MINUTES
The Regularly Scheduled Planning and Zoning Commission Meeting was called to order at
7:30 P.M. by Chairperson d'Arcy Bosell on Tuesday, March 11, 1980 at the Andover City
Hall, 1685 Crosstown Boulevard N.W., Anoka, Minnesota.

The Commissioners did not have sufficient time to review the minutes; therefore, this
will be continued to the next meeting.
Good Ridge Acres Preliminary Plat Public Hearing (Comm. 118-79-1)
Chairperson Bosell opened the Public Hearing.
Tom O'Malley, Caine and O'Malley Surveyors, 17600 Central Avenue N.E.. Soderville, MN.-
representing Glen Geving and Walter Johnson, developers of the plat. Mr. O'Malley
stated that there will be six lots, 2~ acres each or larger in the R-I area. They
will require a variance on the length of the cul-de-sac. The last 600 feet of 176th
Avenue will be a permanent condition, which exceeds the ordinance by 90 feet. In
order to get 300 feet of frontage on Lot 3, Block 2 they had to extend the cul-de-sac.
Mark Schumacher reviewed his letter regarding the plat. Items listed were: 1) Exist-
ing street information for Wobegon Woods has to be shown; 2) Street grades and profiles
for the proposed street should be shown; 3) Curve information for the street center-
line should be provided; 4) Net square footage should be shown for each lot; 5) Cal-
culations showing 100 year level of both storm drainage ponds and easement protection
provided to that level; 6) The purpose and status of a 30 foot easement along the
north side of Lot 1, Block 1 outside the property to be platted should be provided to
the Planning and Zoning Commission; 7) There is no park dedication.
Mr. O'Malley stated they have the street information for Wobegon Woods; the street
grades are being prepared by the engineer; the square footage of each lot will be
shown; storm drainage calculations are being done by the engineer.
Walter Johnson - stated that if there are any problems with the easement, arrangements
can be made with Mr. Pemberton, who owns the adjoining property.
r~ Chairperson Bosell stated that a letter of consent regarding this easement should be
'---' obtained from Mr. Chutich as he is the fee owner. This letter must be received by
the Conmission before the plat goes to the City Council. This plat must go before
the Park Board so they can make a determination on the park dedication.

Other items that need to be shown on the plat are: the zoning of the property within
300 feet of the plat, the width and surface of Round Lake Boulevard, the width and
surface of the streets in Wobegon Woods and the ownership of the property in Wobegon Woods.
Chairperson Bosell conmented that the vicinity map shown on the plat was an excellent idea.
Mr. O'Malley asked what the Commission's response would be to the plat if all of the above
information is included. The Commission indicated that as long as it meets the ordinances,
it is the best layout of the land.
This item will be continued to March 25, 1980.
Waste Disposal Engineering Special Use Permit (Comm. 112-80-3)
Chairperson Bosell opened the Public Hearing.
Ron Roth, 95 West Ivy, St. Paul, Minnesota - stated that pursuant to a meeting with the
City Council, it was suggested that he come to the Planning and Zoning Commission to
request a Special Use Permit to temporarily store and dry lime sludge. The lime sludge
is material that has been received at the landfill on a regular basis from a Minneapolis
water treatment plant. It's basically the same material that is used by farmers to
condition their soil. It has become common practice in Anoka County to use this material
as the landfills deteriorate to keep water out. When the material comes in to the land-
fill there is a heavy concentration of moisture that has to be dried out. Waste Disposal
Engineering would dry it out in areas approximately 50 feet wide by 200 feet long and
12 to 16 inches in depth. The material will be hauled in via the Hanson Boulevard trail
along the power lines or a trail will be cut in off of Jay Street. This traffic route
will be away from any residential areas. This should be more desirable and less objectional
to the residents of Andover.
This will be a joint venture between Park Construction Company of Minneapolis and Waste
Disposal Engineering. Park Construction will haul the sludge in and Waste Disposal
Engineering will spread it. The sludge will only be dried on the 40 acres for 9 month
periods. The water in the sludge simply evaporates into the air; it does not go into the
soil. Mr. Hutcheson from the Anoka County Comprehensive Health Department voiced no
objections to this request at the City Council meeting.
Commissioner Retzlaff asked how many of the 50 foot by 200 foot strips of land would be
used for drying.
Mr. Roth explained that there would be several. If the material is piled up more than
two feet high it does not dry. It should be kept shallow.
Chairperson Bosell questioned how Waste Disposal has been drying it up to this time. Mr.
Roth said it has been kept in kind of a storage area.
Conmissioner Copley asked if the residue from the sludge did anything to the soil. Mr.
Roth stated that it's the same as when you put lime on your soil. It is very beneficial.
Chairperson Bosell asked about the nine month period. Mr. Roth said that material
deposited in month number one would be removed by month number nine. This will be an
ongoing operation.
c=> Leroy Syverson, 13909 Nightingale Street N.W. - Wanted to know exactly which 40 acres Mr.
Roth was talking about. He also wanted to know what was meant by temporary and how long
this hauling will go on.
Mr. Roth explained that the hauling in would be determined by the amount of sludge being
received from the Minneapolis water treatment plant.

Chairperson Bosell stated that the county would be reviewing this. She also stated that
the landfill will not be in operation forever.
Mr. Roth said the life span will depend on the amount of refuse received. It will be in
operation not any shorter than 2 years and no more than 4 years. Their license is reviewed
once a year by the County.
Chairperson Bosell stated that the County has requested a working plan from Waste Disposal
Engineering on how long it will take to cover the landfill.
Mr. Syverson - asked how the sludge is transported to the landfill.
that it is brought in by dump truck. It will not be transported on
either Hanson Boulevard or Jay Street would be used.
Mr. Roth explained

It was mentioned that the ordinance requires screening. However, there are no houses
in the immediate vicinity and the material will not be in view as it will only be 12
inches high.
Leroy Walkner, 2026 - l39th Lane N.W. - Asked if there is any odor to the sludge. He was
told there is not.
Commissioner Retzlaff questioned the duration of the Special Use Permit - if it was only
for a 9 month period.
Mr. Roth said no, anything dumped now has to be removed within 9 months, anything dumped
next month would be removed within 9 months of that date. The Anoka County Health Depart-
ment feels that Waste Disposal does the best job with this material.
Mark Schumacher explained that the lime sludge is approximately 70% water and that
Minneapolis does not have the facilities for drying it; therefore, it has to be brought
somewhere.
Ray Brockman, 13910 Nightingale Street N.W. - QUestioned whether the sludge will continue
to be brought in until the landfill is closed and what effect this sludge will have on
the water table.
Mark Schumacher explained that this process would continue until the landfill is closed.
The lime sludge does not contain any toxic materials, so if it should seep into the ground
it would not contaminate the water.
Ray Brockman - asked when a decision would be made on this. He was told the City Council
would make a determination at their April 1 meeting.
Leroy Syverson - asked if Waste Disposal was asking for a rezoning on this property.
Chairperson Bosell explained they are requesting a Special Use Permit on it to be used
as a borrow pit and lime sludge storage area. Special Use Permits can be conditioned.
The City Council can say Waste Disposal can only do this for a certain period of time.
MOTION by Copley, seconded by Retzlaff to close the Public Hearing. Motion carried
unanimously.

recommend that the City Council issue to Waste Disposal Engineering a Special Use Permit
for the purpose of storing and drying lime sludge on the property described as 40 acres
of the north one-half of the northeast one-quarter of Section 34 with the following
criteria and conditions: 1) That this above described parcel shall be used as a working
area for the landfill; 2) That this working area would fall under the same enforcement
regulations of the landfill itself; 3) That a working plan be submitted to the City and
County stating the quantity of lime sludge to be brought in and the number of months
needed to terminate use; 4) That such working plan documents the quantity of lime sluqge
needed to cap the landfill; 5) That at such time as the use ceases to exist, the applicant
would return to its original state the warking area used for such lime sludge drying area;
6) That such working area is already naturally screened in accordance with Ordinance 8,
Section 8.03; 7) That such Special Use Permit would be subject to review and report on
a six month basis, such report being done by both the City and the County; 8) That the
traffic pattern used for the delivery of the lime sludge would be limited to Hanson
Boulevard and crossing Bunker Lake Boulevard at their intersection; 9) That the hours
of hauling shall be from 7:00 A.M. to 4:30 P.M.; 10) That such use will allow the future
use of the landfill by providing an impervious cover material for the landfill; ll) At
this time there is no adverse affect on the health, safety and welfare of the Community.
At such time as it is determined to be adverse, this Special Use Permit will be called
for review; 12) There was no public opPosition.
Motion carried unanimously. This will go to the City Council on April 1, 1980.
Leslie Johanson Lot Split (Comm. 112-80-4)
This item will be continued to March 25, 1980.
Hawk Ridge East Sketch plan (Comm. 1I3-80-1)
Lawrence B. Carlson, 433 Jackson Street, Anoka, Minnesota - presented copies of the sketch
plan to the Commissioners. Stated they had met with the Park Board and that the Park
Board would like cash in lieu of land inasmuch as there is a park adjacent to this plat.
Commissioner Retzlaff questioned the reason for the exception. Mr. Carlson stated that he
does not want to subdivide that area.
Chairperson Bosell stated that the ordinance requires that you plat all of your contiguous
property. There was an exception made once and the City Clerk is checking on it.
Mr. Carlson said that he just doesn't want to develop the exception. If he ever moves from
his present home he would like to move to that property listed as the exception.
Chairperson Bosell commented that the City Public Works Department is having a tough time
with all the cul-de-sacs coming into the city. It nakes approximately 15-20 minutes to
plow each cul-de-sac.
Chairperson Bosell presented her views on how the streets should be laid out, which included
extending 177th Lane out to County Road 59 and connecting the two Swallow Street cul-de-sacs
Mr. Carlson did not feel that the Swallow Street cul-de-sacs should be connected. If they
were connected, he would probably lose a lot.
Most of the discussion centered around the cul-de-sacs. It was mentioned that there are
cities that prefer cul-de-sacs and cities that won't allow them.
This item will be continued when Mr. Carlson returns with a preliminary plat.

'-/ Harold Clark - he is interested in buying some land on County Roads 9 and 20 which he
would like to develop into half acre parcels and put one building on each parcel.
Chairperson Bosell said it would be a C-PUD (2 or more principle structures or uses on
the same lot).
Commissioner Copley commented that this would require a site plan. This plan would have
to include all the buildings, the green area, landscaping, etc.
Mr. Clark would like to construct a driveway approximately 400 feet in length to service all
of the buildings. This will be blacktopped and maintained by C & F Properties.
This item will be continued when Mr. Clark returns with a site plan.
(The Engineer was excused at 10:20 P.M.)
Ordinance 8 Amendment (Comm. 1I1-80-6)
Section 3.02 Definitions, (WW) Lot Line Front - The Commission questioned the reason for
having a house front on the short side of the lot. The only reasons they came up with were
for assessment purposes and setbacks. It was felt that there was no need for a change to
this ordinance. The only problem is with the wording in Section 6.02. Instead of "front
yard setback" perhaps it could be "front lot line setback".
Section 3.02 Definitions - Chairperson Bosell read the definitions of (I) Auto Reduction
Yard and (LL) Junkyard. When Galen Ferrian came in for the renewal of his license, the
City Council questioned whether he had to have a building because of the type of license
he was issued. Riteway Auto Parts is an auto parts place in a junkyard. The City Council
was trying to determine what constitutes the need for a building. By definition, a junk-
yard does not require a building. If the junkyards start selling used auto parts, they
will require a building. We don't require a license for selling used auto parts.
Section 3.02 Definitions (CC) Exterior Storage - The only junkyard that the Commission is
aware of that stores used auto parts in a building is Bob's. The City Council is looking
for some direction from the Planning and Zoning Commission as to what they should do with
this part of the ordinance. The Commission felt there is no need to make a recommendation
to the City Council at this time.
This will be continued when Chairperson Bosell checks with the City Attorney to see what
he has determined and the Commissioners will see what they can Come up with.
Ordinance 1110 Amendment (Comm. 111-80-7)
Mark Schumacher came up with the language for a location map on preliminary plats under
Section 8.04. The Commissioners felt this would be helpful. Chairperson Bosell read
what Mark came up with - "A location map showing the plat location in the City. The
location map shall have an approximate scale between I" = 1500' and 1" - 2000' and shall
be of sufficient size to locate the plat relative to the nearest County Roadways. The
location map shall show the proposed street layout and the layout of all existing streets
platted or unplatted, within one-half mile of the proposed plat. The streets and roadways
~~I shall be labeled with their proposed or existing names. Adjacent platted areas shall be
'-/ labeled with their plat name." This will be submitted to the Commission in a typed form
for discussion at the next meeting.
Also suggested under Section 8.04 was to require the developer to scale the number of

linear road miles within the plat.

~_~ Under Section 8.03, Chairperson Bosell suggested that under (i) the following should be
added: "Such future subdivision shall include proposed lots and road easements for
cross streets as well as utility easements and such other data as required for future
subdivisions."
Commissioner Retzlaff suggested that it read "Such future subdivision shall include proposed
lots. And also require road easements for cross streets as well as utility easements
and such other data as required for future subdivisions."
The above changes will be typed and submitted to the Conmission for review at their
March 25 meeting.
Ordinance 1144 Amendment (Conm. 112-80-2)
This item will be continued until such time as Commissioner Retzlaff receives material
from the League of Minnesota Cities.
Chairperson Bosell thanked Commissioner Copley for the time and effort he has spent on
the Commission.
MOTION by Retzlaff, seconded by Anstett to adjourn the meeting. Motion carried unanimously.
The meeting was adjourned at 10:50 P.M.
