PARK COMMISSION MEETING - MARCH 20, 1980
MINUTES
The Regularly Scheduled Meeting of the Park Commission was called to order by
Chairman Mand at 7:35 p.m., Thursday, W~rch 20, 1980, at the Andover City Hall,
1685 Crosstown Blvd. N.W.

GOOD RIDGE ACRES PRELTh[INARY PLAT
This preliminary plat consists of 18.53 acres, 6 residential lots. The developers
desire to donate cash in lieu of land due to the size of the plat. The Commission
agreed and then discussed a dollar figure. Chairman Mand stated Country View Estates
paid park dedication amounting to $1089.00 an acre and fel the Commission should be
consistent with current market values in the same area. The developers mentioned there
are about three acres on this plat that are not developable because of being wet low
land. Noted was Country View Estates is entirely high and dry, therefore, completely
buildable.
MOTION by Rogers, seconded by Longbella, to recommend the City Council accept $1853.00
in lieu of park land on the Good Ridge Acres preliminary plat. Motion carried unanimously.
Discussion: Chairman Mand asked the gentlemen if they felt comfortable with that figure.
Their reply was yes, although they wished it was lower. Glen Rogers commented that, if
the entire area was buildable, he would have suggested looking at recommending $1500 to
$2000 an acre.
HAWK RIDGE EAST SKETCH PLAN
Mr. Carlson was not present due to his workload during tax preparation time. Copies were
made of his March 8, 1980 letter to Chairman Mand. In this letter, various comparisons
were made. He stated he felt the current value would be $735.00 an acre. In the last
paragraph he considered the value to be not more than $700.00 an acre and asked that the
Park Commission accept this figure.
The entire Commission felt $700.00 was too Iowa figure and that they would recommend no
less than $1,000 an acre. The secretary was asked to advise Mr. Carlson of this
recommendation pointing out they feel, in all fairness to other developers in the_area,
specifically Mr. Madison and Country View Estates, that this is a reasonable figure. Also
the Commission took the lowland on this sketch plan into consideration when arriving at
the $1,000 an acre figure.
WOODLAND TERRACE PRELIMINARY PLAT

Chairman Mand stated he felt the park should be placed adjoining Chapman's and questioned
the cost to Mr. Carlson of putting in the street along park property and suggested it be
relocated. Bill LeFebvre mentioned an adult size soccer field is 360 ft. long. The
north-south dimension of the proposed park is 355 ft. Even with a shorter field, a goal
would have to be practically in the street. The Commission then agreed the park should
be placed next to Chapman's. The City Engineer was present at another meeting. He was

then asked to speak to the Commission during a break. This will be continued until later
in the evening.

Glen Rogers asked for an attorney's opinion on whether or not the City can sell park land.
PICNIC TABLE PURCHASE
Ray Sowada has advised the City needs 5 more picnic tables in order to handle the summer
program. He estimates it would cost about $100.00 a table including labor if they were
made by Ron Keller. The catalogs were checked and picnic tables range from $114 to $333.00.
Metal frames were mentioned, one price was $89.00. Freight charges would also increase
the cost of the tables.
MOTION by Meyer, seconded by Nichols, to recommend the City Council authorize the City
Clerk to purchase treated lumber, bolts and paint in order to build five picnic tables
and that payment be taken out of the 1980 budget - Capital Outlay - Equipment portion.
Motion carried unanimously.
BACKSTOP PURCHASE
The City Council has approved the purchase of a backstop and related items for Pine Hills
park. The quotes and Larry Bross's memo were discussed. Future Fence quoted $2837.00;
Crowley Fence quoted $3480.00. The Commission expressed some disappointment at the high
cost and decided to order a backstop with hood out of the Miracle catalog and pay freight
costs. The Athletic Association has volunteered to install it. Since benches are a
simple item to make, the Commission decided not to order them from a catalog.
Glen Rogers advised, when the race track on Main St. closed, Coon Rapids obtained bleachers
at no cost. However, they had to dismantle and remove them. Bill LeFebvre volunteered
to check into this to see if there are any left. Edna Meyer felt a set of bleachers should
be ordered from the catalog. If bleachers can be obtained from the race track, they can
be placed elsewhere.
MOTION by Anderson, seconded by Longbella, to authorize the City Clerk to purchase a
backstop, bleachers, material for benches and sufficient lime rock for Pine Hills park.
Discussion: Glen Rogers stated crushed lime rock runs about $6-7 delivered, 36 yards
would run about $250. He felt staff should work with the association on the installation
of the backstop in order to control the situation.
WOODLAND TERRACE - CONTINUED
John Davidson explained the area is so flat they are having problems with the ponding areas.
They will have to use the existing storm sewer system along the county road which they
suggested 1 1/2 years ago be oversized. At this point it was too premature to say yes
or no with regard to one or two ponding areas. Possible alternative ponding areas were
then discussed.

Chairman Mand asked who would pay for the assessment along the proposed park. John
Davidson stated the City would be responsible. Glen Rogers remarked he would like to
go to the Council regarding this policy. He resents having to pay for a neighborhood park
he doesn't use. In Coon Rapids, parks are not assessed to the City. The cost of an
improvement along a park is split up among the property owners, ie., those that receive
the direct benefit. Maintenance problems with regard to cul-de-sacs were also discussed.
Mentioned was the public works department and fire department would like to see Lily St.
extended. Coon Rapids plows the street for Andover. If there was a fire, the fire
department would have to go into Coon Rapids and double back - valuable time would be lost.

Returning to the sUbject of assessments, Chairman Mand advised in new developments paved
roads have been constructed along City parks and they have not been assessed; the developer
paid for them. It was mentioned that, if the City was assessed along the park, the
assessment would be greater than the value of the land. Mr. Davidson estimated the
assessments to be $60 - $80 per foot - approximately 1200 ft. would be assessable along
the proposed park. The Commission felt the park should be moved to its original position
as shown on the sketch plan - there would be no chance of any assessment and it would
make better use of Chapman's park.
Under the present assessment policy, questioned was whether or not the City could afford
an assessment along Chapman's park (approx. 291 ft.) when this area is improved. Chairman
Mand felt the P & Z Commission and Council should also look into the cost of ponding areas.
The assessments could run as high as $100,000.
The Commission decided to request Mr. Carlson to move the park to its original position
to eliminate the street frontage due to the assessment policy since the City will be
assessed on the Chapman project; also, the north-south footage is not long enough for
playing fields. They feel the concept of tieing the two parks together is the best
alternative.
BACKSTOP PURCHASE - CONTINUED
Chairman Mand stated about $1600.00 has been spent so far; the ag lime would be about
$250. Concrete to install the backstop will have to be purchased, but it will still
total under the authorized $2400.00. Motion carried unanimously.
ROLLING CREEK TRAILS PRELI1{INARY PLAT
Chairman 1~d advised the park land on this preliminary plat is in the same place as was
shown on the sketch plan - one on Andover Blvd. and one across the creek which would be
inaccessible. Mr. Merila informed the Commission the developers had no desire to dedicate
land along the creek as it would be adverse for the sale of the lots in this area. The
northern park was widened. Soil borings were taken and the maxiumum peat is 3 ft. in a
few places. There is an access to the creek between Lots 3 & 4, Block 5. It is their
feeling that when the area on the south side of the creek is developed, the park would be
accessible. Mr. Merila then described the topography of the proposed parks and ponding
areas. Steve Nichols asked if there would be a ponding area in the park; the answer was
yes, there would be some. Chairman Mand advised the City Council has made it quite clear
that ponding areas were not to be included in park dedication.

In further discussion, ~Ar. Merila contended in the event this area is rezoned, as recommended
by the Planning & Zoning Commission, enabling smaller lot sizes, a larger park would serve
the residents better than a 100 ft. trail along the creek. Mr. Ekland mentioned the
concern of the park being located on a county road. If the area is rezoned, possibly 200
families would have to cross the road in order to get to Barnes Rolling Oaks park. Edna
Meyer commented 200 families wouldn't fit in that park. Also discussed were alternative
park locations. The general conensus of opinion was that if the City Council did not go
along with the trail system, the Commission would recommend cash in lieu of land. The
gentlemen felt the trail system was an unreasonable request and went on to state there
is a park there already by the fact the creek is there. Chairman Mand took issue with
this statement as he felt it was quite dangerous to use the surface of the creek as a trail
in the winter as it does not entirely freeze over. An impasse was reached at this time.
Chairman Mand and Mr. Merila suggested getting some input from the City Council and tabling
this item over to the next meeting.
MOTION by Anderson, seconded by Meyer, to table discussion on the Rolling Creek Trails
preliminary plat until the next meeting. Motion carried unanimouSly.

NORTH METRO SOCCER
,~~ Bill LeFebvre reported basically all they (soccer association) are interested in are
~' fields to play on which have been graded and seeded.
CITY HALL SITE PLAN
Chairman Mand advised he understood Hanson Blvd. will be extended along the power line.
Ray Sowada suggested pulling the hockey rink out and relocating it and also relocating
the ballfield. A road could be built to the fields off of Hanson, if it is extended that
far. He also mentioned he would not like anything permanent placed behind the Public
Services Building as this area is intended for future storage and stockpiling.
