SPECIAL CITY COUNCIL/PLANNING AND ZONING COMMISSION MEETING
MINUTES
NOVEMBER 15, 1979
A Special Joint Meeting of the Andover City Council and the Andover Planning and
Zoning Commission was called to order by Mayor Jerry Windschitl on November 15, 1979,
7:30 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW, for the purpose of
discussing the City's proposed Comprehensive Development Plan.
Councilmen present: Jacobson, Lachinski, Orttel, Peach
Councilmen absent: None
Commissioners present: Chairman d'Arcy Bosell, Byron Copley. George Lobb, Richard
Okerlund
Commissioners absent: Walter Dick, Ralph Kishel, Larry Retzlaff
Discussion was that the Comprehensive Plan must be submitted to the neighboring
communities by January 1, 1980. and that a time schedule needs to be determined as
to when the public hearing will be held, etc. The Planning Commission will decide
when the public hearing is to be held, suggesting it could be held at the
December 17 Special P & Z meeting if all changes to the Plan can be made by then.
The Council and Commission then reviewed the proposed Comprehensive Plan page by
page beginning with page 47 and recommended the following changes:
Page 47, third line from bottom. change to read: ...permit the provision of
centralized systems. The scope of additional...
Discussion was on the boundaries of the urban service area to be looked at
and that they can be changed with approval from the Metropolitan Sewer Board.
A possible suggestion for the P & Z to explore would be to divide the urban
service area between that serviced by the CAB interceptor (basically that
area west of Round Lake Boulevard), and that serviced by the Coon Rapids
interceptor (in which boundaries could be moved to include the area along
the railroad tracks between Bunker Lake and Andover Boulevards for the
proposed light industrial zone area). Chairman Bosell noted that the P & Z
is presently studying placing a moratorium on anything in the urban service
district that isn't serviced by sanitary sewer. which would mean that
development would not be allowed to occur until we had a chance to evaluate
that whole section of the City and to look at that area along the railroad
tracks.

activities in the area should be provided.
No.5, change to read: In providing for a wide range of recreational activities,
both the active and passive types of recreation should be provided. Thus,
nature walks and picnic areas should be provided, as well as playgrounds,
skating rinks, tennis courts, etc.
Commercial, No.2, change last portion of sentence to: ...to a specific site
plan and justified by a feasibility study.
No.4, change to read: When opportunities arise, existing spot development
shall attempt to consolidate into more functional patterns.
Page 56, No.6: Delete entirely.
No. 13, change to read: Commercial development at street intersections of
one quadrant does not indicate or dictate commercial use of the remaining
quadrants.
Page 57, No. 18: Delete entirely. (With the deletion of Numbers 6 and 18, the
numbering under "Commercial" needs to be changed)
Page 58, No.2, change to read: Variances to the City's development regulations shall
not be granted except by ordinance.
No.4, second and third lines: Delete words "and recommendations".

~_J Page 59: Ms. Bosell noted that the paragraph has not been revised to reflect anything
that was talked about previously. She will check with Midwest to see that the
figures are accurate, especially as it relates to being 20 percent developed.

Page 60, Existing Land Use Map: Discussion was that the map is very misleading, that
the most recent map should be used, and that the Agricultural/Underdeveloped
category should be divided into two separate categories to reflect the
Agricultural and the Undevelopable areas.
Page 61, Proposed Land Use Map: Discussion: The Planning Commission will work on a
new map. It was suggested that the whole urban area should be zoned to reflect
denser housing, R-3 zoning, and also to reflect an industrial area along the
railroad tracks between Bunker Lake and Andover Boulevards. There was also
confusion as to which map was the most recent. This needs to be clarified.
Page 62, Staged Provision of Urban Services Map: Discussion: TKDA will clarify CAB
area and change northeast area to indefinite time frame. The Clerk and TKDA
to delineate SAC area collected in escrow. Ms. Bosell is to check with the Clerk
on the progress of this.
Page 63, Chronological Stage Development Map: Discussion was that the map appears to
endorse leapfrog developing, that the City does not have a chronological staged
development in the City, that what is shown is development occurring basically
along existing roadways which is not the way development occurs in the City,
and that it is difficult to stage development in the rural area since public
utilities are not required. Agreed to Delete the entire page.
Page 64: Is being reworked.
Page 65, Second paragraph: Delete last sentence.
Third paragraph: Discussion was that along with this some thought should be
given to obtaining easements for cross streets in subdivision~.
Last paragraph, sixth line, change "139th Avenue" to "138th Avenue".
Last paragraph, middle, change to read: ...Once available to this area, the
sewers will stimulate a boom in the number of housing units developed. Multiple
family housing is contemplated north of CSAH 16 in the area of a proposed new
road right-of-way leading to the Rum River crossing which is in the planning
stage. (end of paragraph)
Page 68, third paragraph, first line, change "the City could start developing" to
"the City could encourage developing".
Discussion was on the suggestion of determining what type of businesses would
be desirable or allowable in the City's rural area. Also suggested that some
mention should be made in this section under Commercial Development that
commercial development shall be considered on an individual basis but only as
convenience goods and services.
Page 69, first paragraph, first sentence, change to read: Future industrial
development, if feasible, should occur within the sewered area.
Delete last two sentences of the paragraph (beginning with "Due to the
availability of a large number of sites...").
Second to last paragraph on the page: Delete first sentence. Change beginning
of paragraph to read: "It is unlikely that large scale development will occur
for some time. By 1985, it is anticipated additional development..."
Page 70, first paragraph under Agricultural/Vacant Lands: Change first line to

Pages 71 and 72: Will be rewritten by the Planning Commission to correlate with
the zoning map.
Pages 77, 78, and 79, the tables on the bottom of each page: Ms. Bosell is to go
through these figures, as the accuracy of them were questioned -- why would
the population in Zone 461 decrease (Pg. 77) between 1985 and 2000 and the
figures reflected under Zone 461 should reflect that of Andover only, not
anything from Ramsey.
Page 78, bottom: Delete "**All rural new lots 10 acres".
Page 83, first paragraph under Street Condition, change last sentence to read:
New streets are now required to be bituminous surface.
Page 84, Transportation Issues Map: Update to show new alignment on Hanson Boulevard
extension; Crosstown Boulevard should be shown as high volume street; and

to make some reference to the recent sign program that was done and which will
be continued.
Page 103, last paragraph, change to read: The concept of the Community Center Complex
acting as a focal point of the community and development was discussed in the
Land Use Section of this document. The complex is presently in the best
location .for municipal fire department and servicing of the community. The
center is removed from the highest concentration of population and foreseeable
development concentrations; however, access is generally good and the future
upgrading to the City's roads will improve the access throughout the community.
Page 104, Community Facilities Issues Map, lefthand portion of the page: Delete
words "in 1981".
Page 106, Water Systems, entire paragraph is to be changed to: Most of the development
in the City occurred within the last few years in which deep water wells have

First paragraph under Water, change to read: The City is presently served
entirely by individual water systems. As part of the City Engineer's 1974
Comprehensive Plan, Sanitary Sewer and Water Facilities, a water system was
designed for the urbanized portion of the City. No action has been taken because
most of the development in this area occurred during a period of time in which
deep well systems were required and no need has yet arisen to proceed with the
system. It will be in the best interest of the City that plans to implement
the system be coordinated...
Page 132, second paragraph, second sentence, change "will be" to "is".
Last paragraph, Delete sentence: Infill of the remaining platted lots will occur,
but buyers will have to purchase sufficient area to comply with the on-site sewer
code.
