HomeMy WebLinkAboutJune 4, 1981 . o 0 ~ 01 ANDOVER o PARK COMMISSION lmETING - JUNE 4, 1981 The Regularly Scheduled Meeting of the Park Commission was called to order by Chairman LeFebvre at 6:40 p.m., Thursday, June 4, 1981, at the Andover City Hall, 1685 Crosstown Blvd. N.W. Commission Members Present: Commission Members Absent: Mand and Wielgosz Longbella, Nichols, Rogers and Zillhardt CROOKED LAKE BOAT LANDING Those present briefly reviewed the boat landing plan. Engineer to prepare plans and specs this afternoon as leave. The plan was given to the City Staff he had been on a three day funeral CAPITAL IMPROVEMENT PROGRAM Wes Mand explained the Capital Improvement Committee would like to meet with Commission for about an hour to go over basic information, nothing detailed. write down possible dates so a phone call was made to Glen Rogers. the Park He did not MOTION by LeFebvre, seconded by Wielgosz, to set June 18, 1981, 7:30 p.m. as the date to meet with the Capital Improvement Committee. Wes then explained his color coded map showing unusable, usable parks and possible future acquisition. John Wielgosz stated he would like to obtain this type of map.. The Commission then started the last half of the park tour. NORTH METRO SOCCER ASSN. The Commission received a request and a schedule to use the City Hall soccer field until August 1, 1981. MOTION by Wielgosz, seconded by LeFebvre, to allow the North Metro Soccer Association to use the City Hall facilities Monday, Tuesday and Thursday nights for practice until August 1, 1981. Motion carried unanimously. CITY HALL PLANS Wes stated he had some reservations about hiring Jim Brewer to prepare the park site plans. The Commission knows nothing about him, ie., qualifications. He felt the Commission should provide some input on what is to be incorporated into the plans. Also, since it took so long to get the boat landing plans, a guaranteed completion date should be obtained. This was discussed later at City Hall. FRONT END LOADER RENTAL EXTENSION o The Public Works Department would like to extend the rental period for two weeks at a cost of $750.00. The dirt has been removed from Northwoods and they are now working on Pine Hills. Wes questioned how many hours had been spent in the loader. The secretary didn't know but guessed at 66, adding that there have been constant interruptions such as fire calls, equipment breakdowns, sanitary sewer problems in Chapman's, trouble at the pump house plus water meter inspections. This was discussed later. Page #2 - Minutes June 4, 1981 o o () FOX MEADOWS - Magnuson's sod field can be seen from 179th and Tamarack. The members ventured into a soggy area between the road and the sod field. They reported there was some standing water. Wes asked and was told the grader is to be on the roads 100% of the time. He then commented one of the selling points in purchasing the grader was that it could also be used in parks. BIRCH RIDGE - Nothing can be done in this heavily wooded area except trails. HAWK RIDGE - Alfalfa is growing. No word has been received from Mr. Linton regarding rent. Both Chairman LeFebvre and Wes Mand thought another attempt should be made to convince the Council to authorize improvements in this park. The demand for fields is great; there is no room in the sewered area with the exception of Northglen. (Northglen was discussed later.) LANGSETH - This park needs mowing. Possibly peat could be spread in this area. (Kevin has been running the dump truck in conjunction with the front end loader.) WHITE OAKS - This is a DNR Class 3 wetland, therefore, there are restrictions to its development. It seemed pretty dry although there was evidence of last year's cattails. The Commission members then walked an area north of White Oaks (Parcel #8400) to see if there was a level area behind the pine trees. The area was fairly clear with some rolling hills. Mentioned were the number of wood ticks and mosquitos. PINE HILLS - The top of the back stop still isn't up. There is still quite a bit of dirt to be removed. Public Works will be informed to create a steeper berm to separate the playing field from the parking lot. Two small boys were throwing sand at each other. LAKERIDGE - Noted were mounds of peat and deep holes - it would be very expensive to improve this park. The 400' long chicken coop is now gone. Wes noticed the station wagon's gas gauge was on empty. FOX MEADOWS - Site plans were done for this park but no grade plans. It should be revised in order to eliminate some items such as the tennis courts. RUM RIVER FOREST NORTH - There are piles of dirt on the west edge. A large area in the middle was fairly leveL Wes asked if the Cedar Crest project was done. The secretary didn't know; the complaints are lessening. John thought it was a good area to plant mosquitos. Wes suggested a four wheel drive with 1,000 ft. of cable and a set of waders. Page #3 - Minutes June 4, 1981 ~) o ~~ LUNDS ROUND LAKE ESTATES - Wes explained he walked out to the island last winter and it is about 15 I above lake leveL It would be a good camping site. He then explained the history of the Peletier cabin, the brick factory, the indian burial grounds and the locations of these sites, plus the acquisition project. He stated the $3,000 an acre figure was based on the easement price of Hanson Blvd. which was boosted in order to try obtain more federal and state grant money. CITY HALL SITE PLAN_ Wes suggested contacting Bonestroo, the alternate consulting engineers, to have a representative present at the next meeting to give a proposal and some kind of a time schedule. He expressed dissatisfaction with TKDA over certain items. Further discussion involved having Jim Brewer and Bonestroo representative attend the same meeting. It was determined this would not be fair as it would be a student competing with a full fledged engineering firm. They will be asked to attend separate meetings. FRONT END LOADER RENTAL EXTENSION The Commission has been informed that Public Works would like to move the stumps in Oak Hollow into one big pile and burn them this winter. Their reasoning is to get rid of them before the area gets too developed. General discussion was on priorities. It was decided that peat should hauled into Pine Hills, Northwoods, Rum River Forest North, and Langseth before any work is done in Oak Hollow. MOTIOWby Mand, seconded by Wielgosz, to authorize the Public Works Department to rent the front end loader for an additional two weeks at a cost of $750.00 on the condition that two men are put on for Saturday work; further that this rental cost be taken out of the Capital Outlay portion of the budget. Motion carried unanimously. JULY MEETING DATES Chairman LeFebvre stated the next meeting falls on July 2nd; most people have the 3rd off and will be leaving town Thursday night for the weekend. It was decided to hold the July meetings on the 9th and the 23rd. NORTHGLEN (- " \.~) Wes felt some of the Rademacher park dedication money should be spent improving this park due to the number of houses being built. He asked that Burt Kraabel be contacted for an estimate to level it, even though there are no grade plans. It was explained that Burt is very unhappy with the City at the present time due to the fact he spent several hours giving cost estimate figures to the City Staff Engineer for the White Oaks street project. He was under the impression the project was going to be bid separately so he was going to bid on the dirt work. As it turned out, tying of bids was allowed in the specs, therefore, he felt it was futile for him to submit a bid. However, he will be requested for an estimate. NORTHWOODS PARK :' ') '-.~I On the subject of the tennis courts, the Commission was informed, since no word has been received from the City Staff Engineer, Mark Schumacher was contacted. He said he would send a memo, however, he, Mark, is involved as the head man on the southwest project because Dave Pillatzke now works for the City of Maplewood. It is assumed he hasn't had time to write a memo. He will be reminded of this. John mentioned he had talked to someone about the crack and this person felt it could be a shrinking problem. Public Works would like to have this park disced and seeded now that the dirt and debris has been removed. Manpower should not pose a problem. Phil Rzeszutek has gone back to work - the strike was settled. However, Rick Yeager is now out of school and working. MOTION by Wielgosz, seconded by Mand, to authorize the Public Works Department to arrange to have black dirt hauled into Northwoods West park, then disced and seeded at the lowest possible cost.
