SPECIAL PARK/RECREATION COMMISSION ~ETING - JUNE 14, 1979
MINUTES
A Special Park/Recreation Commission Meeting was called to order by Chairman Mand at
6:30 p.m., June 14, 1979, at the Andover City Hall, 1685 Crosstown Blvd. N.W. The purpose
of this meeting was to view City parks.

The useable parks had been mowed prior to the meeting.
The Oaks - Chairman Mand pointed out approximately where the park entrance was located.
Due to the terrain, the Commission did not walk into the park.
Shady Knoll - Some dead trees need to be cut down. The poison ivy is located between the
birches at the west end. Suggested was installing a tennis court net.
Northwoods East - The Commission was advised City staff had received a complaint regarding
this park. The person was irritated because there were no plans to sod this area.
Northwoods West - The net has not been installed in the tennis courts. The entrance fence
is 18" from the main fence. It should have been 15". The City Engineer will be contacted
regarding the net and to arrange to have the fence placed on the other side of the poles
which will reduce the width somewhat. There have been complaings of bicycles being ridden
on the tennis court surface. The slope on the north side is rather steep and should be
landscaped so erosion does not occur. The rocker horse needs some repair. Steve Nichols
commented these parks look better now than they have in seven years.
Green Acres - The slide and go-round should be moved and a tether ball purchased for the post.
It was assumed the street was widened when blacktopped which put the playground equipment
too close to the road.
Crooked Lake Boat Landing - The trespassing problem was evident at the time the Commission
was present at the site. A car drove across Mr. HelIum's yard. Chairman Mand advised
the people in the vehicle they were on private property; they claimed they were not aware
of this.
Crooked Lake West - Now that the park had been decently mowed, this area is ideal for
picnic facilities. There are a few dead trees and branches that should be removed.
Crooked Lake School Playground - There were three older children present at this time. The
equipment seemed very sturdy - some items could be painted. The merry-go-round ran smoothly
and did not squeak. The canvas swing seats were somewhat frayed but presented no hazard.
Replacement seats cost approx. $16.00 each. One bar was bent on the climbing apparatus.
If the school district is going to dispose of this equipment, perhaps they would be willing
to donate it to the City for use in City parks.

Chapman's - Woodland Terrace - Someone had tried to pull the nails out of the new picnic
( Jble seat.- they were pounded in again. The first week in June, Chairman Mand purchased
'-o.loards and nails and repaired the picnic tables. These boards should now be painted. Sharon
Anderson though Woodland Terrace park area would have been more wooded.
Quickstrom - The dead tree should be cut down and a sand pointintalled.
Pine Hills - The contractor did a nice job of grading this area, it should now be seeded
before the weeds take over.
Fox Meadows - The Commission asked that this park be mowed so some decision could be made
on what type of improvement is needed in this area.
Rum River Forest - No attempt was made to view the park land due to the condition of the
roads.
Meadowood Parks (3) - A garden has been planted in the southernmost park.
Dehn's Park - The water is high again this year.
Lund's Round Lake Estates - No attempt was made to get into this park.
Hartfiel's. and the little red schoolhouse were observed on the tour.
Barnes Rolling Oaks - This park should be mowed with care due to the green ash seedlings.
Possibly a skating rink could be constructed in the low spot.
Oak Hollow - The Commission felt stumps might have been dumped on park property. It is not
known if they were there before the roads were put in or not or where the lot lines were.
This will be checked out.
The Commission then discussed the Crooked Lake School grant request. The general consensus
of opinion was that, if the Council recommends applying for this grant, they should plan on
hiring a full time park person for 1980.
Equipment Purchase - Edna Meyer advised in the catalog tennis nets are $129.00. She can
get the same brand for $79.00. Chairman Mand stated paint, more boards, a handsaw and a
16 oz. hammer should be purchased to further repair the picnic tables. He asked the
equipment purchase committee meet to decide on large items such as soccer goals, etc.
MOTION by Meyer, seconded by Anderson to adjourn. Meeting adjourned 10:30 p.m.
