HomeMy WebLinkAboutOctober 15, 1981 o 0 ~ ~ ANDOVER o PARK COMMISSION MEETING - OCTOBER 15, 1981 MINUTES The Regularly Scheduled Meeting of the Andover Park Commission was called to order by Chairman LeFebvre at 7:40 p.m., Thursday, October 15, 1981, at the Andover City Hall, 1685 Crosstown Blvd. N.W. Commission Members Present: Commission Members Absent: Also Present: Nichols and Zillhardt Longbella, Mand and Rogers Lyle Molskness, Rum River Hockey Association RUM RIVER HOCKEY ASSOCIATION Lyle Molskness received quotes on various size rental trailers which ranged from $200 to $350 a month. These trailers are heated with electric baseboard heat and are gutted out with plywood floors. Chairman LeFebvre suggested placing rubber mats over the plywood. Mr. Molskness thought rubber would be nice but it would be an extra cost. The Commission felt bottle gas or propane would be less costly than electric baseboard. tIT. Molskness agreed, adding that gas would heat quicker. He will get estimates on trailers with gas or propane heat by the next meeting, November 5, 1981. The hockey association would like to rent a trailer for the month of January when games are held. They can get along with the present warming house for practices. Chairman LeFebvre asked if the association was looking for 100% financing from the City, or 50% or 25% _ he received no response. Then questioned was if it would totally used by the hockey association or opened up to the public. Steve Nichols commented he would like to see the trailer used by everybody but then there would be a need for a warming house attendant. Mr. Molskness leaned toward it being the exclusive use of the association as whoever opened it up would be responsible. Any delivery charge would be between $100 to $125, however, he felt they could haul it in themselves on an 8' trailer. Chairman LeFebvre then stated rates should be obtained under the name of Rum River Hockey; if the City is mentioned, the rates go up. Steve Nichols wondered if they could find one to be donated for the winter and just pay insurance on it. The subject then turned to goals. Mr. ~~olskness obtained an ad but it turned out to be just nets for $250.00. Chairman LeFebvre suggested checking prices at Dave's Sports Shop. Returning to the trailer, Mr. Molskness was told any rental should be billed to the association and they, in turn, bill the City. Chairman LeFebvre then gave a little pep talk regarding volunteer help and how hOCkey backers on the Iron Range shovel and make ice when there is a lack of staff. "With only X number of dollars in taxes and three maxiumum in public works, and a snow storm hits, you might as well kiss the rink good bye without volunteer help." 1IT. Molskness then mentioned he didn't accomplish anything on a timer. Further discussion again involved the trailer. Jo Zillhardt was concerned over the cost of electricity and also asked if the association could haul it in. ~Ar. Molskness assured her c:=Jhere would be no problem to haul it in, but it might be a problem getting it out if it froze In. The size of the trailer was then mentioned. The secretary will ask the building Page #2 Minutes 10-15-81 () u inspector for his suggestions and also how to go about getting it moved in. It was decided some sort of a committment could be made at the next meeting as it will then be November. ;'-) "-CROOKED LAKE BOAT LANDING The Commission had been informed the base bid at $19,775.00 was lower than estimated. The engineers' estimate was $25,000 - the grant totalled $25,800.00. In checking with State Planning, it would be perfectly o.k. to change the parking lot from Class A to bituminous, all that it is needed is a letter explaining the low bid. The State will then approve it and send it on to the "Feds". $6450.00 has been received from the State, the Federal Government's share is $12,900.00. Steve Nichols felt blacktop would be better than gravel due to less maintenance. ' MOTION by LeFebvre, seconded by Nichols, to recommend the City Council authorize a change order to switch the boat landing parking lot from gravel to bituminous, provided the estimate obtained is at a reasonable cost. ]~otion carried unanimOUSly. Chairman LeFebvre stated two meetings a month during the winter was a waste of time due to lack of agenda items. Those present agreed. MOTION by Nichols, seconded by LeFebvre, to meet only on the first Thursday of the month over the winter months unless something important comes up, then a meeting for the third Thursday will be called.
