HomeMy WebLinkAboutJanuary 4, 1980 o o 0 ~ 01 ANDOVER o o PARK COMMISSION lAEETING - JANUARY 4, 1980 MINUTES The Regularly Scheduled Meeting of the Andover Park Commission was called to order by Chairman Mand at 7:45 p.m., Thursday, January 4, 1980, at the Andover City Hall, 1685 Crosstown Blvd. N.W. Commission Members Present: Commission Members Absent: Also Present: Anderson, LeFebvre, Longbella, Meyer, Nichols & Rogers None Paul Horsch, Rum River Hockey Association TKDA BILL RE LAKERIDGE HILL Chairman Mand explained this bill, totalling $558.82, will be reduced by about $100 when the road inspection time is subtracted. It was assumed the ten hours spent looking at the hill included travel time. In looking at the two graphs, Glen Rogers thought this would take about 4 hours to calculate and draw. Chairman lAand commented it took Mr. Gray 6 hours to draw it the first time. At an hourly rate of $5.77, perhaps he was an entry level trainee which could be the reason 22 1/2 hours were spent on the graph. Steve Nichols said the basic graph took 6 hours, he couldn't quite believe it took 14 hours to make a few revisions. Glen Rogers stated the work Was done and the bill has to be paid. We asked for an explanation and it was furnished. However, TKDA should be advised the Commission is very dissatisfied over the cost and the length of time it took to get final plans. Chairman Mand said he thought he talked to John Davidson about this last summer. The City Council Minutes were checked. A motion was made on 10-2-79 to arrange for slope designs. The first meeting took place on 10-11-79; the second meeting was on 10-16-79, the day the road contractor was finished. The length of time to get the plans after council authorization is not really an issue. Chairman Mand then advised the City Council is thinking about hiring their own engineer. It was agreed in the future, the Commission would seek alternatives such as a local engineering firm or University students to get any park engineering work done. If, for some reason, TKDA is requested to do any park work, a maximum dollar amount will be set. Suggested was to pay the bill out of the $3555.00 park dedication fee as this is a part of park development. A quote has been received from Burt Kraabel for approx. $2900.00. The secretary was asked to obtain a few more quotes. RUM RIVER HOCKEY ASSOCIATION o Paul Horsch complained at length about the condition of the hockey rink and warming house and also the fact there is no new rink or warming house. He claimed there are more hockey players than tennis or baseball players. Chairman Mand stated the Council is looking for a head count on paper of Andover participants before approving such an expense. The general feeling is that the majority of Andover hockey players play outside of the Rum River Hockey Association. Mr. Horsch countered the reason for that is due to the lack of decent facilities in Andover. He went on to state he didn't think it was their responsibility to find prices or costs of items as they would furnish the labor. He was tired of begging. He knew of no other organizaiton that was so willing to work. Steve Nichols advised Mr. Horsch money was allocated for another set of boards but no one came back to subsequent meetings. Also, the Commission recommended a new hockey rink and warming house but the City Council turned it down. Mr. Horsch was also informed with the limited staff, roads have to come first. When asked if the association o Page #2 - Minutes January 4, 1980 o o o <'\ \..J would be willing to help flood and clean the rink, Mr. Horsch said no. Most people get off work at 5:00 and the games start at 6:00, there would not be enough time or manpower to maintain all the rinks. They have rinks in E. Bethel, St. Francis and Ham Lake. Edna Meyer explained the past history of how Shady Knoll got their equipment. Chairman MEnd told Mr. Horsch that it be wise to attend Council meetings. He stated he did not live in Andover. He was told as long as he is a member of the hockey association, he should attend Andover meetings. Chairman Mand told Mr. Horsch the Commission is not against the association. He explained inflation has hit cities just as bad as private citizens. Last fall the City Council set a mill rate and then set the budget to fit this figure. The Commission requested a full time park person and this was cut. There are two people working in parks part time. The City purchased a truck with a plow and a new grader in order to reduce contract costs. When it snows, the priority has to be roads. Mr. Horsch and the male members of the Commission then looked at what progress had been made on the hockey rink. Steve Nichols ask if there was a hockey schedule for City Hall available - there was none. According to Mr. Horsch, he felt more emphasis should be placed on recreation, specifically hockey, as it keeps the kids off the street and out of trouble. There was some discussion about Columbia Arena. The association asked for over 120 hours of ice time and received slightly over 20. There was money available to build another arena but due to some sort of dispute between the County Commissioners, one was not built. Edna Meyer stated the ice is good at Shady Knoll but there is nothing to sit on. Also the "no motorized vehicle signs" are missing - the posts are there. EQUIPMENT PURCHASES Chairman Mand suggested to re~ubmit the 9-11-79 list of items to the Council after it is known what type of equipment the various organizations desire. Bill LeFebvre stated he would try to get things organized. A special meeting to cover this subject was set for January 24, 1980. The Commission would like a copy of the 1980 budget as soon as possible. MOTION by Meyer, seconded by Anderson, to adjourn. In view of the fact that an explanation was requested and received, the Corrrrnission feels there is no alternative but to pay it. However, in the future, the Corrrrnission will seek other sources for any park engineering work. If this is not possible, then a maxiumum dollar amount will be set before using TKDA's services.
