HomeMy WebLinkAboutJune 28, 1979 ... o o 0 ~ 01 ANDOVER o o PARK/RECREATION COMMISSION MEETING - JUNE 28, 1979 MINUTES, The Regularly Scheduled Meeting of the Park/Recreation Commission was called to order by Chairman Mand at 7:40 p.m., June 28, 1979, at the Andover City Hall, 1685 Crosstown Blvd. N.W. Commission Members Present: Commission Members Absent: Also Present: LeFebvre, Longbella, Nichols & Rogers Anderson & Meyer Lary Carlson - LakeRidge Preliminary Plat Derril Burger - Sec. 19 & 20 sketch plan Roger Anderson - Rum River Hockey Assoc. LAKERIOOE PRELIMINARY PLAT Mr. Carlson advised the Commission they have now taken the drainage out of the park and Lots 1 & 3, Bl. 1 are holding ponds. The actual size of the park is 21.70 acres, or 2.1 acres short of the required 10%. He stated he was flexible; he would either donate cash or improve thecpar~. The cost of this land was $1693.00 an acre which computes to $3555.00 for 2.1 acres. Gary Longbella asked what type of land it was so Chairman Mand explained the topography. A question arose as to whether any excess fill would be generated during street construction. Lary Carlson stated at this point he didn't know. Also unknown is how much it would cost to reshape the hill at the northeast corner of the park. Chairman Mand mentioned possibly the high area off the 153rd cul-de-sac could be terraced to serve as bleachers or leveled for a parking area. "Lary Carlson suggested the Park Commission, the contractor, the City Engineer and he meet at the site to discuss costs and reshaping. MOTION by Rogers, seconded by Nichols, to recommend the City Council accept the parkland shown on the LakeRidge preliminary plat consisting of 21.70 acres and that the shortage of 2.1 acres be cash in lieu of land in the amount of $3555.00 which is to be spent to upgrade the northeast corner of the park and other areas at the time of road construction. Motion carried unanimously. RUM RIVER HOCKEY ASSOC. Roger Anderson stated the hockey association had three questions: 1. Is a new hockey rink going to be built? - 2. Is another set of boards going to be added to the existing rink? - 3. Has the Commission given any thought about another warming house? Chairman Mand thought the association was going to furnish the Commission with an estimated cost on a new rink and asked if Mr. Anderson had those figures. He stated he personally did not, but thought $2800.00 was the figure last year for a base rink - no fencing or lights. The end result of the lengthy discussion that followed was that Mr. Anderson was to obtain current prices. It was more or less agreed this year an extra set of boarili should be added to the present rink and another gate installed. Mr. Anderson assured the Commission they have more than enough volunteer help. The Commission realized the present warming house is too small for team play, but this is a capital improvement item and should be considered in the 1980 budget. ODERRIL BURGER - SEC. 19 & 20 SKETCH PLAN Mr. Burger actually did not have a sketch plan but rather a proposed plat overlayed on a map similar to a plat map. The Commission was told not to pay any attention to the lots as he did not like the way they were drawn. He plans on developing 300 acres east of 7th Ave. .. ,- ~'\ f\ ~ParKfRecreation C~ission M~ng June 28, 1979 - Minutes u u with Co. 20 on the north and a little part touching 149th Ave. He went on to explain he plans on developing this project in two or three stages and wanted to know if the Commission desired one large park, two or three small parks or cash in lieu of land. There is a 30 /) acre parcel between his land and the proposed LakeRidge park which is owned by Programmed \ Land. He stated he would buy it if the Commission wanted it for a park. He wanted a decision hopefully tonight or within the next week because he wasn't going to spend $60,000 for this property and then find out the Commission didn't want it. In response to several questions, Mr. Burger stated carrots are planted in this area; the soil is clay and sand mixed with peat. The aerial map was checked - the area is clear of trees. The park land committee was unable to actually look at the site within a week due to other committments. Mr. Burger said it made no difference to him, he would either donate land or money, but he wanted the Commission's decision in writing. According to the Comprehensive Park Development Plan, the projected ultimate park needs for the North Round Lake district is one neighborhood park. The Commission felt the park in LakeRidge is large enough to meet the needs of this area and decided to recommend cash in lieu of land on this proposed plat. SOCCER ASSOCIATION Bill LeFebvre advised the soccer association is dissatisfied with the soccer field location at City Hall and wondered if another area could be graded for this purposed. He was told there is room for a field west of the tennis courts. Possibly it could be leveled at the same time the grading is done at the Public Works building site or when the City's grader is delivered. MOTION by Nichols, seconded by LeFebvre to adjourn.
