HomeMy WebLinkAboutNovember 1, 1979 o o 0 ~ 01 ANDOVER o o PARK COMMISSION MEETING - NOVEMBER 1, 1979 MINUTES The Regularly Scheduled Meeting of the Park Commission was called to order by Chairman Mand at 7:40 p.m., November 1, 1979, at the Andover City Hall, 1685 Crosstown Blvd. N.W. Commission Members Present: Commission Members Absent: Also Present: LeFebvre, Longbella, Meyer, Nichols and Rogers Anderson Pat Lindquist, City Clerk Barb Breza and Debbie Dunbar, U. of Minn. Students FOX MEADOWS PARK SITE PLAN The students reported they canvassed the area to learn of the residents' interests regarding recreation. The majority were young families with two to three children. Basically their recreation time is spent on the weekends in small groups. For financial reasons, they generally stay at home. None travel any great distance to recreational facilities, no more than ten miles out of the area. In priority order, the residents would like a tot lot, some type of a baseball field, a football field, a skating rink and a tennis court in this park. The girls presented a.preliminary map which included the above listed items and asked for suggestions. The playing field were placed north and south due to the sun. A tot lot and free play area was shown in the northern part using the existing hole as a ready made sand pit. In the winter the park could be used for skating, sliding, beginner cross country skiing and showshoeing. Trees and shrubs could be planted to separate the passive areas from the active areas. One area they had a problem with was parking as people will not walk more than 120-150 feet to go anywhere. They preferred to keep parking off city streets in order to avoid complaints from the surrounding residents. Glen Rogers stated the County will not allow access off a main thoroughfare without a service road. If a service road had to be constructed, the hole would have to be filled. Chairman Mand thought an access was allowed every 600 ft. The girls were advised to call the County Highway Dept. for information on this. They went on to explain the hole could be used as a skating rink in the winter. It was noted that this hole is 11 ft. deep which would require alot of water. A rink should be placed close to a street for ease in flooding and maintenance purposes. Multiple use fields were then discussed. Glen Rogers stated Coon Rapids has combination tennis and basketball courts and their hockey rinks are also used for horseshoe. Columbia Heights has combination tennis courts and hockey rinks, but they have a problem with drainage. A soccer field was mentioned by Bill LeFebvre. The girls said they designed the park according to the residents' interests - soccer was not mentioned. The girls also stated they have to work around a gas line easement running across the park on which no permanent structures can be built. They are recommending wood structures for playground equipment instead of metal to blend in with the area. A copy of the 1979 budget was given to them as they also have to furnish a cost estimate on developing this park. Their final presentation will be given at the next meeting. BUDGET DISCUSSION o City Clerk Pat Lindquist advised the Commission of the tax forfeit land. Th~ parcels had been indicated on a map. Chairman Mand asked if these parcels had to be used for park land, or could they be used for general City purposes. Pat said no, in the past under the designated use she just automatically typeJin park purposes. She thought the o o o o Page #2 - November 1, 1979 Minutes C) existing City-owned tax forfeit land could be used for other purposes but this would need an attorney's opinion. Also, it is illegal to buy land and turn around and sell it. Steve Nichols commented it was hard to tell what type of land it was by looking at a map. The Commission felt the parcels were too small for any park purpose, other than the land in Hartfiel's; perhaps the Fire Department would want to pick this up for a future well site. This area would need alot of fill to be useable park land. In response to a question, Columbia Heights was not allowed to fill the existing park last year because they would not cover it. Chairman Mand stated the last paragraph of Pat's October 29th memo cleared up some of his questions. Pat explained each line item. Staff Salaries - included in this figure is part time help to flood and maintain rinks plus other park related duties the rest of the year. The PERA, Social Security and insurance is based on the $8500.00 figure. Operating Supplies - the Commission thought 10% of the total expenditure was not UIlreasonable. Gas and Oil - Pat was sure more than $200 was spent mowing the parks this summer; accurate records were not kept. Repairs~~intenance - 20% is charged to parks. She expects this to rUIl $4000.00 this year. Professional Services - Chairman Mand advised Prof. McAlvoy told him the park site planners will turn in a bill for mileage and some supplies but that it won't be any great amount. No comment was made regarding Postage and Transporation. Insurance is UIlllegotiable. Electricity - there has been an increase in the number of lights and there.is a.flat~rate charge of $4.10 to $8.25 depending on the wattage. Northwoods and City Hall are on meters. However, neither Pat nor the secretary have seen anyone reading the meter at City Hall. There was a length discussion on this SUbject. Glen Rogers stated a demand meter was another meter over the regular meter that has a red needle. If the demand is not there, the needle will not go up. Coon Rapids eliminated their demand meters because at Sand Cr~k they were paying $3,000.00 a year for three diamonds and a hockey rink. Through negotiations they now pay $1,300.00 a year. There is one meter at Northwoods. Pat said when this building was built, there was a contract with AEC signed. Chairman Mand asked her to check with them regarding separate meters. He felt any money spent installing a different system would be recovered by paying for actual use of electricity rather than a flat rate. (It has since been learned that the City Hall meter is read once a month and Northwoods will be read once a year in December). Xerox - 10% of the Xerox rent is charged to parks. Glen Rogers commented he didn't know how much xeroxing is done but thought $4,000.00 a year was high rent for a Xerox machine. Rentals - Satellite - most likely a unit will be rented just for December. Bill LeFebvre asked what he should tell the hockey association about rink flooding and maintenance at City Hall this year. Pat said staff will do as much as they can, but if we get a snow storm, the roads have to come first. Chairman Mand thought a policy should be established to check out the pump to a resident in case the staff are unable to flood rinks. Also mentioned was the possibility of hiring a retired person to flood rinks since the CETA boys are now involved in school activities. C) Summer and Community School - no comment at this time. Assessments - Glen Rogers reiterated his previous comments, ie., he feels any improvements to a park should be assessed to the neighborhood. Chairman !fund stated since the streets have to be blacktopped on all new plats, the cost will be included in the price of the lot which will ease the situation somewhat. The pros and cons of the present assessment policy was discussed at length. Pat suggested to request the City Council to change their policy and divide up any park assessment among the people in the project. Summer School - Pat received a memo from Jim Stewart showing two different alternatives. The Commission noted they eliminated the high participation programs in order to reduce the cost. Some disapproval was expressed over Jim Stewart trying to find $6.190 in the City's budget. Pat felt possibly the Council would approve the original program using the money saved on insurance. Edna Meyer asked if they gave a breakdown which would total $6,190. Pat said they gave very limited explanations, most of it is salaries. Also they came up with a figure of 900 participants. It was felt maybe if one person participated in one activity each day, it was counted 30 times and not 900 individuals. LAKERIDGE - PARK DEDICATION FEES TKDA has furnished the grading plans for the hill in this park. However, it is late in the year and probably the ground will be covered with snow and frozen by the time quotes are received and the contract awarded. The final plat is on the City Council November 20th agenda so the park dedication fee will be lost at the end of the year. MOTION by Meyer, seconded by Longbella,to request the placement of any park dedication fees received after this date, November 1, 1979, into the park fund. Motion carried UIlanimously. CROOKED LAKE BOAT RAMP Chairman Mand updated the Commission on the DNR's progress so far. The properties have been appraised and they should be making their first offer to the residents shortly. Included in their offer will be relocation expenses. He further commented he felt the appraisers would appraise these properties high due to the cost of housing at this point in time. This is a pilot project and they are almost hand carrying the project through as they want to use it as a showpiece. If the DNR can show cooperation with municipalities, they will be able to get more money from the State Legislature. MOTION by Meyer, seconded by Longbella, to adjourn. Motion carried UIlanimously. \ The reasoning behind this request is that it is too late in the year to go out on bids/quotes for the reshaping of the hill in LakeRidge park. We tried to keep the fill to about 3,000 cubic yards which will hopefully keep the cost under the approximately $3,500.00 available to spend. There is about 1,600 cubic yards of cut involved with the regrading in the park so an additional 1,400 cubic yards will need to be borrowed from adjacent land. An acceptable borrow site will need to be worked out with the developer. The hill will be approximately 4 feet higher than it exists now with a total vertical drop of 20 feet and one terrace in the middle. The slope was kept at 200/0.
