HomeMy WebLinkAboutSeptember 4, 1980 o o 0 ~ 01 ANDOVER o c " .. o PARK COMMISSION MEETING - SEPTEMBER 4, 1980 MINUTES The Regularly Scheduled Meeting of the Park Coromission was called to order by Chairman Mand at 7:32 p.m., Thursday, September 4, 1980 at the Andover City Hall, 1685 Crosstown Blvd. N.W. Coromission Members Present: Commission Members Absent: Also Present: LeFebvre, Longbella& Nichols Anderson, Meyer & Rogers Rosella Sonsteby - Rosella's Addition Pre. Plat ROSELLA'S ADDITION PRELIMINARY PLAT This preliminary plat consists of 20.60~ acres located south of Aud. Sub. #82. Sonsteby stated her surveyors came up with the 20:!: acres but the City Engineers + was 17- acres for assessment purposes. She seemed somewhat confused due to the in the acreages. It was assumed there are three acres of streets in the plat. Rosella said it discrepancy Chairman Mand said Ms. Sonsteby was unwilling to dedicate park land on her plat. Ms. Sonsteby, Bill LeFebvre and he looked at two alternative sites in Aud. Sub. #82. They were three lots on Woodbine and two on the lake. Ms. Sonsteby stated she has to sell her property in order to obtain money to finance her plat, plus she can not afford the upcoming assessments. The two lots on the lake would cost less to improve than the three on Woodbine. Due to the water table, Chairman Mand advised the Commission he had talked to the Building Inspector and asked whether or not these lots would be buildable. Mr. Almgren estimated each lot would need at least three feet of fill in order to be classified as a buildable lot. Chairman Mand further stated the area was useable for park land. Noted was the street frontage on Parcel #650 does not now meet the requirements. d'Arcy Bosell, who was present for soccer registration, stated if it was a lot of record before the ordinance was adopted, it was grandfathered in and can be built upon. Ms. Sonsteby then stated she sold the adjoining lot two years ago for $15,000. It is again on the market today for $22,000. She was willing to sell these two lots for $15,000 each. This total of $30,000 would be reduced if she were given credit for the 10% park dedication on her plat. She then suggested applying for a grant citing the Crooked Lake project. Chairman Mand informed her the DNR purchased the property, not the City. He felt sure no grants were available since Round Lake is considered a waterfowl habitat and not on the DNR's rating list for Metro area lakes. Mentioned was the total area for a park was small, however, at this time there is no park in this subdivision. Bill LeFebvre commented there are many small children in the area. Ms. Sonsteby stated the adjoining lot is being sold by a realty company and suggested trying to purchase it. The Coromission advised Ms. Sonsteby of their limited budget, also noting this budget would have to pick up the assessments. Bill Hawkins, the City Attorney, will be contacted to see if an agreement could be worked out for the purchase of these two parcels; a current market value will also, if possible, be obtained from the County as they have recently purchased easements for the Round Lake Blvd. c3roject. u o u u ( '- .. Page #2 - Minutes September 4, 1980 \ I '--!10CKEY RINK - CITY HALL Word has filtered down from Public Works that an extra set of boards are to be put on the hockey rink this fall. Ray Sowada called Rum River Lumber and 16 #2 grade pine boards total $222.00. The Corrrrnission thought the boards should be pressure treated. Chairman Mand suggested contacting Menards. MOTION by Nichols, seconded by Longbella, to authorize the Public Works Department to purchase pressure treated lumber and related items at the best available price in order to add another set of boards onto the hockey rink at City Hall. Motion carried unanimously. SOCCER GOALS Chairman Mand reported the material he checked into previously was used square tubing. It would come in various lengths and condition. He called several companies regarding new square tUbing. It is $1.59 a foot and comes in 24' lengths. None of the City I S trucks can carry tubing this long; the delivery charge is $30.00 per hour. Bill LeFebvre and Chairman Mand will attempt to locate a truck long enough to pick up the material. If this is not possible, it would be less expensive to order out of the catalog. (A motion was then made duplicating the one made on August 21, 1980 reflecting the price increase due to used vs. new tubing and the possibility of having to order from the catalog.) MOTION by Mand, seconded by Longbella, to authorize the purchase of tubing and nets in order to make soccer goals. In the event tubing is unobtainable due to the cost factor, soccer goals are to be purchased at a cost not to exceed $700.00. Motion carried unanimously. CROOKED LAKE BOAT LANDING The signed agreements for the boat ramp project were mailed on September 3, 1980. The cover letter for these agreements refer to receiving the actual money this year. MOTION by Mand, seconded by Nichols, to recorrrrnend the City Council transfer any grant monies dealing with the boat landing project received in 1980 to the park dedication savings account, earning interest, until expenditures are incurred.
