PARK COMMISSION MEETING - MAY 21, 1981
MINUTES
The Regularly Scheduled Meeting of the Park Commission was called to order by Acting
Chairman Mand at 6:30 p.m., Thursday, May 21, 1981, at the Andover City Hall, 1685
Crosstown Blvd. N.W. for the purpose of touring various parks.

During the tour, Acting Chairman Mand explained the past history of the parks.
OAK HOLLOW - The stumps are still there. The Commission walked along the eastern edge
to see if there was any swampland. There were no visible signs of a swamp, however,
there was a drainage ditch. Due to wood ticks, only this park and the boat landing were
viewed on foot.
BARNES ROLLING OAKS - The trees along Prairie Road will most likely be lost due to oak wilt.
SCHOOL HOUSE - Nicely mowed. John Wielgosz asked how old it was - no one knew. Wes
explained there is no plan for renovation at this time due to budget limitations.
HARTFIELS - Didn't look too wet, but then it hasn't rained.
THE OAKS - Possibly if the dump goes tax forfeit., and the City ends up with the land,
it could be enlarged. Its terrain is unknown since no one has walked it.
SHADY KNOLL - Looks very good - well maintained.
RED OAKS EAST - Two children were swinging. Someone had enough foresight to widen the
blacktop where the basketball hoop is located.
RED OAKS WEST - Viewed the rising dump.
NORTHWOODS EAST - A softball game was in progress. Many buckthorn bushes appeared to be
dying. The trees should be pruned 6-7' up.
NORTHWOODS WEST - The bird baths in the tennis court were dry so it was impossible to tell.
how bad they were. The crack which runs through the west court was an item of major concern.
John Wielgosz thought possibly something was rising up. At one point it is about 1 1/2" wide.
A decision on what to do about it will be made at the next meeting as no word has been
received from the City Engineer. Any warranty has expired so there is no recourse.
GREEN ACRES - The trees look healthy. The backstop is in the process of being installed
by neighborhood volunteers.
GREEN CREEK - Wes explained the history of the proposed footbridge and why the residents
were against its installation.
CROOKED LAKE SCHOOL - Four children were in the area. The hole caused by the septic system
O was filled in by the Army Corps of Engineers. Had they waited, fill could have been
obtained from the southwest project.

BOAT LANDING AND ADJOINING PROPERTIES - The grant historyjDNR was explained. Two boys
were fishing. The Fire Chief and the Building Inspector, respectively, bought Sharp's
. ) house and garage. These have to be removed by August 10th. Jo Zillhardt asked if the
'-/ project was going to be contracted out or done in-house. Since the entire Public. Works
Department consists of three full-time people, it will have to be contracted out. Noted
were the nice trees and a small concrete slab on HelIum's property.
CHAPMANS - Wes explained hopefully this park will be enlarged when the Woodland Terrace
plat is final.
QUICKSTROM - This park has sandpoints and has been enlarged by the addition of Northglen.
NORTHGLEN - The boundaries were noted.
The Commission then looked at the pump house. According to the Engineers, the ponding
area will not have standing water in it.
LUNDS EVERGREEN ESTATES - When the property to the north is developed, this one could be
enlarged. Wes commented on the theatrics on the part of the developer when park dedication
was discussed.
CITY HALL - Aquazyme said the unit is not theirs and would not pick it up. Mentioned
would be if this could be a finders-keepers sort of thing. Lashinski Cesspool would clean
it for $25.00 per month. The secretary was asked to call the City Attorney for his opinion.
Meeting adjourned 9:00 p.m.
