MINUTES
The Regular Monthly Meeting of the Park/Recreation Commission was called to order by
Chairman Mand on May 3, 1979, 7:30 p.m., at the Andover City Hall, 1685 Crosstown Blvd. N.W.

MOTION by LeFebvre, seconded by Longbella, to approve the Minutes of the March 1, 1979
meeting. Motion carried unanimously.
STRAWBERRY COMMONS SKETCH PLAN
Mr. Delano Skeim is proposing a 40 acre subdivision in See, #17 east of the industrial park,
north of Pine Hills. He is going to ask to have the lots next to Round Lake Blvd. rezoned
to Neighborhood Business. In this area he is proposing a grocery store, restaurant, and
other peripheral businesses, possibly a service station. Park land is not shown in the
sketch plan because Pine Hills park is approx. 1,000 ft, away. ~mr. Skeim then asked for
the Commissions' input. Chairman Mand stated, according to the Comprehensive Park Develop-
ment Plan, one neighborhood park is needed for the West Central District. We now have two,
Fox Meadows and Pine Hills. In response to a question, there will be two accesses to the
shopping center, l62nd and the frontage road on Round Lake Blvd. It was the general consensus
of opinion that cash in lieu of land would be the best alternative since Pine Hills is so
close. Chairman Mand advised ~mr. Skeim lately developers have been donating the market value
of the land. Mr. Skeim then stated he was thinking about asking to have the residential
lots rezoned into 1 1/2 acre lots, possibly multiples. If this is approved, he thought a
large park would then be needed. There was some discussion on multiples only being allowed
in the sewered area and some mention of the Metropolitan Council and their demands. Mr.
Skeim stated he had an engineer who could design a functional on-site sewage system with
any type of soil, No motion was made to recommend cash in lieu of land in this area since
the sketch plan might be changed.
MINN. JR. SOCCER ASSOC.
Mr. Darrell Danielson, representing the Minnesota Junior Soccer Association, stated they have
90 - 100 soccer players looking for a home field, centrally located. Bill LeFebvre and he
looked for a site and felt the field east of City Hall would be ideal. They would like the
City to install a couple of goal posts, the nets would be furnished by the Association.
There was discussion on purchasing ready-made goals, which are very expensive, or buying
pipe, new or used, and welding. Needed are: two 24' 3"-4" pipe; and four elbows, plus
cement. When asked when they wanted to use the field, the answer was two weeks. Ray Sowada
Owill be asked to check into buying the pipe and constructing the goals. It was explained
to Mr. Danielson at present the City has one person to take care of the parks, the streets
and he is also the City's tree inspector. Mr. Danielson stated they desperately need space
to play on. The field needs minimal grading; if the weeds were mowed, they could play on it.

They have volunteers who are willing to help maintain the field. Mr, Danielson also
mentioned soccer is a fast growing sport that is inexpensive when compared to other sports.
",The Commission felt if the City hired CETA personnel this summer, part of their jOb could
~e to help upgrade the field, It was felt $250.00 would be more than enough to make the
goals. The secretary was asked to contact the power company to get permission to use part
of their easement.
MOTION by Meyer, seconded by Anderson, to authorize an expenditure not to exceed $250.00
for the purchase of pipe to construct two soccer goals. Motion carried unanimously.
Discussion: Mr. Danielson stated he would discuss this project with Ray Sowada tomorrow.
Break 8:30 - 8:40 (The Commission went out to get the bases in as the kickball game was
over. )
HAWK RlOOE PARK LEASE
Mr, Mike Gangelhoff has requested permission to cut the hay in Hawk Ridge park this summer.
He is willing to pay $125,00 for the season. The Commission has received no request from
Mr. Linton to renew his lease. As a matter of courtesy, Mr. Linton should be contacted
advising him that another person has requested to lease the park, but the Park/Recreation
Commission felt he~uld have first chance.
MOTION by Rogers, seconded by Meyer, to lease Hawk Ridge Park again this year to either Mr.
Linton or Mr. Gangelhoff at a cost of $125,00 for the season. Motion carried unanimously.

An alternative would be steel, shaped and welded. Glen Rogers suggested Ray Sowada call
him regarding this subject.

A full set of bases was mentioned for Northwoods. Glen Rogers suggested obtaining tires,
preferably wide slicks and burying them. This has been done in Coon Rapids.
A gas weed eater, cost shared between building maintenance and parkE, to cut the weeds and
grass CQ'ound'posts and trees. The approximate cost of a commerical weed eater is $225.00.
Chairman Mand stated J, C. Penney sells a good weed eater, also mentioned was Toro. Glen
Rogers suggested purchasing an extra spool of nylon_at the same time. Chairman Mand felt
this should be a 50-50 split between building maintenance and parks. There is $700.00 in
the budget for small tools,
Also requested was a small lawn mower to mow around the playground equipment. Ray Sowada
will be asked to obtain three quotes, good for 30 days, on a commercial gas powered lawn
mower, the type with a big wheel in back and a weed eater. Edna Meyer commented after
putting all that money into tennis courts, effort should be made to make decent parks out
(-"of them. Steve Nichols advised there is not much need for the parking lot in Northwoods
'- Nest. The Commission felt two sand points are needed in Northwoods West and one in North-
~woods East. If the fire department decides to use Northwoods as a well site, the sand
point (s) could be removed and relocated. Ray Sowada will be asked to check on the cost of

sand points. Chairman Mand thought they were running about $100.00 each.
,- The outside fountain at City Hall was broken off, but the porcelain bowl is intact.
,-~uggested was purchasing a metal unit as the existing wall bracket is totally inadequate
and the porcelain bowl will probably be broken in time. Ray Sowada will be asked to repair
the existing fountain, if possible, and check into the cost of a metal unit.
Since softball practice starts May 21st, it was felt a toilet should be rented for City Hall
site from May 15th to August 15th and extended if used past that period.
MOTION by Rogers, seconded by Meyer, to authorize the purchase of a gas weed eater at an
approximate cost of $225.00 and also the purchase of a commercial lawn mower at a cost not
to exceed $350.00, and that the cost be split between building maintenance and parks.
Motion carried unanimously.
MOTION by Anderson, seconded by Meyer, to authorize the City Clerk to issue a purchase order
for the rental of a portable toilet for use at the City Hall site from May 15 to August 15,
1979, further if there is enough activity after August 15th, the rental period shall be
extended. Motion carried unanimOUSly.
Discussion: On the subject of a toilet in Northwoods East, it was decided to wait and see
if that field is used enough to warrant the expenditure.
SUMMER SCHOOL PROGRAM
Nancy Hagman presented tentative plans on the 1979 summer recreation program. Morning
playground is called Recreation on Wheels. The reason for the later morning start is that
the leaders will be going door to door advertizing the program. She asks that the following
parks be mowed and a picnic table be placed in each: Quickstrom, Cedar Crest, Langseth,
Shady Knoll (existing picnic table is broken), Northwoods West, Chapmans, Red Oaks West and
City Hall, If manpower and time are a problem, only a portion of the above parks need to
be mowed around the picnic table area. The morning playground will consist of 5 year olds
or those going into kindergarten, and up. The leaders end up as babysitter if the children
are younger. This year they have a program called "Little School" at Crooked Lake School
for 3-5 year olds, at no cost to the City. Nancy wanted direction as to where to put the
tennis lessons. The Commission felt the beginning and advanced beginning lessons should be
held at Northwoods and the adult lessons at City Hall.
lMPROV:EMENT OF CROOKED LAKE SCHOOLGROUNDS
There was a lengthy discussion regarding this subject. Nancy Hagman stated the National
Guard are going to start scraping the area on May 19th. She thought they were going to
dispose of the existing playground equipment due to its poor condition. Steve Nichols
thought possibly the School District should donate this equipment to Andover for use in
their parks as he felt possib~ a new coat of paint and a few minor repairs were all that
were needed. Also, the merry-go-round is a pretty expensive item to throwaway even though
it is set in concrete. A copy of Mr. John Carow's undated letter sent to the City Council
was made available to the Commission members. In part, the letter states the School
District has made funds available to develop a nature area and urges the City Council to
again consider seeking LAWCON funding as well as budgeting local funds to improve the
Crooked Lake School property.
Chairman Mand said he has been told this year lake accesses in the metropolitan area are
1 "one of the top priorities in order to obtain grants. He has also talked to someone at
'---'the DNR and it might be possible to get some help in funding from them.

PARK SITE PLANS
_____Chairman Mand has talked to a Dr. Makel voy at the U. of Minn. They would be able to do
~ark site plans mid-September or October. The DNR could help us with a park site plan
for the Rum River Forest park site.
PARK TOUR
Several dates were discussed. Gary Longbella left the meeting to go to work. It was
decided to carry this over to another meeting.
A Special Park/Recreation Commission meeting was set for Thursday, May 17, 1979, 7:30 p.m.
to discuss the exclusive use procedure, park related ordinances, grant applications and to
set a park tour date.
MOTION by Meyer, seconded by Anderson, to adjourn, Meeting adjourned 10:50 p.m,

Dear Mr. Peach:
Last year the Crooked Lake Community School Advisory Council came before
the Park Board and the_CitY_-C9unciL.andpresented our plan for the development
of the ~rk:..~!i..~~.~ 9rQoked....IJ~~ ~cQ~~lgrounds}
As a result of those meetings the City Council approved the concEpt,
however, no funds were available.
I would like to bring the council members up-to-date as to what has
happened since that time. The school district has made funds available
to develop the nature area located near Coon Creek. Woodchip trails
will be put in this year by the students at the Landscape Cebter. In
addition to that the advisory council contacted the Minnesota National
Guard and at this time it appears quite certain that we will be able to
utilize the Minnesota National Guard Engineer Battalion to scrape the
playground surface to fill in the hole located at the rear of the playground.
We initially had figured the cost to have this done at approximately'.$25,000
if it was done through private enterprise, however, by using the National
Guard the savings has been such that the Advisory Council can withstand
the total cost of this operation.
We would urge the City Council to again consider seeking LAWCON funding
as well as the budgeting of local funds for what we consider to be a
very worthwhile and necessary project. The deadline is rapidly approaching
for the submitting of grant requests and hopefully you will give this project
its necessary attention.

Dear Mr. Linton:
The Andover Park/Recreation Commission has received a request from
Mr. Mike Gangelhoff to lease Hawk Ridge Park this year for the
purpose of cutting hay.
This letter is being written to ask if you are planning to cut hay
in this area this year. If so, will you please let us know as soon
as possible so another lease agreement can be written. It was the
Park Commission's feeling that since you originally requested a
two year lease, you should have priority over Mr. Gangelhoff's request.
