HomeMy WebLinkAboutApril 16 1981 () 0 ~ 01 ANDOVER o PARK COMMISSION MEETING - APRIL 16, 1981 MINUTES The Regularly Scheduled Meeting of the Park Commission was called to order by Chairman LeFebvre at 7:30 p.m., Thursday, April 16, 1981, at the Andover City Hall, 1685 Crosstown Blvd. N.W. Commission Members Present: Commission Members Absent: Also Present: Longbella and Nichols Mand and Rogers Larry Bross and Jerry Zahl - Soderville Athletic Assoc. CITY HALL SITE The Commission received a copy of a letter from Terry Helmstetter which stated in part, due to pregnancy, she will be unable to work on the City Hall site plan. However, another student by the name of Jim Brewer was willing to work on them. The secretary was asked to arrange to have Mr. Brewer prepare these plans. GREEN ACRES TREES Since only 19 Maney junipers were available, the Commission agreed that a larger quantity should be ordered this fall for spring 1982 pickup. :Mr. Hager and Mr. Beck have been informed of this problem. Chairman LeFebvre then gave a brief rundown of the park topics discussed at the April 7th City Council meeting. Creekside Sketch Plan - He talked to d'Arcy Bosell who informed him Lot 11 would be excluded when computing park dedication, however, Lot 10 is in. The Council felt the City owned parcel should be kept for future use. The City Clerk is to advertise for part time personnel to work in the Public Works Department. The City Engineer is to take care of the junk dumped in Northwoods Park. The Council stated the latest plans for City Hall need only to be slightly revised. They were not interested in purchasing land across the road. He talked to Ray Sowada who advised against any park activity between the two buildings because of the danger in case of a fire call. Also, people would tend to park their cars at the public works building However, that building does have a better water system for flooding rinks. Suggested was to put in playing fields, two hockey rinks and run a road to eventually come out to Hanson Blvd. when it is extended. The Commission was informed the City Hall plans were put in a safe place - an attempt will be made to locate them. Chairman LeFebvre then advised there is no longer a joint powers agreement between the City and Crooked Lake School. The Council felt Andover should stay out of any development in this area. This site will not be considered in the Capital Improvement Program. The secretary was asked to furnish the Council with copies of the Community School/Summer School 6 year program. () () Page #2 - April 16, 1981 Minutes o CAPITAL IMPROVEMENT PROGRAM This sUbject was briefly discussed. The two top priorities are the boat landing and City Hall. Exact money figures are at this time unknown. for both projects. Chairman LeFebvre asked if the Public Works Director was going to attend this meeting. The secretary advised she thought he was. Earlier in the day, Larry mentioned that the southwest contractor wanted to buy peat from Lake Ridge park for topdressing this project area. Since it was parkland, he, Larry, wanted to know how the Commission felt about it. The Commission was advised the new park members are Jo Zillhardt and John Wielgosz; the alternate is Merlyn Prochiniak. NORTHWOODS EAST PARK Chairman LeFebvre stated he looked at the homemade benches placed in Pine Hills and said they looked good. MOTION by LeFebvre, seconded by Nichols, to authorize the Public Works Department to purchase the materials necessary to construct two benches to be placed in Northwoods East park. Motion carried unanimously. SODERVILLE ATHLETIC ASSOCIATION Larry Bross and Jerry Zahl stated Pine Hills park was in good shape. the backstop will be installed shortly. They estimate an enrollment 900 this year. The season runs from May 18th to July 23rd. The top fence for of between 800 and They are requesting to use the City Hall and Pine Hills fields again this summer, four nights a week, Monday through Thursday - although some Tuesdays and Thursdays, the fields would not be used. They would also like the Pine Hills infield improved with ag lime and grass seed. The purchase and placement would be done by the association. MOTION by Nichols, seconded by Longbella, that the Soderville Athletic Association may again use the fields at Pine Hills and City Hall, Monday through Thursday, providing a schedule is furnished. Motion carried unanimously. A dollar amount was then discussed for the ag lime and seed. Noted was $500 was spent in Northwoods park which is smaller. MOTION by Nichols, seconded by Longbella, to authorize the purchase of ag lime and miscellaneous items such as grass seed at a cost not to exceed $500 for the improvement of Pine Hills park. Motion carried unanimously. Discussion: The Public Works Department will be contacted to see if it would be possible to move the sand points in order to flood the infield for a skating rink next winter and for watering the grass. o Larry Bross advised Satellite has again raised their prices.and wondered if the Commission knew about the units offered for rent by Lashinski Cesspool Service. He was told they did. Page #3 - April 16, 198~ Minutes. u ~) The Soderville Athletic Association are not looking for field areas in the southern part of the City as most of these residents play on Anoka, Coon Rapids or Blaine teams. HAWK RIDGE PARK Since no improvements are planned for Hawk Ridge this year, it was decided to contact Mr. Linton to see if he wanted to again grow alfalfa on it this year. Mr. Bross advised it would be quite costly to turn an alfalfa field into suitable playing fields as alfalfa is very sticky and hard to control once it is there. MOTION by Nichols, seconded by Longbella, to authorize the lease of Hawk Ridge park this summer for a rental price of $151.25 and that the money received be placed in the park savings account. Motion carried unanimously. Discussion: The figure of $151.25 is based on 10% inflation over last year's rent. MOTION by Longbella, seconded by Nichols, to adjourn.
