PARK COMMISSION MEETING - JUNE 19, 1980
MINUTES
WHITE OAKS COUNTRY ESTATES PARK
Harvey Kadlec was present before the'meeting started and asked where the $2755.00
committed for this park was. He was told the City Clerk stated it was spent for other
things. He then spoke to Mayor Windschitl. Mayor Windschitl stated, since this money
was committed for a specific purpose, it should be carried over. He said he would check
with Pat, the City Clerk, as he was sure this was a part of the 1979 surplus. Mr. Kadlec
informed the Commission dredgers adVertise in the Anoka Shopper. Burt Kraabel has
limited dredging equipment.
The Regularly Scheduled Meeting of the Park Commission was called to order by Chairman
MEnd at 7:32 p.m., Thursday, June 19, 1980, at the Andover City Hall, 1685 Crosstown
Blvd. N.W.

MEADOWOODPARKS
Chairman Mand advised all concerned the City Council had authorized an expenditure of
up to $3,000.00 for this park improvement. However, the money is to come out of the
regular budget. The Council was very reluctant to commit any of the 1979 surplus
because they haven't determined exactly what the surplus is, or if in fact there is a
surplus.
The residents were also informed a well known park supplier used to represent Big Toys,
Inc. However, Big Toys started using an inferior grade of lumber in their equipment so
they discontinued handling their line of equipment.
Several of the residents expressed displeasure over the equipment being located in the
smaller park because of the safety factor due to street location, the curve and the
setting sun. Frank Moinicken, a Meadowood resident and also a Coon Rapids police officer,
has advised the larger park would be more suitable as there is less traffic on 148th AVe.
The Commission agreed that if the small park posed a safety problem, the equipment should
be placed in the larger park. A preliminary plat of Meadowood was obtained showing the
contours. Placing the equipment at this location would not be a problem.
Mrs. VOkaty mentioned fliers were sent around the neighborhood telling of the scale model
she had in her possession and very few came to look at it. This model was shown to the
City Council on June 17th and the cost was approximately $5600.00.

One gentleman stated when the petition came around, it sounded as though this was only
for the use of Meadowood residents. He has since learned that anybody could use the
equipment. Chairman Mand stated this was true, it would be used primarily by Meadowood
residents but they could not exclude the rest of the community.
The residents at this time had not made a decision on what they wanted in the way of
playground equipment so a cost figure was not available. The Earl F. Andersen catalog
was returned to Mrs. VOkaty.

Chairman Mand then asked how they were coming with the canoe trail. Mrs. VOkaty stated
some work has been done and they plan on finishing it on Saturday. They are supposed
to start at 9:00 a.m. and she figured, if enough showed up, they could be done by noon.
The wood chips and telephone poles were delivered at no cost _ they have an unlimited
supply of wood chips.
Returning to the sUbject of equipment, the residents stated they will stick to the wood
type structure. A dollar amount was then discussed. Chairman Mand stated $5500.00 was
what is budgeted for equipment this year, some of which has already been spent. Even
though the City Council authorized up to $3,000.00, he felt a figure of $1,000.00 would
be reasonable. Any more than that would jeopardize other projects. The residents were
then told of the other requests from various organizations and the fact there are now
40 parks. There are a few highly populated areas where there has been no development
such as Cedar Crest. Other areas have minimal playground equipment. The residents more
or less agreed that $5500.00 for all,tbe parks would not go to far.
MOTION by Longbella, seconded by Nichols, to authorize the expense of up to $1,000.00 for
playground equipment for the northern park off of 148th Ave.
Discussion: The residents asked if they could be considered in next year's budget for
additional equipment. Chairman Mand felt a reasonable amount of about $1,000 to $1,500
could be requested. However, he cautioned the residents that when the Council cuts the
budget, this figure would be cut accordingly. The next step would be to decide on what
they want and arrange to have it ordered. Motion carried unanimously.
GREEN ACRES PARK
Dennis Hager, 14160 Heather St. N.W., mentioned he had 6" of water in his basement this
spring. There is a hump in the park on the south side of his lot which forces the water
to drain toward his house and across his driveway. He was advised to call the City
Engineer for his advice.
Mr. Hager and Mr. Beck asked if some sort of a fence could be placed between their lots
and the park. The kids are using Mr. Beck's garage as a backstop when they play ball
and both are troubled by trespassers cutting across their properties. Chairman Mand
suggested trees and shrubs as was done in Northwoods East park. The gentlemen were very
agreeable to a natural fence as they felt chain link fencing was unsightly. It is to+l~te
in the year to order bare root stock. Chairman Mand gave Mr. Beck and Mr. Hager/inaag~kg~
them to pick out what they want and it will be ordered next spring. They agreed to water
whatever was planted. Mr. Beck mentioned he would like to see a baCkstop installed in
the park.
CEDAR CREST PARK
During the City Council meeting break, several residents complained about the condition
of Cedar Crest park. One woman alleged it was overrun with rats and, if someone gets bit,
there will be a lawsuit. The Public Works Department will be asked to check on this
tomorrow.
FOX MEADOWS PARK

The Commission reviewed the quotes received for the grading of this park. Morrell's
Trucking came in the lowest at $4,560.00. Larry Winner, the City Engineer, felt if fill
from the road projects was hauled into this area, the cost could be reduced. He will be
asked to contact TKDA and try and arrange to have this done. The secretary was asked to
write to the companies who submitted a quote and explain that an attempt will be made to
haul fill into this area in order to reduce the cost. When this is done, another request
for quotes will be sent out.

EQUIPMENT PURCHASE
" The Corrunission was shown a picture of the new Case tractor. Chairman Mand was authorized
'- } to spend park money without wai ting for a meeting.
PARK SITE PLANS
Teresa Helmstetter, a landscape planner, said she has four credits left for her degree in
landscape architecture. She will be working for a Registered Landscape Architect to obtain
these credits. Chairman Mand advised park dedication fees can be spent on park site plans.
He asked Mrs. Helmstetter if she anticipated a salary. Her response was at this time she
expected payment for mileage and materials. The architect will be inspecting her work _
he will expect to get reimbursed for his time. Due to family obligations, she will not be
able to spend much time on plans this summer. However, next fall and winter she planned
on spending 10-15 hours a week on Andover plans. City Hall site was determined to be
number one in priority with the boat landing second. Chairman Mand then explained the
need for hockey rinks, etc. at the City Hall site and the grant application, the DNR
involvement, etc. for the boat landing. The boat landing plan need not be done until the
end of March. Mrs. Helmstetter was given maps and related items for the boat ramp project.
She stated she would start on the City Hall site first. The Commission would like to have
at least a rough draft by this fall.
Mrs. Helmstetter was also willing to update the Comprehensive Park Development Plan. She
asked for topogs of the City Hall site and the Crooked Lake area plus a new zoning map.
Bill LeFebvre offered to drive her around to view park sites. She will return late this
summer.
RUM RIVER HOCKEY ASSOC.
Bill LeFebvre stated a cost estimate for a new rink was not available at this time.
Steve Nichols asked if there were any extra trash barrels - he was told no. He then
commented he might be able to get barrels from Onan possibly at no cost since the new
tractor and the fire department equipment contain Onan parts. The Northwoods neighborhood
plan on playing ball in Northwoods East park every Thursday night. A trash barrel is
needed but there is no need at this time for bases, lining or dragging.
Due to the 4th of July weekend, it was decided not to hold a meeting on July 3rd.
MOTION by Nichols, seconded by Longbella, to adjourn. Meeting adjourned 9:45 p.m.

Chairman Mand mentioned there is a possibility of obtaining a grant to purchase 90 acres
in the area of Round Lake to tie in LakeRidge, Andover West and Lund's Round Lake Estates
parks to make one large park area.
