MINUTES
The Regularly Scheduled Planning and Zoning Commission meeting was called to order by
Chairperson d'Arcy Bosell at 7:33 P.M. on Tuesday, June 24, 1980 at the Andover City
Hall, 1685 Crosstown Boulevard N.W., Anoka, Minnesota. ~,a'J.n

Larry Winner, City Engineer; Mark Schumacher, T.K.D.A.; Alfred
Eckardt; Larry Koshak, Hakanson and Anderson Associates; John
Thomsen; interested residents
Chairperson Bosell welcomed Jerry Johnson as a new member of the Commission and noted
that John Scherer will be joining the Commission on July 8, 1980.

Page 7, referring to Section 8.20 of Ordinance 8, the word excepted should be changed
to exempted.
MOTION by Anstett, seconded by Apel to approve the minutes of June 10, 1980 as corrected.
Motion carried on a 4 yes, 1 present vote.
Flood Plain Ordinance (Comm. #4-80-7)
Mark Schumacher stated that he had talked with the person at T.K.D.A. who deals with
ordinances and that person indicated that we should use the sample ordinance provided
by T.K.D.A.
Commissioner Anstett asked if there are any areas in the city that generally flood. Mark
Schumacher stated that some of the properties in Dehn's Addition are affected and if
they really do have a problem this would be a good program for them to get flood insurance.
(Commissioner Apel arrived at this time - 7:43)
Discussion centered on which areas in the city were studied. The only water courses that
were covered in the study in any detail were the Rum River and Coon Creek; however, it
was felt that Round Lake should be included because of the number of homes in the area
at the present time and the proposed number of homes to be built.
Section 2.2 of the sample ordinance - there was a question on whether or not we have to
submit the Flood Insurance Study with the ordinance.
Section 5.22 - The commission questioned whether we have a waiver which would eliminate
c=) this section. Larry Winner will check on this item.
Section 9.0 - Mobile Homes and Mobile Home Parks - discussion was on whether all or part
of this section could be eliminated as mobile homes are not allowed in the city and at
the present time there are no mobile home parks.

Alfred Eckardt Variance (Comm. #6-80-3)
Alfred Eckardt, 14649 - 7th Avenue - is asking for a variance so that the back lot he
owns (Parcel 1350) will be a buildable lot. Asked if the variance is granted is it
solely for his use or transferrable (Commissioner Kishel noted that it would be trans-
ferrable). His only intention now is to get the variance, he does not plan to build
on the property yet. At the present time his only access from Parcel 1350 is a 21 foot
strip onto 7th Avenue.
Commissioner Kishel felt that there is no ordinance for Mr. Eckardt to vary from. He
should investigate the possibility of purchasing the 66 foot piece of property from the
city.
MOTION by Anstett, seconded by Kishel that the Andover Planning and Zoning Commission
recommend to the City Council that the variance request of Alfred Eckardt be voided and
his money be refunded and instead the applicant should look into the possibility of
purchasing this excess piece of property from the city, thereby giving that property
access.
Motion carried unanimously. This will go to the City Council on July 15, 1980.

Informational Hearing/John Thomsen Sketch Plan (Comm. #5-80-6)
Larry Koshak, Hakanson-Anderson Associates, representing John Thomsen - stated that Mr.
Thomsen is proposing a Planned Unit Development called Thomsen's Lakeview Villas which
would consist of 8 buildings, each with eight 2 bedroom units. There is a total of 6.6
acres which will be developed. At the present time there is a pond on the property
which will be filled in and a new pond will be dug as shown on the sketch plan. The
structures will be slab on grade, two stories eachJwood frame construction. Sanitary
sewer will be available to the site. Public Water would have to be put in also. There
are two accesses onto l44th Avenue and one onto Round Lake Boulevard. Soil borings
indicate it is granular material. Mr. Koshak then presented a drawing of what the
individual buildings will look like.
The hearing was opened at this time to the residents.
Dr. Nordstrom, 14401 Underclift Street N.W. - stated that it's a nice plan but he doesn't
want it in his backyard. Asked what the property is presently zoned as. (R-4).
Robert Ammend, 14411 Underclift Street N.W. - Asked what type of screening will be
provided. The way it looks, a lot of trees will have to be taken out.
Mr. Koshak stated that there are many different ways to solve the screening problems
with trees, shrubs, etc. There are a lot of trees that the owner wants to preserve.

Denny Stephens, 14348 Underclift Street N.W. - asked if this will be condominium sale
property or rental property. Mr. Koshak noted that at the present time, the owner is
considering rental property but has some interest in condominiums with an association
to take care of the grounds, etc. Chairperson Bosell stated that if they are going to

'--j be condominiums, there will have to be a party wall agreement and an association agree-
'---' ment drawn up.
Mr. Stephens asked who pays for the water system when it comes in. Mr. Koshak stated
that it will be paid for by the developer.
Mr. Stephens - stated that he moved out of the city to get away from this type of
development and is against it.
John Lawrence, 14516 Round Lake Boulevard - asked if Mr. Thompson would be improving
the beach on Round Lake. (No). Was concerned with the water runoff if the pond is
moved. Stated that with only two bedroom units, a lot of riff-raff will be moving in.
It would be much better if they were condominiums. Also expressed concern over the
traffic situation. Mr. Koshak noted that there is a real need in the city for this
type of low cost housing. The individuals that move into the property will have to
have a substantial job.
Ken Posterick, 3468 South Coon Creek Drive - Where are the children from 64 families
going to play? Mr. Koshak stated they will have tot lots, etc. Mr. Posterick asked
what they meant by low cost housing. (Mr. Koshak noted the apartments would probably
rent for $300.00 per month plus utilities.) Chairperson Bosell stated that this would
be modest cost hOUSing, not low cost.
Mr. Posterick - would be against this type of tenant.
Wayne Walberg, 14349 Vintage Street N.W. - asked how many acres there are and if it
would all be developed. (Mr. Koshak stated there are 6.6 acres, all of which will be
developed.) Mr. Walberg stated he is definitely against it.
Brad Chabot, 14359 Vintage Street N.W. - was upset that the pond will be moved as he
uses it twice a day for training his dog. CWas informed that the pond is on private
property and he is trespassing.) Mr. Chabot stated that a traffic light would have
to be installed and there will still be problems. Is against the development.
Bonnie Thiede, 14423 Underclift Street N.W. - asked when the soil borings were taken,
(Two weeks ago); asked where they were taken (the stakes are still there if she would
like to check). Asked Mr. Thomsen when this development procedure started. (Mr.
Thomsen stated the concept is over a year old.) MS. Thiede is opposed to the project
and asked how it can be stopped.
Chairperson Bosell explained that the residents can get a petition going.
MS. Thiede - asked Mr. Thomsen what he thinks of his development now that he has heard
the reSidents' comments. Mr. Thomsen feels it's an excellent project and will solve a
lot of hOUSing problems.
Ken Posterick - asked if this is phase one of a larger project. Mr. Thomsen explained
that he owns property on the east side of Round Lake Boulevard which will eventually
be developed.
Mary Walberg, 14349 Vintage Street N.W. - is against the development.

yard or the number of children that will be liVing there.
Diane Grams, 3607 - l44th Avenue N.W. - is against it because of the increased number of
children.

'- Mr. Stephens- wanted to know where the police protection would come from. He was informed
that the County would be providing protection.
Larry Koshak - stated that they have told the residents from the beginning what they
are going to do. This property will definitely be developed.
Jera1d Gerard, 3442 - 136th Lane N.W. - asked if Mr. Thomsen was one of the petitioners
for the sanitary sewer. (Yes) Asked if Mr. Thomsen plans to ask for an extension of
the water system from Good Value's land. (No)
Ms. Thiede - would like someone remove the junk that is now on the property.

At this time the Commission resumed their discussion of Item #1, the Flood Plain Ordinance.
It was decided that where applicable, City Council, Board of Adjustment and Planning and
Zoning Commission will be inserted in the blanks in the sample ordinance. The ordinance
will be retyped in draft form and a public hearing will be held on July 22, 1980.

MOTION by Kishel, seconded by Lobb to adjourn the meeting. Motion carried unanimously.
