A Meeting of the Andover Economic Development Authority was called to order by President Mike
Gamache, February 3, 2010, 6:00 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW,
Andover, Minnesota.

Mr. Dickinson updated on the following:
Parkside atAndover Station: Staff continues to work with Bruggeman and Premier Bank to
monitor the situation.
Banners forAndover Station North: The banners will be put up by Public Works in the spring.
Moose & Co. Grill House: The owners continue to market the site.
Monument Sign (small one): The sign panels have be updated.
Kwik Trip: Spring construction is planned.
Annual Meeting of the Andover Station North Owners Association: The meeting was held
January 5, 2010. At the meeting Mr. Nagwani suggested light timers for the monument signs to
reduce the cost of lighting. Since the meeting timers have been installed.
Mr. Dickinson indicated that staff is looking at additional street lighting on 138th Avenue and Ibis
Street. The cost estimate is around $4,500. The EDA thought the lighting was appropriate.

Commissioner Trude suggested putting a community billboard on the corner of Bunker Lake
Boulevard and Crosstown Boulevard. President Gamache suggested finding a sponsor for the
project to help with the cost. Mr. Dickinson indicated he will check into this.
TIF PROJECT FUND DISCUSSION
Mr. Dickinson indicated he is looking for longer term direction from the EDA regarding the TIF
Project Fund. There is going to be available increment in the project fund. There are certain criteria
to be met on how the funds are used. Mr. Dickinson stated he will provide options of what can
happen with the funds and the reason why we have the availability of the funds.
Mr. Dickinson stated the current TIF Cash Flow Analysis indicates 1.2 million dollars available for
projects at the end of 2011. He indicated with no other land sales there are no issues funding debt.
Mr. Dickinson indicated some potential projects are factored into the cash flow. The projects include
Kwik Trip, parking lot/street in Andover Station North and a transfer out to purchase 14 acres; the
Slyzuk property.
Mr. Dickinson stated other revenue that could potentially add to the available increment would be
any new land sale and the Dynamic Sealing Technology project which has an option to purchase
another Andover Station North lot.
Mr. Dickinson indicated TIF District 1 -2 (The Downtown Center) has the ability to go until 2014.
District 1 -2 could add an additional $430,000 to the cash flow if left active until 2014. He stated as
long as the TIF District is active there is the ability to do another project within the TIF budget up
until 2014. If the funds are not used they will be returned to Anoka County and the City will get
approximately 39% of the balance back that can be put into the General Fund.
Mr. Dickinson stated back in 1997 is when the Legislature changed how tax increment was defined.
The definition indicates land purchases done before July 1, 1997 and districts certified after June 30,
1982; the funds can be moved out of the tax increment. The City has two purchases /sales pre 1997.
Those funds could be moved.
Mr. Dickinson suggested some potential projects to consider with the transferred out funds are:
1. Purchase the Slyzuk property with the house on the property.
2. Pay the debt off at the Andover Station North outlot.
3. Renegotiate outstanding note of Parkside at Andover Station.
Parkside at Andover Station was discussed.
Commissioner Knight stated he wants to see a planned, nice attractive City Campus when the Slyzuk
property is purchased and update Andover Station to a more attractive place.

Commissioner Trude suggested an upgrade project on the area north of Bunker Lake Boulevard to
138`x' Avenue and west of Xavis Street.
President Gamache stated he likes the idea of paying off the Andover Station North debt and
focusing on the Bruggeman project.
Mr. Dickinson indicated he will work with Bond Counsel and the City's Fiscal Advisor to prepare
for the potential options discussed.
OTHER BUSINESS

INTRODUCTION
This memo provides a brief update of all development activities in the Andover Station
area:
Banners for Andover Station North — The banners and arms were ordered and have
arrived. If the weather cooperates, we will have the public works crew put them up in
March.
Moose & Co. Grill House — The owners are still working to sell the site.
Office Development and Retail Development Sites — No recent inquiries to report.
Monument Sign (small one) — Louis Rudnicki and Scott Brenner have put in new panels
in the small sign as discussed and agreed to on July 21, 2009. They look good.
Kwik Trip Motor FueUConvenience StorelCar Wash — The "Commercial Site Plan" has
been approved and they closed on the property on December 22 "d. Spring construction is
planned.
Foundation Hill Daycare & Montessori School - They are planning to add on to their
existing building this Spring. They will add about 50% on to their square footage.
2010 Special EDA Business Networking Events — The annual golf tournament is being
planned for June 16'h at the Refuge Golf Course. The Twins Ballgame outing is being
planned for August 18th. The Twins will play the Chicago White Sox that night.

INTRODUCTION
In the fall of 2009 the EDA discussed this topic. Some progress has been made since those meetings
and is described below.
DISCUSSION
Appearance of Pond Areas — The property owners association mowed off the tall cat tail and native
weeds around the pond in the fall of 2009 (see attached photos). Staff pursued getting a company to
control /eradicate the invasive weed species. See attached proposal from Prairie Restorations. Their
proposal to begin working on the area to look like a more attractive native plant community will cost
$3,000 - $4,875 (annually) depending upon Fire Chief approval of a controlled burn or not. The
association also agreed to remove the volunteer trees last fall, which they did, at their expense. Staff has
also explained to the association management people that when they do their mowing, they should do a
little more to regularly mow around the outer edge of the ponds, including the overgrown area between
the trail (on the east side of the pond) and Target's parking lot. They have verbally agreed to do
mowing around the pond edge once each season and a rough cut every three weeks between the trail and
Target's parking lot.
Rip Rap of Large Pond- The City Engineer has done a rough cost estimate to put rip -rap around the
large pond (by Target) and estimates it would be between $50,000 and $80,000 to do that work. The
EDA needs to discuss and provide direction on this element. See attached photo showing what large
boulders around the pond would look like. Large size boulder rip -rap like in the photo would cost more
than estimated above.
Light Up the Fountain — The fountain could use some upgrading. Also the pond is large enough that it
probably should have two or three fountains. See attached cost estimate for upgrading the fountain from
Blue Fin Pool and Spa ($10,000 - $15,000). See attached photos showing a bigger lighted fountain and
what that would look like.
Banners /Mowing/Maintenance in Andover Station North — Installation of banners /arms on light poles
in Andover Station North will be done in March by the public works staff. Public works crews will
continue mowing once a month and begin to regularly mow the vacant Bruggeman townhome lots, with
these costs paid by the EDA. Cost for the banners and arms was $2,784. Estimated costs for added
mowing is approximately $5,000 for the year..
Median Maintenance on Bunker (and side streets) — This is the beginning of the third season of growth
on the Bunker medians. See attached initial cost, plantings, and thoughts about how long this would
take to become established. We have spoken with the Prairie Restorations staff and they felt this summer
we should see some better looking grass /plant growth. Their annual maintenance contract for the
medians was $1,200 and should continue for another couple of years. If the EDA wants more
wildflowers added, refer to the cost sheet/invoice from Prairie Restorations to see how much they cost.
Music Programs (once a month this summer) — The cost of getting this going is probably between
$5,000 to $8,000. We need to bring power into the pergola for lighting and sound equipment and also
make the pergola weather resistant to some extent. Performers would be a very small part of that cost.
We also need to engage the businesses in the area to allow it, promote it and support it. The attached
pond photos and topographic drawing show an area that is a fairly large flat area that is estimated would
accommodate lawn chair seating for about 200 people to listen to the music. Please look at one of the
attached photos showing what a slight modification to the pergola would look like to make a performing
area out of it could look like.
Budget for 2010 — The EDA budgeted $36,000 for some type of increased maintenance program (with
entertainment ?) this year. As you can see, the costs add up quickly, so we need the EDA to decide what
they want to do this year.
ACTION REQUESTED
The EDA is asked to further discuss and confirm which programs that are presented in this memo they
would like to pursue for improvements, marketing and maintenance of the Andover Station area.

After looking at the two ponds by Target, I was encouraged to see that the native vegetation surrounding the ponds is
coming in. There seems to be a nice mixture of grasses and forbs. This vegetation should help the ponds out by filtering
the sediment, fertilizers and road salt from the ponds themselves. Just so the council knows that if you were to take this
out and turn to turf they would probably see an increase in algae in the ponds and they might turn green in the summer
months but the prairie is helping to combat that. Not to mention by mowing these areas more frequently and keeping the
vegetation shorter will result in more Canada geese hanging around and defecating on the walking trails. I am not sure
how much you and the council know about prairies and apologize if I am explaining something that you already know.
Some of the native grasses and flowers planted in this area will get to be 4 -6 feet tall but in many areas the weeds stick
out and make it look ratty.
These areas are loaded with weeds however but can be managed out with time. Some of the main problems are Sweet
Clover, Crown vetch, Leafy spurge, Canada thistle, Canada goldenrod and volunteer trees and willows. We would have a
crew manage the area every 3 -4 weeks throughout the growing season, doing spot spraying, spot mowing, hand pulling
and other methods. To manage the two pond areas it would run around $3000.00 for the growing season.

A controlled burn would help but just so the council knows logistically it is difficult with the roads being so close and smoke
concerns. We would need to burn on a day with the right winds, preferably pushing the smoke away from roads and
buildings. A controlled burn can be conducted safely! We would need help from the city to have DOT trucks or signs
warning traffic on that day so that there will be no accidents. If Prairie Restorations Inc., will be responsible for arranging
signs and or DOT trucks then the price of the burn will need to go up. Our company has worked well with Fire Chief, Dan
Winkle in the past and Dan has told us that the council does not want any burning during "burning restrictions" in the
spring. We would prefer to burn the prairie area in mid -April but restrictions go on usually the first week of April and
sometimes it's just not feasible to burn before. Burning restrictions usually go off around the middle part of May and that
might be too late. I just want everyone to know the challenges we face with accomplishing spring burns in case we can not
get it completed if expected. Prairie burns are usually conducted every 3 -5 years on a site. A controlled burn for the prairie
areas around the ponds would cost $1875.00. ;?p
On the issue of the willows and volunteer trees, I am not sure if the city has a crew that could take some of these out
which would reduce the cost of having us do it. If the city did have a crew to haul away the trees and willows above 3 feet
tall, or possibly chip it would be nice. The smaller trees would be spot sprayed in the growing season with our crews. Any
tree stump over pinky size should be treated after being cut so that it does not re- sprout. If the city cannot remove all of
the trees or at least some, I can give you a cost estimate to remove them.

Bunker Lake Blvd. Median Planting Plan (July 2, 2008)
The City of Andover began the work in the fall of 2007 with clean up and removal of all the weeds in the
median. That was in hopes to work with Prairie Restorations to apply a couple of applications of broadleaf
control herbicide before the actual seeding takes place. So far only one application has been done so far.
At this point we have signed a contract with Prairie Restorations (see attached) to do the native grass
seeding and closely monitor weed growth for two years until the grasses have filled in properly to assure
grasses will establish themselves properly.
The following paragraph briefly describes the planting plan that we intend to implement as soon as the
County permits:
The ends of the two medians will have wildflowers seeded and also small plants or plugs of either "Prairie
Drop Seed" and/or "Karl Forester's Feather Reed Grass ". These areas would be about 100 square feet in
area and add some color and interest and then we would seed the bulk of the median with "Little
Bluestem ", `Junegrass ", or "Side Oats Gramma ": See attached concept planting plan. These three
grasses would be planted in sections approximately 100 feet long and alternate to provide some visual
interest with a change of color and textures every 100 feet.
The primary reason for doing this is to determine which grass may do better than the others given the soils,
salt already in the soil, and how tolerant each grass is to the conditions of the area. None of the plants or
grasses will exceed three feet in height. See attached descriptions of plants for more details.

Governor Carlson signed the 1997 'Tax Bill" on June 2, 1997.
It is Laws of Minnesota for 1997, Chapter 231, and its Article 10
contains the following tax increment changes.
I. New Definition of "Tax Increment". The terms increment, tax
increment, tax increment revenues, revenues derived from tax
increment and 'other similar terms" are now defined to
include:
(A) "Raw" tax increments, meaning the taxes generated by
the captured net tax capacity which are payable to the
TIP authority, but excluding any excess taxes, as
computed under Section 469.177;
(B) The proceeds from the sale or lease of any property,
real or otherwise, which was purchased by the
authority with tax increments;
(C) The repayments of any loans or other advances made
from tax increments; and
(D) Interest or other investment earnings on tax
increments.
There are two effective dates for this change, and they are
important. Items (A) and (D) above, dealing with "raw"
increment and the investment earnings on increment, are
effective only for post -July 31, 1979 districts and for earnings
received after July 1, 1997.
Items (B) and (C) above, proceeds from the sale or lease of
property which was purchased after June 30, 1997, and
repayments of loans that were made after June 30, 1997, are
classified as increment, but this applies only to increment from
districts requested for certification after June 30, 1982.
II. "Small Cities" Get A "Commercial' Break: Economic
Development Districts. Small cities can now establish
economic development tax increment districts to provide
assistance to up to 15,000 square feet of commercial facilities,
which is a use that otherwise would not generally qualify for
economic development district treatment.
"Small city" means a city having a population of 5,000 or fewer
residents that is not located within 10 miles of a Minnesota
city with a population of 10,000 or more. The distance
between the two cities must be measured by drawing a straight
line from the nearest municipal boundaries. Population is to
