PARK COMMISSION MEETING - OCTOBER 18, 1979
MINUTES
The Regularly Scheduled Meeting of the Park Commission was called to order by Chairman Mand
at 7:35 p.m., October 18, 1979, at the Andover City Fzll, 1685 Crosstown Blvd. N.W.

ROLLING CREEK TRAILS SKETCH PLAN
This sketch plan consists of 138 acres, 42 lots. The ~ea involved is south of Andover Blvd.
and west of the railroad tracks in Section 26. A 9.4~~trk was shown on Andover Blvd. and a
4.4 acres park across Coon Creek in the southwest co~er of the sketch. Jim Merila stated
they are.planning on developing this area next spring depending upon the economy. There is
no access to the small park. Noted was the Coon Creek Watershed District will not allow a
bridge to be constructed over Coon Creek; they have a 100 ft. easement on both sides of the
creek on which nothing can be permanently built. Mr. Merila explained the small park was
placed at the southwest corner of the sketch so that, when the adjacent property was developed,
a larger park could be obtained. Glen Rogers commented since the watershed district has the
right to maintain the creek, he doesn't feel 50 ft. on either sideQf the creek should be
included in the park dedication. In response to a question, ltt. Merila said Mr. Ecklund
walked through the northern park today and it was not wet although the topography map does
indicate it is a wetland area. Chairman Mand then advised although the Metropolitan Council
has not officially adopted a multiple use trail system along Coon Creek, Cities can assist
by accepting dedications along the creek at a minimum of 100-150 ft. on each side of the
creek in the interim. In looking at the sketch plan, most of the 100-150 ft. area seems to
be about 4 ft. above the creek bed; there is about a 30 ft. drop from the level of the road
to the creek. When asked if the northern park was buildable, Mr. Merila stated a portion of
it is, the balance will need some soil correction. This area is believed to consist of peat.
The main Objections to the proposed parks were:
1. The larger park is on a main thoroughfare - in the future Andover Blvd. will be widened.
2. There are more maintenance problems for two parkS then there is for one large one.
3. There is no access to the small park.
Several members suggested cash in lieu of land. Steve Nichols suggested Lots 4, 5, 6, Block 5.
There would be a shortage of 1.9 acres, however, Lot 6 looked larger than 2 1/2 acres.
Chairman Mand suggested to move the street up and dedicate a trail along the creek. Mr.
Ecklund stated the owners do not wish to donate cash and suggested alternatives, such as
inner lots as they prefer to maintain the creek lots. He was told there were no inner lots
that weren't bounded on three sides by streets. Chairman Mand stated there is a 25-30% grade
which would provide a natural barrier to the trail system and would isolate it from the
adjacent property which is why he suggested moving the road. Mr. Merila then asked the
Commission what they thought of the lots next to the railroad tracks or on the west side.
He was told these were not acceptable at all and that the Commission preferred land on the
creek. Mr. Merila stated he would try. to work something out and return.
CUM RIVER FOREST PARK SITE PLAN
Gail Kording, a U. of Minn. student, and her partner, Mike Pattenson, prepared a basic sketch
of the Rum River Forest Park site area which depicts a canoe access, parking area, picnic

tables and a fire pit in the southern park. Shown in the northern park is a recreational
building, playing field and a playground area. There is a nice hill sui table for sliding
: ~ln the west side of the park. She asked for suggestions and was told the plan looked very
'-good, however, a recreational building is far too expensive at this point in time. She
thought possibly the par~area should be closer to the river. Chairman Mand advised there
would be less chance of theft if there was more exposure (near the street) than in a secluded
spot. She then asked what type of septic system would be needed in this area since it is
so close to the river. No one was knowledgable on this SUbject so she was advised to call
the building inspector Monday morning. They will work on the plan further and return. The
girls making a site plan for Fox Meadows were not ready to make a presentation.

No one from the Fire Department was present to discuss this item.

Chairman Mand advised the Engineer had not finished his report.
1979 AND 1980 BUDGETS
The next hour was spent discussing the budgets. The Commission received a memo from the
City Clerk which was a recap of revenues and expenditures for the last five years (to 10-15-79).
Noted was the Commission had asked for an explanation of how she arrived at the figures in
her previous memo regarding the 1979 expenditures. The secretary explained Pat had added
the assessment figures for the years they were supposed to be paid and not all in 1979. Edna
Meyer, who is a bookkeeper, didn't understand the memo. When advised there is a quarterly
report made, she thought it should be done once a month. In looking at the figures, Glen
Rogers thought there was $25,000 to spend. Computers were then mentioned. The secretary
told the Commission they are too expensive. Edna stated her company is going into computers.
Glen said the City of Coon Rapids is using the City of Anoka's system. The Commission
decided to request the Mayor to attend the next meeting, November 1, 1979, to review the
1979 budget and also explain the CouncilJs policy on spending park dedication money before
general revenue. Glen stated he would like to talk to the Mayor about the assessment policy.
MOTION by Meyer, seconded by Nichols, to adjourn. Meeting adjourned 9:55 p.m.

Dear Mr. Mand:
Attached are copies of the topo map and the profile view for the proposed
sliding hill. We tried to keep the fill to about 3,000 cubic yards which will
hopefully keep the cost under the approximately $3,500.00 available to
spend. There is about 1,600 cubic yards of cut involved with the regrading
in the park so an additional 1,400 cubic yards will need to be borrowed from
adjacent land. An acceptable borrow site will need to be worked out with the
developer. The hill will be approximately 4 feet higher than it exists now with
a total vertical drop of 20 feet and one terrace in the middle. The slope was
kept at 20%. If you have any questions, please call me.
