portion of the sixty -five required, should be handicapped. Mr. Bednarz
stated a portion of the total needs to be handicapped based on the size of the building.
Commissioner Vatne asked for clarification that the variance that is requested is the ten
feet off of Bunker Lake Boulevard and the parking stall space has been reduced by two
feet. He stated there is a sixteen -foot shortage on the north/south depth according to his
calculations. Mr. Bednarz stated only the southerly most row of parking that is sixteen
feet deep instead of eighteen. Commissioner Vatne stated it would be a twelve -foot
shortage. Mr. Bednarz stated this was correct.
• Commissioner Jasper stated it occurs to him to move this back twelve feet and narrow the
roadway on the north side of the building. Mr. Bednarz stated from the Cities point of
view and the Fire Chief, they would be willing to go down to eighteen feet on the north
side of the building. Mr. Loucks stated they have a loading and unloading area on the
north side of the building which could possibly tie up the drive through area. However, if
it is eighteen feet and not twenty -two feet, then depending on the size of the truck, it is
possible they could slide to the left and it would be about eight feet to slide by in the
drive isle to pick up prescriptions.
Commissioner Jasper asked if the issues concerning the site boxes with the compactor
and dumpster been addressed. Mr. Loucks stated that area they are going to move
forward four to six feet to coincide with the curb return and that takes care of all the
potential site distance issues the County referred to.
Commissioner Jasper asked what they will do with snow storage. Mr. Loucks stated they
will use what ever snow storage is available to them and they will haul out when needed.
Commissioner Jasper thought there was some sort of joint parking agreement with the
adjacent property. Mr. Loucks stated there is a joint parking agreement, a joint driveway
access agreement with Precision Tune. Mr. Bednarz stated there is a joint agreement
between the two properties for a reduced parking setback.
Commissioner Vatne asked in regards to diagonal parking, if they could get a review of
• this. Mr. Bednarz discussed the parking with the Commission. Mr. Loucks stated CVS

• will not do angled parking because of their clientele. He stated they are talking about a
four foot split when a million and a half dollar development hinges on that.
Commissioner Kirchoff stated he did not like the idea of having angled parking.
Discussion ensued in regards to parking.
Chairperson Daninger stated one of the options is purchasing additional property to the
north. Mr. Jim LaVelle, Velmeir Companies, stated the history on this site acquisition is
they have explored options with Precision Tune and property owners to the north and at
this time they have not been able to come to terms with the property owners on this.
Chairperson Daninger asked on the size of the store, does CVS require a store of this size.
Mr. Lavelle stated over the last three years, CVS has studied the area and this would be
the appropriate size for this store. He stated it would be $200,000 to $250,000 to make
this change in the building. Commissioner Daninger stated the Commission cannot
consider economic hardships for variances.
Chairperson Daninger asked if all of the CVS Stores are the same size. Mr. Lavelle
stated in this market, all the CVS Stores will be the same size.
Commissioner Jasper stated he would be opposed to changing the parking stall size. The
• other variance he is troubled with because they have not done a lot of variances and there
is nothing about this property that creates a hardship. He thought CVS is creating a
hardship.
Commissioner Vatne asked if they have made any variances where they made exceptions
to the number of parking stalls in total. Mr. Bednarz stated there were variances granted
to the shopping center across the street for parking.
Chairperson Daninger stated he is not in favor of a variance because he thought CVS
could work this out if they took the time to think it out.
Commissioner Gamache stated he was going to abstain from voting on this item.
Commissioner Jasper stated he liked the idea of putting a CVS Pharmacy on this site.
Mr. Lavelle stated their process of developing this store is that it is a prime corner and
they will try to look at different ideas. He did not know if it is possible to present
anymore ideas from the time it goes from the Planning Commission to the City Council.
Mr. Lavelle requested the Commission table this item until March 9, 2004 because they
did not want a negative recommendation of this going to the City Council. They felt they
could make significant changes to these items and resubmit them.
Motion by Vatne, seconded by Jasper, to table this item until March 9, 2004. Motion

OTHER BUSINESS.
Mr. Bednarz stated they are starting to see more residential plats as they go into Spring.
He stated Woodland Estates Sixth Addition would be coming back at the end of March.
Mr. Bednarz stated the City Council is meeting on the sewer study which may be of
interest to the Planning Commission. Commissioner Vatne asked if this had a bearing on
Rural Reserve or the transitional properties. Mr. Bednarz stated this would have more of
a bearing within the existing MUSA boundary where they have the five year staging
boundaries.
Mr. Bednarz stated they have put together a three page list of items in the zoning
ordinance that they may be taking a look at in the near future.
Commissioner Gamache asked if the City will be breaking ground in April on the
Community Center. Mr. Bednarz stated he did not know if a firm date has been set yet,
there are still on -going meetings.
Commissioner Jasper noted the City Council reaffirmed the 500 foot cul -de -sac rule in
• the minutes they received. Chairperson Daninger stated they will go by the ordinances of
record at the time.

INTRODUCTION
The Planning Commission is asked to review the Conditional Use Permit request for a beauty
salon at 2343 135` Avenue NW. Approval of the request will allow the applicant, Mrs. Shanin
Garbow, to conduct a beauty salon business out of her house at 2343 135 Avenue.
DISCUSSION
The application complies with the requirements set out in chapter 12 -8 -9 of the City Code: The
attached salon floor plan shows where the salon will be located in the house, as well as the
location of the salon and safety equipment. The applicant has also submitted an application to
the Minnesota Department of Commerce for full state licensure. The salon will have only one
chair.
The applicant has indicated that there will be no signage to begin with, but is aware that a sign
permit will be required if she wished to erect an identification sign for her business in the future.
Hours of Operation
The applicant has indicated that the hours of operation will be from 10:00 AM to 6:00 PM.
Staff Recommendation
Staff recommends a favorable recommendation for this Conditional Use Permit.
ACTION REQUESTED
The Planning Commission is asked to recommend approval of this Conditional Use Permit
request.

Lot 6, Block 2, Hidden Creek East, Anoka County, Minnesota
WHEREAS, Shanin Garbow has requested a Conditional Use Permit for a home occupation
beauty salon to be operated out of her house on property located at 2343 135 Avenue NW;
WHEREAS, the Planning and Zoning Commission has reviewed the request and has determined
that said request meets the criteria of Chapter 12 -8 -9 of the City Code:
WHEREAS, the Planning and Zoning Commission finds the request would not have a
detrimental effect upon the health, safety, morals, and general welfare of the City of Andover;
and
WHEREAS, the Planning and Zoning Commission recommends to the City Council the approval
of this Conditional Use Permit request.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Andover hereby
agrees with the recommendation of the Planning and Zoning Commission and approves the
Conditional Use Permit on said property permitting a home occupation beauty salon to be
conducted that meets all city requirements subject to City Code 12 -8 -9 and City Code 12 -10 and
the following:
1) The hours of operation are limited to 10:00 AM to 6:00 PM.

To Whom It May Concern:
This letter is a written request for a Conditional Use permit. I wish to
open my own beauty salon in the home. I have 10+ years of
experience in the salon as well as teaching at Regency Beauty
Insitute, where 1 still substitute. My husband and I recently had our
first child and I want to stay home with her as she grows. The salon
would allow me to be with her and also bring in an income for our
family. I will be open on an appointment only basis and do not plan
on doing any advertising, basically referrals. I do not anticipate any
traffic or parking issues as I will only have a small, 1 chair salon for
myself and will not have any employees. This has always been my
goal, to do something that I love for a job and be home with my
children.

• 12 -8 -9: IN HOME BEAUTY SALONS AND BARBERSHOPS:
In home beauty salons/barbershops shall be subject to the following:
A. Drawings Submitted: Drawings detailing the salon /shop shall be submitted at
the time of the request for the conditional use permit.
B. Compliance With State Requirements: The salon /shop must comply with the
state cosmetology board and the state barbers board requirements.
C. Number Of Chairs: One chair salon /barber only.
D. Hours Of Operation: The hours of operation shall be approved by the city
council.
E. Parking: Parking requirements shall be as set out in section 12 -14 -10 of this
title.
F. Nonsewered Areas:
1. In nonsewered areas, the septic system must be in compliance with title
10, chapter 4 of this code. A beauty shop/barber shop shall be considered the
• equivalent to one bedroom in terms of usage under title 10, chapter 4 of this
code.
2. In nonsewered areas, a minimum of thirty nine thousand (39,000) square
feet of lot size shall be required.
3. In nonsewered areas, the septic system shall be inspected annually before
the conditional use permit is renewed.
G. Annual Review: The conditional use permit shall be subject to an annual
review.
H. Occupancy By Owner: The beauty shop /barber shop shall be owner occupied.
I. Termination Of Use Upon Sale Of Property: Upon sale of the premises for
which the conditional use permit is granted, such permit shall terminate.

Mr. Bednarz explained the proposed CVS/Pharmacy will be located on the NW comer of
Bunker Lake and Round Lake Boulevards on the site currently occupied by Super
America. This will be one of the first CVS stores in the Twin Cities area.
Mr. Bednarz discussed the information with the Commission.
Commissioner Kirchoff asked if there would be a double drive through lane. Mr.
Bednarz stated there are two lanes under the canopy for drive through and also a twenty -
two foot wide drive lane on the north side of the building. Commissioner Kirchoff asked
if they could serve two cars at once.
Mr. Tom Loucks, Loucks and Associates, made a presentation to the Commission
explaining the layout of the building.
Motion by Gamache, seconded by Kirchoff, to open the public hearing at 7:38 p.m.
Motion carried on a 5 -ayes, 0 -nays, 2- absent (Greenwald and Casey) vote.
Mr. Dean Johnson, 3657 Bunker Lake Boulevard, stated in looking at what CVS is
looking for, their request for a variance is unfounded and do not meet the hardships that
are needed. He did not feel they met the variance at all and would be a detriment to allow

parking in the front. He thought they were putting too large of a building on a lot which •
does not fit.
Motion by Gamache, seconded by Vatne, to close the public hearing at 7:41 p.m. Motion
carried on a 5 -ayes, 0 -nays, 2- absent (Greenwald and Casey) vote.
Commissioner Gamache stated he counted sixty -eight parking spots and he wondered
what was required. Mr. Bednarz stated there were sixty -nine and sixty -five were
required.
Commissioner Vatne asked if there were any independent stipulation for handicapped
parking, or is a portion of the sixty -five required, should be handicapped. Mr. Bednarz
stated a portion of the total needs to be handicapped based on the size of the building.
Commissioner Vatne asked for clarification that the variance that is requested is the ten
feet off of Bunker Lake Boulevard and the parking stall space has been reduced by two
feet. He stated there is a sixteen -foot shortage on the north/south depth according to his
calculations. Mr. Bednarz stated only the southerly most row of parking that is sixteen
feet deep instead of eighteen. Commissioner Vatne stated it would be a twelve -foot
shortage. Mr. Bednarz stated this was correct.
Commissioner Jasper stated it occurs to him to move this back twelve feet and narrow the
roadway on the north side of the building. Mr. Bednarz stated from the Cities point of
view and the Fire Chief, they would be willing to go down to eighteen feet on the north
side of the building. Mr. Loucks stated they have a loading and unloading area on the
north side of the building which could possibly tie up the drive through area. However, if
it is eighteen feet and not twenty -two feet, then depending on the size of the truck, it is
possible they could slide to the left and it would be about eight feet to slide by in the
drive isle to pick up prescriptions.
Commissioner Jasper asked if the issues concerning the site boxes with the compactor
and dumpster been addressed. Mr. Loucks stated that area they are going to move
forward four to six feet to coincide with the curb return and that takes care of all the
potential site distance issues the County referred to.
Commissioner Jasper asked what they will do with snow storage. Mr. Loucks stated they
will use what ever snow storage is available to them and they will haul out when needed.
Commissioner Jasper thought there was some sort of joint parking agreement with the
adjacent property. Mr. Loucks stated there is a joint parking agreement, a joint driveway
access agreement with Precision Tune. Mr. Bednarz stated there is a joint agreement
between the two properties for a reduced parking setback.
Commissioner Vatne asked in regards to diagonal parking, if they could get a review of
this. Mr. Bednarz discussed the parking with the Commission. Mr. Loucks stated CVS

• will not do angled parking because of their clientele. He stated they are talking about a
four foot split when a million and a half dollar development hinges on that.
Commissioner Kirchoff stated he did not like the idea of having angled parking.
Discussion ensued in regards to parking.
Chairperson Daninger stated one of the options is purchasing additional property to the
north. Mr. Jim LaVelle, Velmeir Companies, stated the history on this site acquisition is
they have explored options with Precision Tune and property owners to the north and at
this time they have not been able to come to terms with the property owners on this.
Chairperson Daninger asked on the size of the store, does CVS require a store of this size.
Mr. Lavelle stated over the last three years, CVS has studied the area and this would be
the appropriate size for this store. He stated it would be $200,000 to $250,000 to make
this change in the building. Commissioner Daninger stated the Commission cannot
consider economic hardships for variances.
Chairperson Daninger asked if all of the CVS Stores are the same size. Mr. Lavelle
stated in this market, all the CVS Stores will be the same size.
Commissioner Jasper stated he would be opposed to changing the parking stall size. The
other variance he is troubled with because they have not done a lot of variances and there
is nothing about this property that creates a hardship. He thought CVS is creating a
hardship.
Commissioner Vatne asked if they have made any variances where they made exceptions
to the number of parking stalls in total. Mr. Bednarz stated there were variances granted
to the shopping center across the street for parking.
Chairperson Daninger stated he is not in favor of a variance because he thought CVS
could work this out if they took the time to think it out.
Commissioner Gamache stated he was going to abstain from voting on this item.
Commissioner Jasper stated he liked the idea of putting a CVS Pharmacy on this site.
Mr. Lavelle stated their process of developing this store is that it is a prime comer and
they will try to look at different ideas. He did not know if it is possible to present
anymore ideas from the time it goes from the Planning Commission to the City Council.
Mr. Lavelle requested the Commission table this item until March 9, 2004 because they
did not want a negative recommendation of this going to the City Council. They felt they
could make significant changes to these items and resubmit them.

approved Nature's Run residential development.

INTRODUCTION
The Applicant has proposed a new floor plan for the Nature's Run Project. Three floor
plans were initially reviewed and approved as a part of Special Use Permit (01 -05) which
established the planned unit development for Nature's Run. A fourth floor plan was
added with Planning Commission and Council approval of Special Use Permit
amendment (03 -05) in June of 2003. The proposed fifth floor plan will also need to be
approved by Council.
DISCUSSION
The proposed and existing floor plans and building elevations are included in the
attachments. The new floor plan adds additional square footage to both the main and
lower levels. The garages are moved to the outside of the floor plan. Living space is
added alongside the garage to eliminate the garage forward design.
The proposed townhouse design will fit within the lot boxes approved for the
development as illustrated in the attachments. This design will be an option on each of
the vacant lots. Decks will also be an option for these units. With a standard lot depth of
between 74 and 76 feet, ample room will also exist for a deck to be located within the lot
boxes. The table below shows the building dimensions for the five different floor plans.

WHEREAS, the City Council has reviewed the request and has determined that said

the health, safety, morals, and general welfare of the City of Andover; and
WHEREAS, the Planning and Zoning Commission recommends to the City Council

hereby agrees with the recommendation of the Planning and Zoning Commission and
approves the amended Conditional Use Permit on said property with the following

Exhibit B, the document that regulates the design of the townhouses, shall be
modified to include a fifth townhouse design. This design shall conform to the
plans stamped received by the City of Andover March 2, 2004.

INTRODUCTION
City Code 12 -14 -10 D.8. requires parking lots to be illuminated a minimum of one footcandle as
measured at ground level. With the intent of limiting light pollution, Staff is proposing to modify the
existing city code in accordance with recommendations from the Illuminating Engineering Society of
North America ( IESNA).
DISCUSSION
IESNA classifies the minimum level of lighting needed in parking lots according to the type of land use.
These standards can be found in the attached resolution. Under the current City Code, parking lots can
use tall light poles sparsely located so that a small number of bright lamps will diffuse light across a large
area to meet the 1.0 minimum footcandle requirement at the edges of a parking lot.
Under the proposed amendment, light poles will be limited to 30 -feet in height with a minimum of 0.13 —
0.67 footcandles, depending on the level of land use. Parking lots would be allowed to utilize average
light levels and lower minimum light levels for perimeter areas. Lighting will also be required to be
shielded to prevent glare (illustrated in attached photos) and to disperse light uniformly across the area.
For example, a "medium - level' type of land use, such as the Community Center would be permitted a
minimum of 0.67 footcandles with an average of 2.4 footcandles (4:1 ratio). Please see the attached
photometric plans for more details.

THE CITY COUNCIL OF THE CITY OF ANDOVER DOES HEREBY ORDAIN AS FOLLOWS:
12 -2 -2: Definitions:
AVERAGE FOOTCANDLE: The level of light measured at an average point of illumination between the
brightest and darkest areas.
EXTERIOR LIGHTING: Temporary or permanent lighting that is installed, located or used in such a
manner to cause light rays to shine outside. Fixtures that are installed indoors that are intended to
light something outside.
FULLY SHIELDED LIGHT FIXTURE: No light shines above the horizontal, from any part of the fixture
either directly from the lamp or a diffusing element, or indirectly by reflection or refraction from any
part of the luminaire.
FOOTCANDLE: The international unit of illumination produced on a surface.
IESNA: Illuminating Engineering Society of North America.
PHOTOMETRIC PLAN: A point -by -point plan depicting the intensity and location of lighting on the
property.
UNIFORM RATIO: The maximum -to- minimum value between adjacent luminaires.

b. For the purposes of interpreting IESNA standards land use categories shall be interpreted by
the Community Development Director.
c. Any lighting used to illuminate the off street parking area shall be affanged fully shielded.
d. Illumination from light fixtures shall be measured at ground level on a 45- degree angled
plane.
e. Free standing light fixtures shall not exceed a height of thirty (30) feet Building mounted
light fixtures shall be attached only walls and the top of the fixture shall not exceed the
height of the Rarapet or roof, which ever is greater.
