MINUTES
. ~ The RegularAM;,~~ng of the Planning and Zoning Commission was called to order at
~ 7:30 p.m., by~(ffiairperson Larry Retzlaff on July 10, 1979, at the Andover City Hall,
1-;;1- 1685 Crosstown Boulevard NW, Anoka, Minnesota.
Commissioners Present: Ralph Kishel, George Lobb
Commissioners Absent: d'Arcy Bosell, Byron Copley, Jeannine Pyron, Richard Okerlund
Also Present: Mark Schumacher, Ron Smith, Larry Carlson and Marius Baker
Approval of Minutes
June 26, 1979:
Approval of these minutes will be postponed until the July 24th meeting.
Paul Marystone Lot Split (Comm. MU-79-5)
Neither Mr. Marystone nor anyone representing him were present at this time.

Ron Smith/Registered Land Survey (Comm. #9-78-10)
Ron Smith, 14942 Evergreen St. N.W. - is requesting approval from the Commission
for the City Council as to the road location. Mr. Smith stated that the Highway
Department has approved the road location.

Hark Schumacher, TKDA, went over his letter in regards to this property. He
stated that the first two items deal with soft spots which are construction
items and says that they will be taken care of. Mark stated that the other two
items in the list have been taken care of some time ago. These are all engineer-
ing matters, and will be taken care of.
Mr. Smith stated that the biggest item was the deed for the cemetary and he says
that this item has been taken care of by,the City Attorney.
MOTION by Kishel, Seconded by Lobb, that the Planning and Zoning Commission of
the City of Andover recommend to the City Council approval of the road location
on the Ron Smith Registered Land Survey (number that will be assigned to it upon
acceptance by the County Surveyor) on the following basis: 1) The County Engineer
has reviewed location of the roadllay and given his approval. 2) All lots are
five acres and have 300 feet fronting on a public road, meets the criteria of sub-
dividing acreage and the City has no jurisdiction over the Registered Land Survey
other than that criteria. The following conditions are to be met prior to sub-
mission to the City Council: 1) The deed to the cemetary in favor of the City
of Andover will be fully executed together with an easement prOViding access to
same; 2) The streets will be brought up to standards in accordance with the

specirications for City streets.
Motion carried unanimously on a 3 - yes, 0 - no vote. This will go berore the
City Council on their first meeting in August.
lake Ridge Preliminary Plat Continued Public Hearing (Comm. #5-79-3)
Chairperson Retzlaf'f reopened the public hearing.
Larry Carlson gave the City a copy of the letter from Paul Ruud, County Engineer.
He also had the contract showing identification of ownership. The letter from
Tom Lutgen of the Department of Natural Resources was also submitted. Mr. Carlson
listed the three variances that he is aware of and they are: 1) the length
of the road (approximately 900) to a cul-de-sac on l53rd; 2) On 152nd the length
between Orchid and Tulip streets (approximately 1530); 3) Lot 6, Block 8, has
less than 300 .feet on Orchid.
Chairperson Retzlaf'f noted the letter rrom the Parks Board giving their recommendation.
There was no public input at this time.
mTION by Lobb, Seconded by Kishel, to close the public hearing portion. No
discussion. Motion carried unanimously.
MarION by Lobb, Seconded by nshel, that the Planning and Zoning Commission or
the City of Andover recommend to the City Council approval of the Preliminary
Plat ror lake Ridge described as:
The Northwest 1/4 of the Northeast 1/4; and the South 1/2 of the Northeast 1/4
and the Southeast 1/4 of the Northwest 1/4 and Government Lot 3, and Government
Lot 4, except the part thereor described as follows:
Commencing at the Southeast corner of Section 20, Township 32, Range 24; thence
North 75 rods and three reet; thence at right angles West to the shore line of
Round Lake; thence Southeasterly along said shore line to the South Line of
Section 20, thence East to the point of beginning.
The East 1/2 of the East 1/2 or the Southwest 1/4 of the Northwest 1/4.
All in Section 20, Township 32, Range 24, Anoka County, Minnesota.
for the .following reasons: 1) The plat has received approval from the County
Highway ror access of right-of-way; 2) The engineering nrm of TKDA has reviewed
the plat and recommends approval; 3) Subject to meeting the road standards of
the City of Andover; 4) A public hearing was held and there was no opposition;
5) This plat needs three variances: a) Lot 6 or Block 8 ror the 250 foot
frontage; b) 152nd Lane between Orchid and Tulip Streets as it exceeds the block
length; c) The cul-de-sac length on 15Jrd lane, because it is over the required
500 reet so as to provide a second access to the park. 6) The letter of approval
~-) has come from the Department of Natural Resources; 7) Letter of recommendation
~ has been received from Parks & Recreation with the stipulation that $3555 be in
addition to the 21.710 acres for the park; 8) The Commission finds that the plat
is essentially in conformance with the City ordinances or .the City of Andover and
is consistent with the Comprehensive Development Plan.

Discussion: It should be noted in the motion that the plat is not in the Coon.
Creek Watershed, thus. no recom:nendation is forthcoming from the watershed. TY'5IK~
J.fotion carried unanimously on a 3 - yes, 0 - no vote. This will go before the 7-,;2'1-71
City Council on the first Monday in August.
Marius Baker Discussion (correct spelling below)
Marius Bakker, 16409 Crosstown Blvd. N.W. - owns approximately 13 acres and would
like to sell an area of his land to some friends so they can build a house on it.
The area he would like to sell to his friends does not meet the two and a half
acre requirement and he would like to get some thoughts from the Commission on the
situation.
The Commission recommended that Mr. Bakker get as close to two and a half acres,
if not two and a hall' acres, as he can. With the amount of land that he owns, it
would be hard to deal with this as a hardship and to be sympathetic to the problem
of not meeting the two and a half acre requirement. It was suggested to Mr. Bakker
that he talk to the adjoining landowner and maybe buy some property from him in
order to get the two and a half acres.
The Commission said that Mr. Bakker should try to resolve this l?roblem, come back
and get a lot split request, and if he doesn't meet the two and .e.'i1alf acre require/} -J- A
ment, to apply for a variance, although it was a strong recommendation of the ~
Commission that he come up with the two and a half acres. 1'-~ t/- '1 !
MOTION by Kishel, Seconded by Lobb, to adjourn. Motion carried unanimously.
