Gentlemen: In our meeting today, Thursday, May 7, 1981, the Crooked Lake Community School Advisory Council will be presenting: - Historical overview of the recrea- tional facilities available on the school grounds. - Soli cite the guidance of the Park Board in present and future plans. - Request financial support of $1500.00 for a water sprinkling system to be installed this summer. We feel this community needs a recreational and athletic area which is groomed, developed and large enough to accomodate the needs of the youth, teens and adults. Crooked Lake School is well on its way in providing that area. Respectfully, C~ ~~4 Advisory Council Attachments "- J u HISTORICAL OVERVIEW ) u .:J The conceptional idea and architectural design of a total educational and recreational facility for the entire community was developed in 1977. Cost $420..00 In 1978 the local National Guard Unit was contracted to grade (level) the playground area, which was completed the summer of that year. Exhibit 111 Cost $2,205.00 The Nature trail was started in 1979 and is approximately 50% complete. Exhibit 112 Cost $1,500.00 In 1980 the emphasis was placed on upgrading the playground and athletic facilities. We believe that this cOCQunity needs an athletic area which is groomed, developed, and larne enough to accomodate many teams at one time. J7DPR[;S S - o 0 ~ ~ ANDOVER '\ JO PARK COMMISSION l{EETING - MAY 7, 1981 MINUTES The Regularly Scheduled Meeting of the Park Commission was called to order by Chairman LeFebvre at 7:30 p.m., Thursday, May 7, 1981, at the Andover City Hall, 1685 Crosstown Blvd. ~rn Commission Members Present: Commission Members Absent: Also Present: Nichols, Rogers, Wielgosz and Zillhardt Longbella and Mand Gene Herold, Sandy Stroinski, Lyle McLaughlin, Lois Spadgenske and Nancy Hagman - Crooked Lake Community School Advisory Council CROOKED LAKE COMMUNITY SCHOOL ADVISORY COUNCIL Chairman LeFebvre introduced the new members to those present. lIT. Herold provided the Commission with a letter requesting $1500.00 to help finance a sprinkling system to be installed at Crooked Lake School. Attached to the letter was an historical overview plus figures on what has, or will be, spent on recreational development, two maps and a copy of a petition. (9 actual petitions were presented and a copy made.) For the most part the petitions were signed by residents in the sewered area. The cost of the system is $15,500.00; the School District is contributing $8.000.00, the Advisory Council has raised $6,000.00. It will be installed from the playground and run all the way back to the edge of the playing fields by Toro. The School District will pay for seed and fertilizer. Nancy Hagman stated the system is fully automated _ also the present well is able to take care of it. General discussion involved the past history of the staged development. Lyle McLaughlin reported the area is highly used for unorganized activities. Chairman LeFebvre asked if non-school teams coulduse the fields. Nancy Hagman said she was sure something could be worked out after she did some scheduling, but it could not be on a "first come-first served" basis. Glen Rogers stated he felt the $1500.00 should be contributed, the City has some obligation, but he questioned the lack of winter activities. Nancy Hagman advised there is a sliding hill and the trails could be used for cross country skiing. The fourth diamond could be the site of a hockey rink. A rink was in the original plan and that it wasn't out of reach. Since there wasn't much in the budget, Glen Rogers suggested taking the $1500.00 out of the park dedication fees. Steve Nichols commented there were so many parks that have nothing and some with just a swing set. He felt Crooked Lake School at this time was better developed than any City park. John Wielgosz said, although this was his first meeting, he felt the Advisory Council gave a good presentation; the plan was well laid out. He was in favor of the expenditure. Glen Rogers stated the expense would satisfy a greater majority of the residents in the o area and that the request was acceptable to him as far as he was concerned. Jo Zillhardt asked if the Advisory Council was a volunteer group. The reply was yes. She then stated their work was commendable and the project sounded worthwhile and reasonable. Motion carried unanimously. Glen Rogers stated a copy of the letter with the attachments should be sent along with the recommendation. Gene Herold informed the Commission they would like a member of the Commission to sit in on their meetings when this project is discussed. They meet the second Monday of each month. Nancy Hagman will inform the Commission of when these meetings will take place. CITY HALL TOILET RENTAL The secretary informed the Commission she had called for a pickup on the Satellite, but no one has come. No rent is being paid, nor is it being cleaned. She was aked to call again. Chairman LeFebvre advised soccer will run through the first week in October. MOTION by Nichols, seconded by Rogers, to authorize the rental of a Poly San unit for City Hall from Lashinski Cesspool Service from 1my 10 to September 10. Motion carried unanimOUSly. CITY HALL SITE PLAN Jim Brewer has been given the latest plan and other pertinent information for its. revision. He talked to the City Engineer who informed him he could survey it to locate the lot lines within a couple of months. Topogs have also been ordered. Mr. Brewer was unwilling to draw fine grade plans as they are too time consuming. The Commission then went outside to discuss the road location at which time they were informed Hanson Blvd. will run between the two sets of power lines and nothing permanent can be installed on an easement. Chairman LeFebvre advised Ray Sowada would like to keep the area behind the Public Works building clear to the north property line for storage, stockpiling, etc. Glen Rogers felt the City should reimburse parks for the land they took for public works such as furnishing the money to buy the ten acres north of City Hall or condemning it. Chairman LeFebvre then drew a sketch showing a road rUIllling north off the parking lot near the hockey rink and then teeing off to run east and west. The Commission questioned the need for a road going to Hanson but felt this could be shown as an option on the plans. PARK TOUR lfuy 21st, 6:30 p.m., was set as the date for the park tour. If it rains, the regular meeting will start at 7:30 p.m. MINUTE APPROVAL MOTION by Nichols, seconded by Rogers, to approve the February 17, 1981 Minutes as written. Motion carried unanimously. Page, #3 --Minutes May 7, 1981 I~ ( \ "J FRONT END LOADER RENTAL Public Works would like to rent a front end loader for a month. The original rental cost ~was $2,000.00. The Commission was informed the price dropped to $1500.00 this morning. Plans are to get rid of the rest of the dirt in Northwoods, shape up Pine Hills, pile up the black dirt at City Hall for use in top dressing the area. If time allows, more work will be done. Steve Nichols stated the contractor was to fill in Northwoods to make it lev~ not create a mountain. He felt someone else, other than parks, should pay for the cost of removing the excess. Chairman LeFebvre mentioned there was a large hole in Rum River Forest park. Fill sites will then be suggested. Glen Rogers then asked if the contractor was removing peat out of LakeRidge _ no one knew. He then advised the top dressing was included in the contract. If he, the contractor, takes peat out of LakeRidge at no cost, he ends up getting paid double. Steve Nichols mentioned there was two inches of peat spread in Northwoods and now it's covered with sand. Glen Rogers assumed the front end loader would also be used to place fill on roads _ the rental then would be cost shared. MOTION by Rogers, seconded by NiChols, to recommend the City Council authorize the expenditure not to exceed $1500.00 for the purpose of renting a front end loader; it is further stipulated that this be split apportionately between the various departments such as roads, government building and parks. Motion carried unanimously. Discussion: John Wielgosz asked if a copy of the budget was available _ not at this time. Per their request, the Commission will be furnished copies of the park budget, expenditures to date and the balance in the park dedication account. KELSEY PARK Chairman LeFebvre reported the Council, for the most park, was opposed to the land acquisition because of the cost, 50% is $133,950.00. Due to lack of information on their part, they suggested to get a small group together, including Lyle Bradley, to make a presentation as to why it was needed and how it was going to be financed. The price per acre was figured at $3,000.00. The City Engineer will be asked how he arrived at this figure as it seemed rather high. In talking to Pat, the City Clerk, she stated it was possible this land might not be available - that was something that should be looked into. A meeting is set for next Monday, lfuy 11th, to look at the site with persons from the State Planning Agency. MOTION by Nichols, seconded by Rogers, to adjourn.
