SPECIAL PARK/RECREATION COMMISSION MEETING - May 17, 1979
MINUTES
A Special Meeting of the Park/Recreation Commission was called to order by Chairman
Mand on May 17, 1979, 7:34 p.m" at the Andover City Hall, 1685 Crosstown'Blvd. N.W.
Commission Members Present:

EXCLUSIVE USE PROCEDURE
Glen Rogers explained how Coon Rapids schedules their tournaments. Among other things,
the games have to be scheduled by April 1st and they require a $300.00 damage deposit.
Chairman Mand didn It believe there would be any problem in scheduling tournaments in
Andover until there was at least one more field. He also felt preference should be
given to youth groups. The following are changes in the existing exclusive use
procedure:
1. Entitle DAILY USE PERMITS. 1. 3. Should read: "The City shall be reimbursed for
any lost or damaged equipment by the reserving party. II. Entitle TOURNAMENTS.
II. 1. Change to: 30 days in advance. II, 3. Change to: A user fee, as established
by City Council Resolution, shall be charged... 11.4. Change to: A minimum damage
deposit, as established by City Council Resolution, shall be made... 11.6. Change to
read the same as I. 3. 11.9. Change to read: ...reservations must be made at least
30 days prior to start of season. First come, first served; local athletic organizations
have priority. Delete 2. through 5. under Section III as these items are covered by
the proposed fee resolution which is less restrictive. IV. Add the word hardship
after grievance. This would cover the requests for use of the ballfields for those
organizations with little or no money. (Brownie troops/Cub scouts, etc.) The sentence
regarding police coverage was then discussed. If a request for something like a rock
concert is received, the Commission felt this would be a City Council decision.

The Commission felt the damage deposit for/participants over the age of 18 should be
$100.00 since this age group is more likely to drink beer and cause damage or litter.
Add: Non-league groups over the age of 18 - $50.00, for the same reason as previously
mentioned. The amount is less because this would include church groups or other non-
drinking groups. Damage deposit shall be retained by the City Clerk until after the
reservation date. The reason for this is to eliminate the bookkeeping expense and the
necessity for issuing a City refund check. The field use and facility use permits
need no changes. Glen Rogers thought possibly a drop box could be installed at City
Hall which would eliminate the need for someone to return any keys issued within 24
hours; this box could also be used for utility payments. Revoking permits is not
specifically mentioned but is implied under the grievance portion of the exclusive use
policy. Glen Rogers commented possibly one person could purchase a beer license and
hold 100 tournaments. Requests for beer licenses have to be approved by the City Council;
this would be their responsibility. Copies of the proposed exclusive use procedure, fee
resolution, field and facility use permits will be sent to the City Council for their
comments. User fees were mentioned but no amounts set as it was felt possibly the
City Council should set these fees. VFW Clubs, Legions, etc. are termed non-profit but

they do make a profit. These monies are used in the community; possibly user fees could
be used only for improving City parks.

The Commission was advised no word has been received from P & Z Chairman d'Arcy Bose11.
She offered to obtain Councilman Jacobson's notes and redraft this amendment.
GRANT APPLICATIONS
The Commission had just received a copy of the 1980 grant application and had not
had a chance to review it. Chairman Mand stated by reading #10 under general criteria,
it sounds like if you apply for a local launch project, you are also eligible for an
additional grant. Perhaps Andover could apply for a grant for the Crooked Lake project
and also apply for one at Crooked LaKe School. He then mentioned he was told some of
the playground equipment, scheduled for disposal, was only three years old. There is a
workshop for grant applicants, May 24th, to help them fill out the forms. The State
Planning Agency also has suggestions on how to limit the size of boat motors and also
lake zoning to control the size of watercraft.
Chairman Mand went on to state that he met with Del Barber of the DNR last Thursday at
the Crooked Lake Boat Landing, Mr. Barber said this area had good potential for an
improved boat landing and thought the DNR would be interested in purchasing the two
properties between the parks, possibly all the property at the north end of Crooked Lake.
They would remove the buildings and do some improvements. After this is done, they would
then turn the property over to the City for maintenance and further improvements. However,
one of their stipulations is that this park has to be open to the public 24 hours a day,
365 days a year, Mr. Barber stated he would turn in a request for this acquisition and
development. Their money will be available on July 1, 1979. The DNR will also help with
a site plan for the park.
Also mentioned was Crooked Lake froze out this year. Glen Rogers believes it is 28 ft.
deep in spots. The secretary was asked to obtain depth maps from the DNR for both
Crooked Lake and Round Lake.
SAND POINTS
Chairman Mand stated he obtained a quote on sand points from Chicago Supply. A 2"x4'
60 ga. stainless steel sandpoint is $90,00. Pipe runs from $1.70 to $3.00 a foot
depending on new or used or size. This is a 10% discount on orders over 100 ft. of pipe.
SOCCER ASSOC.
Bill LeFebvre stated they felt they would delay playing on the City Hall field until the
grading is done and it is seeded. Chairman Mand mentioned there is an area in Fox Meadows
that is suitable for a soccer field.

next regularly scheduled meeting.

Since the County access is so close ~o your property, the Commission

I have looked through the research information I have on the Rum River
that pertains to the area near your proposed city park land. I wish I
could give you specific information but I can't give you much at this time.
This is a two year study and we are only half way through it. I have some
overall information from the general computer summary of the study so far.
But I haven't wanted to analyze or breakdown the information by specific
geographic areas or stretches of the river yet becausB I sti I I don't have
all the surveys in. It is quite expensive to do the breakdowns and I want
to only do it once after I have al I the information from al I the surveys.
So, here are some of the information bits I can get from looking at the
genera I study:
I. Considering the whole river, sl ightly more than half of the users
think there should be more access points. (I mistakenly told you
on the phone that th i s was the other way around. It's the I and-
owners who are against more access points.)
2. When asked if they considered the river crowded, over 80% indicated
that the river was not crowded. But, of those who indicated the
river was crowded, the main place indicated was at the landing in
Anoka. You may consider this encouraging if you feel your devel-
opment would rei ieve the crowding at Anoka.
3. I'm not sure where your park is, but the highway 7 bridge is used
as an access both by those coming down river from above and those
going down to Anoka. This is the main spot on the river where
river users mentioned having confl ict with a landowner, so there
is a need for a better access point either at the bridge or
in the immediate area.

4. The section of the river that gets the most use is that section
between St. Francis and Anoka. This was pretty wel I known before
I started the study.

5. Of the people using the lower Rum - St. Francis to Anoka - the
average distance traveled on each occasion was about 10 mi les
and the average length of trip In time was about 4 hours.
Approximately a third of the users at Anoka both put in and take
out there rather than begin their trip up river and end up there.
6. On the lower Rum, when asked to indicate where more access or
campsites should be developed, the users indicated a need for such
development at the Highway 7 area and in the mile 7 area of the river.
I hope this information can help you. I recommend that you contact the
Rivers Section of the Parks and Recreation Division of DNR in St. Paul.
In the proposed management plan for the Rum, the DNR made some site recommen-
dations for development of access and camping on the river. An access,
rest area, and campsite were proposed for the Rum River Central Regional
Park on the west side of the river just above the Highway 7 bridge. This
may have some bearing on your proposal, too.
Again, I apologize for the general nature of the information in this letter.
It is all I have now at this stage of the study. I hope it assists you
in some way.

The Andover Park/Recreation Commission, at their May 3, 1979 meeting,

Dear Wes:
The appropriate people at United Power Association (UPA) have
received the Park and Recreation Commission's request to use
part of UPA's transmission line easement area for a soccer
field just east of the City Hall. We see no problem with this
suggestion and UPA does agree with your use of the easement
area for the field. I understand that the only type of structure
that will be needed for the soccer field is a soccer net on
either end and that the net will only be six to eight feet high.
If you require any type of pole or structure taller than this,
please let us know the height so that we can verify its safety
with the requirements of the National Electrical Safety Code.

Northern States Power Company has no objections to the City's using a portion
of the 150 foot wide transmission line easement easterly of the City Hall
property for a soccer field.
However, should your use of the field necessitate any excavating or filling,
the installation of any bleachers, fences, lighting standards, or goals within
the easement, please contact NSP for review of potential clearance and ground-
ing hazards.
