HomeMy WebLinkAboutDecember 6, 1979 .. o o 0 ~ 01 ANDOVER o o PARK COMMISSION MEETING - DECEMBER 6, 1979 MINUTES The Regularly Scheduled Meeting of the Park Commission was called to order by Chairman Nand on December 6, 1979 at 7:35 p.m., at the Andover City Hall, 1685 Crosstown Blvd. N.W. Commission Members Present: Commission Members Absent: Anderson, LeFebvre & Longbe11a Meyer, Nichols & Rogers MINUTE 'APPROVAL MOTION by Anderson, seconded by Longbe11a, to approve the Minutes of the September 6, 1979 meeting. Motion carried unanimously. MOTION by LeFebvre, seconded by Nand, to approve the Minutes of the September 20, 1979 meeting. Motion carried unanimously. MOTION by Anderson, seconded by LeFebvre, to approve the Minutes of the October 4, 1979 meeting. Motion carried unanimously. Discussion: The secretary was asked to check the City's liability in case a resident was injured while flooding a City rink. She was also reminded to write Mr . Johnson a letter asking what type of trees or shrubs he would like planted in Northwoods East park and if he would water them. A current Bailey's catalog has been received. MOTION by Longbe11a, seconded by Anderson, to approve the Minutes of the October 18, 1979 meeting. Motion carried unanimously. MOTION by LeFebvre, seconded by Longbe11a, to approve the Minutes of the November 1, 1979 meeting. Motion carried unanimously. 1980 BUDGET Chairman Nand advised the Commission if all existing preliminary p1a~are fina1ed next year, the park dedication fees would be $18,650.00. There is $13,500 in the budget for Capital Outlay Improvements & Equipment. Out of the $900.00 allocated for sand points, about $600.00 has been spent which leaVe) $300.00 to spend on a new pump. This could be a cost shared item between parks, sanitary sewers and storm sewers. Staff is having problems getting water out of the old one. o He asked those present if they had any suggestions on what to purchase. It was decided to carry this subject over to another meeting. Edna Meyer was to attend the Capital Improvement Committee meeting last month but was absent at this time. Bill LeFebvre was asked to get in touch with the soccer and hockey associations regarding a hockey rink, warming house and soccer equipment. Now is the time to ask the Council to reconsider another rink and a warming house. Discussed was a joint meeting with these organizations. However, it was decided it would be best if they would meet and then present a final request to the Commission. $6450.00 has to be reserved for the Crooked Lake Boat Ramp. Chairman Mand stated some of the labor and equipment costs could be offset by using staff manhours and equipment hours. Also he assumed the DNR would auction off the buildings. One of their provisions will be that the successful bidders will have to remove the houses within a certain length of time and restore the site to a natural state. Possibly there would be enough money left over to blacktop the parking lot. The estimate was based on Class #5. () Page #2 - Minutes December 6, 1979 o o o o Bill LeFebvre expressed some displeasure over the Rum River Hockey Association's lack of organization. They are losing older players to the AnokaliTea---Hockey-:1\:ssocla:tfon. OL-O(n. This association now considers Andover in their service area. Sharon Anderson commented ~~A hockey is a popular sport and felt a combination recreation building/warming house should be built plus another hockey rink. On the subject of soccer, Bill LeFebvre said the present field at City Hall is too short. He would like to see a field created behind the Public Works building. Chairman Mand the two groups should get together and ask for donations in both material and labor to try and at least get another hockey rink at City Hall. If they could trim the cost down, perhaps the City Council would be more receptive. Bill stated he would try and get something coordinated. PUBLIC INFORMATION HEARING - CROOKED LAKE BOAT RAMP Chairman Mand advised the City Council wanted the public hearing held before January 18th. A date of Thursday, January 10, 1980, was set. This will replace the second regular meeting in January. The notice is to be published for two consecutive weeks in the Anoka Shopper and the Union. Notices will also be mailed to the surrounding residents. Two or thre~epresentatives from the DNR will be present to answer any questions. One will be Ed ~~or the Fisheries Division who will explain their stocking program. There have been no calls at City Hall regarding this project. Gary Longbella stated Norm Shequen seemed somewhat concerned. The DNR has a task force working on 'model surface zoning ordinance which, when finished, will be presented to the County Board for their adoption. The purchase of a new pump was again discussed. Chairman Mand checked into rentals. The pump is $20 a day; hose, if needed, is $8.00 a day. The City would be better off buying than renting. MOTION by LeFebvre, seconded by Anderson, to authorize the Public Works Department to purchase a pump on December 7, 1979 at a cost to the Park Commission budget not to exceed $300.00. Motion carried unanimously. Discussion: Staff will be asked to get the old pump repaired for use by any resident who would be willing to help flood City rinks. Ray Sowada has a problem with the tree cutting permit. Stumps are being left which makes for difficult mowing. Suggested was an added sentence....Any stumps created shall be removed at ground level (or below ground level). This form will be changed and sent to the Council for approval after input from staff is received regarding the wording . Edna Meyer, Steve Nichols and Glen Rogers terms expire at the end of the year. The secretary was asked to contact them to see if they planned to continue as members. If not, an ad should be placed in the paper as soon as possible. Noted was Ord. #47 specifically states original and successive appointees shall hold their offices until their successors are appointed. It was decided on November 15th not to hold a second meeting in December. This was inadvertentaly omitted in those minutes. ,/) MOTION by Anderson, seconded by Longbella, to adjourn. John Davidson From: Mr. Mark Schumacher Oat e : December 21 9 . 197 Reference: Lake Ridge Park Plan A ndover, Minn~sota COMMISSION NO. 6223-79 This memorandum is in response to your request to explain the time billed for the park site plan. TKDA was requested to develop a plan for a sliding hill at the Lake Ridge Park. The following conditions were to be met: 1. Maximize the total vertical drop. Initial discussions indicated a desire to raise the existing profile at the top of the hill approximately ten feet. 2. Provide for at least one terrace in the hill. The initial discussion on the concept of a sliding hill took place between Larry Carlson and Mark Schumacher on October 11, 1979 at Lake Ridge. At this meeting two possible sites were discussed, one site just south of the 153rd Lane cul-de-sac, and the other site was behind lots 3 and 4, Block 4. Rich Gray, a landscape architect, was then instructed by Mark Schumacher to evaluate the two sites for a sliding hill. Mr. Gray evaluated the two sites and found that although the hill behind lots 3 and 4 faced the afternoon sun more directly, this site had a greater natural vertical drop and had more potential for grading than the other site. This work took two hours. C) o o o r'-\ '---/ 'Memorandum Mr. Wes Mand December 21, 1979 Page Two Mr. Gray then prepared preliminary drawings showing the existing cross section of the hill and a proposed cross section based on raising the hi 11 ten feet, This work involved setting up a baseline and cross section lines on the contour maps and then plotting the elevations along the cross section lines on cross section paper, plotting the proposed cross section and then planimetering the cross section to determine cut and fills, which took approximately 6 hours. On October 16, 1979, Mark Schumacher met with members of the Park Commission on the site to discuss the evaluation and ~he proposed regrading. At this meeting the following conclusions were made: 1. The cost of grading necessary to raise the grade 10 feet would exceed the available funds. 2. The contractor working on the streets was finished and would not be available for the park grading; therefore, another contractor would need to be brought in. 3. TKDA was to revise the grading plan to stay within the $3,500.00 available. 4. Because the street grading was completed, the fill required would have to come from the site itself and the back of the adjoining lots. Mr. Gray then revised the cross sections to meet the above mentioned criteria. This took approximately 14 hours. The material was then transmitted to Mr. Mand. In reviewing the time sheets, 4 of the 10 hours indicated for Mark Schumacher was actually road inspection time and should be billed to the developer. The remaining six hours were directly attributed to the sliding hill, most of that time was for the meeting with the Park Commission and the remainder of the time was spent directing Mr. Gray. A 11 of Mr. Gray's time was spent on the park design. r' '-.) -' , ( , '--..i r" . , ) " ' ~ () ('\ ---/ o o 4 Memorandum Mr. Rich Gray December 21, 1979 Page Three It should be noted that the largest share of Mr. Gray's time was spent redesigning the sliding hill to accommodate the cost and material availability. The fact that the street grading was already completed meant that excess material from street construction had already been deposited elsewhere, and that the s tiding hill had to be designed around material to be excavated in the immediate area. A more efficient method would be to require a developer to incorporate whatever grading the Park Commission is going to require into the grading plan submitted with the Preliminary Plat. Not only does the developer's engineer do the design work, but the construction cost will generally be less expensive than hiring another contractor after the street construction is completed. MS:j
