MINUTES
The Regularly Scheduled Planning and Zoning Commission meeting was called to order at

Approval of Minutes
April 8, 1980
MOTION by Lobb, seconded by Retzlaff that the minutes of April 8, 1980 be approved as
written. Motion carried unanimously.
Good Ridge Acres Perliminary Plat Continued Public Hearing (Cornm. #8-79-1)
This item will be removed from the agenda until such time as the developer comes in
with a revised preliminary plat.
Dale Mashuga Variance (Comm. #4-80-3)
This item was approved by the City Council on April 15, 1980; therefore it will be
deleted from the agenda.
Ordinance 8, Section 5.02 Amendment (Connn. #3-80-8)
A public hearing will be held on May 13, 1980 regarding this item.
The following items were brought to the attention of the Connnission by Chairperson Bosell:
1. Special City Council meeting April 24, 1980 regarding rezoning of the Urban Service
Area. The Planning and Zoning Connnission is invited to attend.
2. Flood Plain Ordinance - Mark Schumacher will mail copies of a model ordinance to
the Connnissioners. This will be on the agenda May 13, 1980.
Rolling Creek Trails Preliminary Plat Continued Public Hearing (Connn. #10-79-2)
Chairperson Bosell reopened the public hearing.

Jim Merila, Merila-Hansen, Inc. - stated they went before the Park Board on April 17, 1980.
The Park Board made a reconnnendation to the City Council to accept cash in lieu of land.
The plat will consist of 44 - 2~ acre lots. They left a 4~ acre park in the southwest
corner of the plat, which is south of the creek. If the City Council will not accept
that as a park, they are going to ask that it be an out lot. The rationale behind that
is that if the property south of their plat is rezoned industrial, this out lot would
blend in with that property. Zilla Court is in excess of 500 feet and they would ask
for a variance on that. Mr. Merila connnented that they have received a letter of approval

/-j from Anoka County; however, the Coon Creek Watershed has not reviewed the plat as yet.
~-/ It will be on their agenda April 28, 1980.
Mark Schumacher, T.K.D.A. - reviewed his letter of April 22 regarding the plat. Items
that have not been taken care of include: 1) additional soil borings will need to be
provided; 2) The Zilla Court cul-de-sac exceeds the maximum length of 500 feet required
by ordinance; 3) Lots 1 and 6 of Block 1 have less than 300 feet of frontage at the
front setback line; 4) the proposed future cul-de-sac between lots 4 and 9 of block 1
should be connected to the Zilla Court cul-de-sac; 5) the 2 proposed future cul-de-sacs
in Block 4 should be connected.
Chairperson Bosell questioned whether Lot 6 of Block 1 has 39,000 square feet. Mark
Schumacher calculated it as being short of 39,000 square feet.
Commissioner Anstett asked if the developer had found out anything about the potential
hazardous waste that was mentioned at the last meeting.
Lee Ecklund, Monite Glue Company - stated that the material is a base for glue and they
have nothing more at this time.
Chairperson Bosell mentioned that when this plat goes to the City Council the potential
hazardous waste should be mentioned.
Mr. Merlia presented a letter of consent from Robert Mack, the fee owner of this property.
He asked what the Commission felt about the park in the southern part of the plat.
Commissioner Retzlaff stated that we have to abide by the Park Board's decision. If
that property is dedicated to the city as park land, it can never be sold. Mr. Merila
stated that if the City Council would not accept it as park land, they would make it a
part of the lot north of the creek.
Mr. Merila asked that the Commission make a recommendation to the City Council tonight.
Chairperson Bosell stated that before it can go to the Council a letter has to be received
from the Coon Creek Watershed. Mr. Merila asked that the Commission make it a part of
the recommendation that approval of the plat is contingent upon the Coon Creek Watershed's
approval. Commissioner Retzlaff stated that there are too many contingencies to make
a recommendation.
Mr. Merila - stated that the preliminary plat was filed on March 14, 1980 and according
to our ordinance, the City Council has to act on it within 60 days.
Chairperson Bosell commented that if we send this to the City Council and they send it
back to Planning and Zoning, the developer will have to wait 5 more weeks for approval.
If the plat comes back to the Commission in 2 weeks as a continued agenda item, it will
go to the Council on June 1,.1980.
Commissioner Retzlaff informed the developer that he could bypass the Planning and Zoning
Commission and go directly to the City Council.

Lee Ecklund - doesn't believe that any of the items still required are insurmountable.
They have been reasonable and have been working with the Commission every step of the way.
MOTION by Retzlaff, seconded by Kishel to close the Public Hearing. Moticn carried
unanimously.

this plat:
1. Frontages on Lots 1 and 6 of Block 1, Lots 3, 4, 7 and 10 of Block 5 need to be
shown at the tangent line;
2. Lot 4 of Block 1 - the dimension does not show up on the plat;
3. The radius on Lots 1 and 6 does not show up;
4. Lot 8, Block 4 does not have a frontage dimension;
5. Lots 14, 13 and 12 of Block 5 - drainage easement has to be shown;
6. On the future subdivision plan, the connection of the cul-de-sacs on Block 4 and
Block 1;
7. The letter of approval from the Coon Creek Watershed needs to be received by the
C011llIlission;
8. The park in the Southwest area;
9. Lot 6, Block 1 - must have 39,000 square feet.
This item will go to the City Council on May 6, 1980 without a rec011llIlendation from the
Planning and Zoning C011llIlission.

Hawk Ridge East Preliminary Plat Public Hearing (C011llIl. #3-80-1)
Chairperson Bosell opened the public hearing.
Lary Carlson, 433 Jackson Street, Anoka. MN - presented a letter to the Commission regard-
ing the connection of the cul-de-sacs. Items mentioned by Mr. Carlson were: there is
not that much maintenance for a cul-de-sac; the cost to put the road through would be
approximately $25,000; by having the 2 cul-de-sacs (Swallow Street) gives greater
utilization of the land as this runs through a wildlife area; it reduces the cost of
development (the cost wo~ld increase $640.00 per lot to put the road through); the area
they would have to go through is very wet; normally homes built on cul-de-sacs are
better quality and the people maintain them better.
C011llIlissioner Retzlaff and C011llIlissioner Anstett concur with Mr. Carlson.
Mark Schumacher - doesn't have a problem with the Uplander and Osage cul-de-sacs. How-
ever, the Swallow cul-de-sacs are not in the interest of street circulation, maintenance
and access by emergency vehicles.
Chairperson Bosell stated that it was the concensus of the C011llIlission that the cul-de-sacs
should be labelled Court or Circle or something other than street to eliminate confusion
by the Fire Department, Police Department, etc.
Discussion was on the exception shown on the plat. According to the ordinance, all of
the contiguous property must be platted. Mr. Carlson was asked to call the City Attorney
for his opinion on this.

Items that need to be shown on the plat are: 1) tangent lot widths on the cul-de-sacs;
2) basement elevation on Lot I, Block 4; 3) if the exception is not made a part of the
plat, a new legal description needs to be drawn; 4) certification of Surveyor needs to
be shown on the plat; 5) names of existing streets and type of surfacing needs to be
shown on the plat; 6) water supply - should be shown as individual wells; 7) radius on
corners onto the county roads needs to be shown; 8) drainage calculations and grading
plan for the low areas have to be shown.

The Public Hearing will be continued to May 13, 1980.
Donald H. Peterson Variance (Comm. #4-80-4)
As Mr. Peterson is not in attendance, the Commission clerk will send him a letter inform-
ing him he has to appear before the Commission can act on his variance. This will be
continued to May 13, 1980.
Smoke Detector Ordinance (Comm. #4-80-2)
The Commission will hold a Public Hearing on this item on May 27, 1980.
Visual Standards Implementation
Commissioner Retzlaff gave copies of model ordinances regarding junk cars, trees, etc.
He feels that our Ordinance 8 is sufficient as it is.
Chairperson Bose11 said the Commissioners should compare Ordinance 8 with what Commissioner
Retzlaff presented to see if anything needs to be added to our ordinance.
This will be continued to May 13, 1980.
Chairperson Bose11 thanked Commissioner Retzlaff for his time and effort on the Commission
and expressed regret that he is leaving.
MOTION by Retzlaff, seconded by Anstett to adjourn the meeting.
