PARK Ca&~ISSION MEETING - JANUARY 8, 1981
MINUTES
The Regularly Scheduled Meeting of the Park Commission was called to order by Chairman Mand
at 7:40 p.m., Thursday, January 8, 1981, at the Andover City Hall, 1685 Crosstown Blvd. N.W.

NORTHGLEN/QUICKSTROM PARK
Chairman Mand stated at the last meeting the two girls who made a park site plan for this
area gave a 15 minute presentation to the Commission. This site plan was then revised
deleting a wading pool and the tennis courts. The Commission felt the parking area should
also be revised - depicted was on-street parking on a curve. Suggested was an internal lot
on the Northglen side and more parking on Quickstrom's side.
SKATING RINK/WARMING HOUSE DISCUSSION
The City received a thank you note from six children for the Pine Hills rink. Other
favorable reports have been received from residents in other areas. For the record, the
Commission commends the Public Works staff for doing an excellent job on the rinks this
season. Rinks currently being maintained are the two at City Hall, Pine Hills, Red Oaks,
Northwoods, Quickstroms and Cedar Crest Pond. If staff has time, an area by the boat
landing should be cleared.
The Rum River Hockey Association repaired the damage to the warming house light box which
happened over the weekend.
Whether or not to rent a Satellite was then discussed. Bill LeFebvre advised the hockey
players rarely use it due to their heavy clothing. The City is not paying any rent on the
unit nor is it being maintained. Public Works will be asked to check on its condition.
Satellite rent for 1980 was $246.00 for three months. Lashinski Cesspool Service will
charge $190.00 for the same service.
MOTION by LeFebvre, seconded by Nichols, to authorize the rental of a portable toilet from
Lashinski Cesspool Service when the need arises. }~otion carried unanimously.
Chairman Mand stated he talked to Ray Sowada earlier in the week and he, Ray, suggested the
Commission consider a warming house attendant for evenings and Saturday and Sunday afternoons.
This person should be old enough to gain the kids' respect and be able to get along well with
the younger generation. He could possibly run a small concession stand and sell pop and
snacks to somewhat offset his salary. By having an attendant present, at least part of the
time, would also reduce the amount of vandalism thus saving costs in constant repair.
Noted was there is no money for an attendant in the budget this year, but will be considered
in the 1982 budget.
o GRANTS
The secretary was asked to check with the State, DNR, plus a few engineering firms regarding
land acquisition grants. Chairman Mand estimated there would be approx. 90 acres left to
acquire which would tie in LakeRidge, Andover West and Lund's parks in order to make this

area into a regional park.
:,-.) CAPITAL JMPROVEMENT. PROGRAM
This item will be tabled until there is a full Commission and a park tour. At this time the
park inventory will be updated to include topography (in order to be able to prioritize the
parks). Recently it was found that White Oaks and Valley View parks were designated as
DNR wetlands which would greatly restrict development or improvements. Also to be considered
are potential areas for pavement which would result in added assessments.
OAKWOOD ESTATES
Lary Carlson is purchasing this plat (less one lot) from Keith Harstad. On March 1, 1979,
the Commission recommended cash in lieu of land in the amount of $3,000.00. At that time
the cash amount was based on 10% of the market value as determined by tax assessment records.
Ord. #lOD was adopted on August 23, 1979 changing the requirement to 10% of the market value.
Chairman Mand stated, in fairness to the other developers who have brought plats in after
August 23rd, he felt the market value figure should be used. The City Attorney was called
earlier and he advised he thought the $3,000.00 was still good. Mr. Hawkins will be
contacted again.
Land was then considered. Steve Nichols stated he definitely did not want another small
park in the City that could not be expanded.
In checking the half section map, it was noted that if this plat goes through as drawn, the
person owning the parcel to the north would never be able to develop his land as the City
does not allow double frontage lots. This item is continued until February 5, 1981.
