PARK COMMISSION MEETING - MARCH 6, 1980
MINUTES
The Regularly Scheduled Meeting of the Park Commission was called to order by
Chairman Mand at 7:35 p.m., Thursday, W~rch 6, 1980 at the Andover City Hall,
1685 Crosstown Blvd. N.W.

HAWK RIDGE EAST SKETCH PLAN
Lary Carlson presented a sketch plan of the property located east of Hawk Ridge -
106.5 acres. Park land is not shown. Mr. Carlson stated he preferred to donate cash
in lieu of land. Hawk Ridge park is across the street and Birch Ridge is 1/2 mile away.
The Commission agreed to recommend cash in lieu of land, however, no motion was made
to that effect. The dollar amount will be determined at a future meeting. Chairman
Mand suggested moving l78th La. north to match up with l78th La. in Hawk Ridge. Mr.
Carlson thought this could be possible if the 1320' street length is based on the inside
dimensions.
WOODLAND TERRACE PRELlMINARY PLAT
This preliminary plat has been changed and now depicts a 8.1 acre park at the southern
edge next to a proposed drainage pond. Mr. Carlson stated the reason for this change
was the Council preferred full park acreage because of the anticipated high number of
children. Statistics do not bear this out, however, he conceded to their wishes. He
further stated the engineers, TKDA, have not completed the drainage plans so it is
unknown if one or two will be needed. The water tends to drain toward Round Lake Blvd.
Chairman Mand questioned how deep these drainage ponds would be, thinking they could be
dangerous. Mr. Carlson said the anticipated depth is not known at this time, however,
if there was any danger, they would take steps to eliminate the hazards.
None of the Commission members had any objections to the relocated proposed park. The
area is fairly flat and would be a good location for soccer fields. Mr. Carlson mentioned
Coon Rapids is not allowing any development south of this area at the present time.
Noted was there is still a 10' walkway to Chapman's park off of l34th Ave. Chairman
Mand suggested to Mr. Carlson to ask P & Z for a variance for another walkway off of
Orchid. No motion was made to recommend accepting the proposed park at this time.
ANDOVER WEST PRELThHNARY PLAT

The Commission received a copy of this plat. Derril Burger stated he plans on first
platting approximately 60 acres in the area which would be on l5lst and l62nd Aves.
He repeated his earlier comments regarding his preference to donate cash in lieu of
land which is the reason no park land is shown. He further stated he had some problems
in the area of LakeRidge park. When asked what the problems were, he replied he would
get into it if the questions were asked. The City Attorney has advised that park
dedication/fees on a phased project have to be piecemeal. An agreement can be drawn
up stipulating x number of dollars or land secured with a bond or money with a time

limit set on the balance of the property.

There was considerable discussion involving the lots abutting LakeRidge. Mr. Burger
suggested taking Lot I as it is flat. Chairman Mand commented possibly a full lot is
not needed, just an access with room to park.
Edna Meyer asked 1~. Burger what time span he had to develop the entire 320 acres.
Mr. Burger replied he planned on developinr, it as fast as the economics of the world
demands. It might be three years or left to his grandson to develop. The Commission
agreed to recommend cash in lieu of land on the first stage of development. However,
no motion was made at this time due to the fact the exact acreage was not known; no
one knew what the current market value per acre was; and Mr. Burger did not offer any
figure of what he would be willing to pay. The secretary was asked to send a memo to
P & Z informing them they will recommend cash in lieu of land on Mr. Burger's first
phase but they will be looking for at least a portion of land abutting LakeRidge park
when this area is developed.
SODERVILLE ATHLETIC ASSOCIATION
Larry Bross and another gentlemen furnished the Commission with copies of their 1979
financial statement and a tentative schedule. They stated 90% of the monies collected
to back into their association. 25% of the participants are from Andover; those living
south of Andover Blvd. play in the Coon Rapids leagues.
On the subject of a backstop, they went over the catalogs and felt they were too
expensive. One backstop could cost as high as $2500.00. Before the meeting they stopped
at Future Fence located at 105th and Hwy. 65. A person there told them to bring in a
catalog, show him what they wanted and they could cut the catalog price by $600-$700
and that price would include installation. The money saved could purchase benches,
lime and possibly bleachers. The Commission felt this cut in price was due to their
being able to use remnants from larger jobs. By ordering a backstop out of a catalog,
freight charges would have to be paid and someone would have to install it. This
backstop is to be placed in Pine Hills park. The budget and park dedication fees were
then checked and it was decided to recommend the money come out of the regular 1980
budget.
MOTION by Meyers, seconded by Longbella, to recommend the City Council authorize the
City Clerk to purchase a backstop, two benches and possibly bleachers at a cost not to
exceed $2400.00; further, that the money be taken from the 1980 budget. Motion carried
unanimously.
Discussion: It was suggested to obtain at least three quotes before the next City
Council meeting, March 18th. The representatives agreed to do this.
They then asked if they could use the City Hall field and also Pine Hills four nights
a week. The answer was yes since reservations are on a first come, first served basis.
They hope to start playing by May 19th.
SUMMER SCHOOL PROGRAM

Nancy Hagman furnished the Commission with a schedule of the summer program plans.
The morning playground had two more sites listed than shown in the tentative plans, one
being Mr. RydiIl/&property, if he will assume the liability, and Meadowood South.
Suggested was Meadowood North because it is larger and someone used the southern park
for a garden last year. An addition for afternoon playground was the Constance Church.
Ms. Hagman advised this program will be advertized in the Newsletter which was being
mailed tomorrow.

She then gave basically the same presentation she gave to the City Council on
February 19th. Chairman ~Aand questioned if the entire $6100.00 would be spent. Nancy
said it could be less depending upon whether they get good CETA help. Edna Meyer
noted there were no adult tennis lessons. Nancy advised last year only two or three
adults signed up and felt it wasn't worth the expense. Chairman Mand asked if knowledge
of this program reached all Andover residents. Nancy stated her mailing list is quite
complete; she has even obtained mailing lists from the churches. In response to a
question, small group activities, such as playing cards, are not in the program. The
reason being is that she has to look out for the school's liability also, but commented
they could play cards outside.
NORTHWOODS PARK TREE PURCHASE
Steve Johnson furnished a sketch plan and requested five mountain ash, four seedless
marshall ash and one hundred columnar buckthorn bushes from Bailey's. This would
cost about $400.00. Bill LeFebvre asked how much the Crooked Lake fence cost and was
told $800.00. At one time Glen Rogers mentioned Coon Rapids buys their trees from
Lake1and. Edna Meyer said she had a current Lakeland catalog and would get it to City
Hall.
CROOKED LAKE BOAT RAMP
Chairman Mand had a list of people in his area who were in favor of this project.
Forms were given to those members present to take around their neighborhood before
the March 18th City Council meeting.
WARMING HOUSE
Among other alterations, the City Clerk, Pat Lindquist, suggested converting the City
Hall garage into a warming house. The Commission had several questions. Would the
insurance increase; could the Commission afford the heat; could a concession stand
be built and how much would the remodeling cost. The secretary said she could get
estimates from staff.
MOTION by Meyer, seconded by Nichols, to adjourn. Meeting adjourned 10:15 p.m.

The following motion was made at the March 6, 1980 Park COImllission meeting and is
for your consideration:
MOTION by Meyers, seconded by Longbella, to recommend the City Council authorize the
City Clerk to purchase a backstop, two benches and possibly bleachers at a cost not
to exceed $2400.00; further, that the money be taken from the 1980 budget. Motion
carried unanimously.
