Commissioners Present: Byron Copley, Ralph Kishel, Larry Retzlaff, Richard Okerlund, George Lobb Commissioners Absent: Walter Dick Also Present: Mark Schumacher, T.K.D.A.; Dan Christensen, Ed Lutz, and others Approval of Minutes September 11, 1979: Page 2 - second paragraph, Mand should be added to read '~r. Carlson contact Wes Mand." Page 2 - Referring to Birchwood Pond, Yolk should be added to read: Chairperson Bosell said that she would direct Vicki Yolk to send this on to Ham Lake. MOTION by Lobb, Seconded by Kishel to approve the minutes as corrected of September 11, 1979. Motion carried unanimously. Strawberry Commons (Corom. #5-79-1) The Coromission is waiting for a response from Metropolitan Council on this matter. Chairperson Bosell spoke to Lee Starr and he stated that the response was being typed. Metropolitan Council feels that development is not consistent with area development plans. As this cannot be dealt with until the response is received, it will be continued to the next meeting. Christine Haluptzok Road Location (Comm. #5-79-8) Ms. Haluptzok called to request this item be placed on the next agenda as she is not prepared. Chapman/Lindberg Lot Split (Corom. #8-79-2) ~o one was present on this item. ~ Et:t~h\~A.)T {ok1 Ed Lutz Proposed Road- (Corom. #9-79-1) o Mr. Lutz is proposing a road that continues on l59th Lane through his property and around to connect onto the road that goes out to Nightingale. He has tried to contact Maynard Apel, who owns property through which the road will be extended, but has not been able to reach him. He will try to get in touch with him to see if he is willing to share in the construction of this road. Mark Schumacher stated that the angles in the road should be shown as curves instead of angles. . 1. d (-, . r'\ . This item will be continued to the October 9 Planning and Zoning meeting. Birchwood Pond Preliminary Plat Continued Public Hearing (Comm. #5-79-5) Chairperson Bosell reopened the public hearing. The revised plat was reviewed by the Commission. Mark Schumacher stated that all of the engineering matters have been taken care of with the exception of the letter from the County Engineer. Mr. Christensen had a copy of the letter from the County which was read by Chairperson Bosell. The letter approved the access for Lot 4, Block 1 onto the county road and also l70th Avenue N.W. It was suggested that Mr. Christensen change l70th Avenue on the plat to read l70th Avenue N.W., not l70th Avenue N.E. He was also directed to add the names of the property owners in Ham Lake. It was noted that the Park Board recommended $2,000 for park fees in lieu of land. This will be continued to the next meeting. Ron Roth Discussion (Corom. #8-79-1) No one was present for this item. Roth will be notified that he may Coromission. It will be dropped from the agenda and Mr. call us when he wishes to appear before the Rezoning of Urban Service Area The City Council has sent to the Planning Coromission a recommendation that they look at rezoning the Urban Service area to possibly an R-4 zone to protect that land from being developed into 2~ acre lots because if sewer is extended to the east, 2~ acre lots don't make much sense. Chairperson Bosell recoromended that the Commission discuss this with the Council on Thursday, September 27 to see if the council wants the Planning Coromission to rezone the area to R-4 and put a moratorium on building until sewer is available. It was brought to the Commission's attention that Cecil Heidelberger has been dumping printers ink and petroleum products under the tires on his property on Bunker Lake Boulevard. MOTION by Retzlaff, Seconded by Lobb that the meeting be adjourned. Motion carried unanimously. The meeting was adjourned at 8:35 P.M. uW o Vicki Volk Commission Secretary
