"-N, ?I(u.,,~~.f~ 55303 iD'-e (612) 755-5100 PARK/RECREATION COMMISSION MEETING JANUARY 4, 1979 MINUTES The Regularly Scheduled Meeting of the Park/Recreation Commission was called to order by Chairman Mand at 7:45 p.m., January 4, 1979, at the Andover City Hall, 1685 Crosstown Blvd. N.W. Plat Nancy Hagman - Community School MINUTE APPROVAL MOTION by LeFebvre, seconded by Rogers, to approve the Minutes of the October 21, 1978, November 2, 1978 and December 7, 1978 meetings. Motion carried unanimOUSly. NORTH BIRCH CREEK ESTATES PRELIMINARY PLAT Fran Hagen, representing Al Klous, presented the Commission with a mounted sketch of a revised preliminary plat. The ponding areas were changed because the Coon Creek Water- shed District said there is to be no more run off into the county ditch. All the water will now be stored on the site creating ponds. According to Mr. Hagen, a lot of mining will have to be done in order to create buildable lots. The end result will be rolling hills. Glen Rogers asked if these ponds would be fenced reducing the hazard of small children drowning. Mr. Hagen said no, the people buying these lots would have to learn to live with it like those purchasing lake or river properties. The Commission then looked at an aerial map, most of the area is heavily wooded; the clearest are Lots 1 and 2, Block 2. Chairman Mand expressed concern over the county ditch running through the middle of this area. If it became park land, whose responsibility is it then to ~ maintain the ditch, Coon Creek Watershed or the City of Andover? No one knew the anser. The discussion that followed entailed non-park related items such as grade slopes, road locations, water storage, etc. Mr. Hagen agreed to redraw the preliminary plat showing Lots 1 and 2, Block 2, as park land. In response to a question, 1~. Hagen stated any fill generated from street construction would be placed on the residential lots. The Commission decided to have the park land committee physically look at the proposed park land before making any recommendation to the Council. This will be continued until the next regularly scheduled meeting, February 1, 1979. PINE HILLS PRELIMINARY PLAT o The park land shown is 1.2 acres short of the required 10%. Mr. O'Malley stated Mr. Knoll was unwilling to change any lot lines but offered $1100.00 cash in lieu of park land for the shortage. Chairman'Mand said he looked at the proposed site. There is a low spot on the southern edge of the park near Tulip St. and another one at the southeast edge of the park. There is also a nice row of trees on 161st. The eastern edge is suitable for a ballfield if some grading is done. Mr, O'Malley stated the entire area is composed of coarse sand with a fast percolation rate. Chairman Mand noted there are quite a few trees to be removed at the time of road construction, perhaps some of these could be saved by . Trees saved from the road construction could be placed further into the park acting as a buffer from the traffic. Some could also be placed on the east end of the park separating the park from the residential lot. Mr. O'Malley said a lot of excess fill will be created during street construction. This fill could be used to level the park which would eliminate the necessity of having to haul fill off the site. The entire Commission was agreeable to this and the following motion was made: MOTION by Rogers, seconded by Nichols, to recommend the City Council accept the proposed park site shown on the Pine Hills Preliminary Plat consisting of 5.2 acres; further the balance of 1,2 acres be cash in lieu of land in the amount of $1100.00 and that this money be spent by grading and/or excavating the northeast corner of the park in order to level it to create a ballfield and that such leveling be inspected by the City Engineer before final approval is made. Motion carried unanimOUSly. Discussion: Mr. O'Malley stated he would incorporate some type of grading plan for the park into the grade plan required by the Engineers. This will be approximately 300 ft. square with an elevation of approx. 890-892. Also precautions will be taken to save the existing trees in the northeast area of the park. Glen Rogers suggested the City could rent the County's tree planter to move the trees from the streets into the park. COMMUNITY SCHOOL - FALL PROGRM~ Nancy Hagman handed out copies of the Fall attendance and the Winter program ,and gave a short report on each. The preschool activities were not too successful possibly due to many working mothers and lack of communication since these children do not attend school. She also mentioned soccer is becoming increasingly popular. CITY HALL HOCKEY RINK The Commission received a quote from Knox Lumber which was within dollars of the one received from Sylvesters. It was suggested that since it is now too cold to add a row ot boards to the hockey rink, possibly the wisest thing to do at this time is to ask the Hockey Association if they would prefer a new higher hockey rink for the taller players and use the existing rink for the shorter players. Chairman Mand also mentioned the angle iron edges would have to be beveled since without beveling the edges are very sharp and players could very easily get cut. ANOKA COUNTY PARK DEPT. Anoka County is offering two parcels of' land to the City of Andover, the one landlocked in Sec. 24 and one Just south of Moores Estates. The park land committee will physically check these areas and come back with a recommendation. Coon Creek Drive Anoka, Minnesota 55303 Dear Mayor Windschitl: Years back the County received property for park purposes located in your municipality as 10% of a plat. These properties were set aside with the idea that in the future they could be transferred to the municipality for park purposes. At their regular meeting of the County Board on December 12, 1978, the Board authorized that these parcels be made available to the City of Andover. Attached are maps showing two areas that could be transferred to the City of Andover if you wish. This and 10D cannot be adopted until the attorney checks them over and a public hearing is held by the Planning & Zoning Commission. Have since learned that a resolution banning snowmobiles from parks is unenforceable - there is no penalty clause in resolutions, it has to be an ordinance. Pat called the assessor, the estimated market value on Pine Hills is $13,635.00, or a park dedication of $1,364.00. ADDITION TO MOTION....because the Park/Recreation Commission does not feel the proposed dedication fees on the land were adequate to justify taki~cash in lieu of parkland. This land involves two parcels, 600 & 1200. Estimated Market Value on 600 is $37,000.00 - non-green acres and $6700.00 green acres. 1200 is $35,000.00 - non-green acres and $7000.00 green acres. Or park dedication fees of $1370 green acres, $7200 non-green acres. Wes will give more details on what went on at the council meeting.,.. Also, the council strongly urges all members of planning & zoning and park/recreation commissions to attend the 1-30-79 meeting with Good Value Homes. The proposed realignment of Co. 9 would put the new road next to Quickstrom park on the east side thereby eliminating any future park expansion. A motion is needed to oppose this realignment, if you do oppose it. North Birch Creek Pre. Plat - I have located the aerial map of this' area. Park Ordinance - Trails - It shall be unlawful for any self-propelled vehicle, including but not limited to motor vehicles as defined in Minnesota Statute, Chapter 169, other self-propelled vehicles, go-carts, and snowmobiles, to travel within Andover City Parks, except on established roadways, trails, or other areas designated for such purpose within said parks. (Copied Anoka County Ordinance) 1979 Grants - have not received any application forms or other information from State Planning yet. Park site plans - Suggest a committee be formed to make up overlays on the pictures Wes took of the park maps. Co. Rd. 9 realignment - motion is needed to approve or disapprove. Northwoods Tennis Courts lighting bids - Dave Pillatzke is going to check to see if they can be completed, the lights at City Hall, by next Thursday, so the Commission can actually check to see if the system is suitable for Northwoods. Trail Committee - Need volunteers. 1979 budget discussion - Hopefully copies of the park portion will be ready by 2-1-79. Pat is still typing it. up. f2 P.S. John Davidson is going to give you a rough idea of how much it will cost to remove stumps from Lots 1 & 2, Bl. 1, Evergreen Estates, and grade Lot 1.
