JOINT MEETING/CROOKED LAKE BOAT LANDING

The Councils of the Cities of Coon Rapids and Andover met at the Coon Rapids City
Hall on Monday, March 31, 1980, to review their positions on the proposed boat
landing for Crooked Lake. The City of Coon Rapids was represented by their Mayor
and one Councilperson; the City of Andover by Mayor Windschitl, Councilpersons
Orttel and Lachinski. Also in attendance was the Coon Rapids City Attorney,
the Department of Natural Resources, Wes Mand and Bill LeFebre of Andover Park
and Recreation Commission and several residents.
The DNR emphasized the fact they could not stock the lake unless there was a
public boat access meeting criteria; and with the "winter kill" problem in the
lake, restock is almost a necessity.
The residents appeared to be concerned that if "surface zoning" did become
a reality, many of themMou 1 d not be ab 1 e to use thei r watercraft for the purposes
for which they had purchased lakeshore in the first place. It was the feeling
of the Andover City Council that such zoning would not take place unless a real
problem presented; with the same applying to speed zoning.
Another item of concern was the "opening hours" requirement of the DNR. There
was talk of possibly re-writing this in the Agreement if it became necessary.
The Resolution adopted by Coon Rapids, noting their concerns, was reviewed.
It appeared they were satisfied with the explanations of our Council and the
DNR people.
The DNR informed those present, they would go ahead with this boat launch even
if the cities did not approve of the project; and even though the City of Andover
did not pursue the Grant for construction of the landing. They did, however,
indicate they would rather continue along with present plans and work with the
cities.
Mayor McCauley announced the Coon Rapids City Council would discuss the landing
at their April 8 Meeting.
The meeting adjourned at approximately 10:00 P.M.
