HomeMy WebLinkAboutAugust 21, 1980 o o 0 ~ 01 ANDOVER o o PARK COMMISSION MEETING - AUGUST 21, 1980 MINUTES The Regularly Scheduled Meeting of the Park Commission was called to order by Chairman Mand at 7:35 p.m., Thursday, August 21, 1980 at the Andover City Hall, 1685 Crosstown Blvd. N.W. Commission Members Present: Commission Members Absent: Also Present: Anderson, Longbella, Meyer, Nichols & Rogers LeFebvre Rich Gray, TKDA CEDAR CREST PARK Rich Gray, a landscape architect for TKDA, presented a proposed map reshaping this park which is necessary due to the upcoming street improvement. He thoroughly explained the grade slopes, 100 year storms, percolation rates, etc. Glen Rogers asked if the area would be fenced since more of a hazard would be created. Mr. Gray stated statistics have proven there are more fatalities with a fence, therefore, the area will not be fenced. He then mentioned fill from the park and roads would be placed on the property at 3731-172nd La. The Commission felt any fill generated from the project should be stockpiled for the City's use instead of improving a residential lot. Mr. Gray said he would pass this on. Discussion involved reducing the size of the permanent pond by making it deeper and moving it further east in the park, enlarging the temporary pond area and then somewhat terracing the west end to creat some usable park land. Chairman Mand felt grates should be placed on the ends of the culverts and that there should be an easy access to the pond for maintenance vehicles. In the winter this pond could possibly be used as a skating rink. Questioned was whether or not the road right-of-way west of the park (unconstructed Xenia St.) could be used as park land on a temporary basis. This would provide an access from 172nd La. The swing set could be placed in this area - further away from the permanent ponding area. Mr. Gray stated he would check into this. Also mentioned was if there was any peat fill generated, this peat should be placed in the park as topsoil. Mr. Gray stated he would redesign the park as close as he could to the Commissions' wishes and write a memo outlining their suggestions. Chairman Mand then asked Mr. Gray for an estimate on the cost of a site plan for the park in White Oaks Country Estates. SOCCER GOALS Chairman Mand advised the Commission he checked into the price of heavy square tubing and a set of soccer goals could be made for about $200 each - the ready mades from the catalog are $400+ and are of a lighter gauge material. Bill LeFebvre can obtain nets for around $65.00. He talked to Frenchy Stone who said there would be no problem welding them into shape. MOTION by Meyer, seconded by Longbella, to authorize the purchase of tubing and nets in c=:?rder to make soccer goals at a cost not to exceed $600.00. Motion carried unanimously. Chairman Mand talked to Paul Ruud of the County Highway Dept. If there is any excess peat generated from the Round Lake Blvd. project, Mr. Ruud agreed to have it placed in this park. Cedar Crest Estates 2nd Addition Park '\ . J '-, Landscape Architect Gray introduced the park project and indicated that one of the prime requirements due to the development of this area under the 1980 Street Improvements No.4 was to provide 4 acre-feet of storm water storage capacity in the park area. Gray outlined the parameters that had to be followed to obtain the necessary capacity and presented a scheme involving a permanent pond with surrounding low lying land being available for storm water overflow. The topic was opened up for discussion and the Commission made the following decisions: A. Trash guards will be placed on both ends of all culverts feeding into the park area. B. The size of the permanent pond area shall be reduced and the area for temporary ponding enlarged to keep the necessary storm water storage capacity requirement. C. Check to see if the road right-of-way to the west of the park land (Xenia Street right-of-way) can be used as temporary park land and acces s from 172nd Lane NW to the south. 2. White Oaks Country Estates Park The Park and Recreation Board requested TKDA to prepare an estimate on cost for preparing a site plan for the park area located in WhiteOaks Country Estates. The primary concern here would be grading to allow for more usable land for park activities by reducing the size of the existing pond if the existing capacity of ponding is not necessary. There being no further engineering matters to discuss, Mr. Gray was excused at approximately 9:00 PM.
