Review of Neighborhood Business Zones, Cont. o o 0 ~ 01 ANDOVER o CJ REGULAR PLANNING AND ZONING COMMISSION MEETING DECEMBER 8, 1981 MINUTES The regularly scheduled Andover Planning and Zoning Commission meeting was called to order by Chairperson d'Arcy Bosell at 7:33 P.M., Tuesday, December 8, 1981 at the Andover City Hall, 1685 Crosstown Boulevard N.W., Anoka, Minnesota. Commissioners Present: Anstett, Apel, Kishel, Scherer Commissioners Absent: Lobb, Johnson Also Present: Jim Schrantz, City Engineer; interested residents Approval of Minutes November 24, 1981 Page 2, John Vadnais's comments regarding the state trespass law: third line, change 'people cannot enter for hunting' to 'people can enter for hunting.' Page 3, under firearms discussion add the following: Mrs. Humphreys asked how people can butcher their cows and pigs when they are now shooting them if the discharge of firearms is prohibited. MOTION by Anstett, seconded by Kishel to approve the minutes of November 24, 1981 as corrected. Motion carried on a 4 yes - 1 present (Scherer) vote. Chairperson Bosell noted that on December 31, 1981 Commissioner Kishel's and Commissioner Johnson's terms expire. In order to advertise for new commissioners the intentions of the expiring commissioners must be known. Commissioner Kishel stated verbally that he intends to reapply and will write a letter noting this. Chairperson Bosell noted that she spoke to Commissioner Johnson and he will not be reapplying. The secretary was directed to advertise for two openings. Firearms Committee Report (Comm. #11-81-1) Commissioner Apel, who will be heading the committee, stated that the committee members have not been selected as yet. He will be doing that tommorow. Their first meeting will be held Tuesday, December 15, 1981 at the City Hall at 7:30 P.M. This item will be continued to December 22, 1981. Ordinance 8, Section 6.02 Amendment Public Hearing, Cont. (Corom. #10-81~6) Chairperson Bosell reopened the public hearing. Commissioner Kishel stated that because of prior commitments he has been unable to work on this item. However, he noted that he spoke to the City Engineer and they came up with some things that will be constructive regarding the setback portion of Ordinance 8. Commissioner Kishel noted that by the next Planning Commission meeting he should have a model ordinance ready which he would like to forward to all of the communities in Anoka County. He felt that the engineer should check on this property '-to see if Neighborhood Business is the proper zoning. Commissioner Scherer felt that NB zoning on this property is inappropriate mainly because of the traffic hazard and also because the Speedy Market is so close. He felt it should be rezoned to residential. Chairperson Bosell noted that in speaking to Commissioner Johnson, he felt that the Commission should draft a letter to Mr. Nemeth and Mr. Hockinson asking them what their intentions are regarding their properties. Commissioner Johnson will draft a letter and bring it to the next meeting. Chairperson Bosell also felt that Mr. Conroy should be notified of what we are doing as he has a vested interest in his property. This item will be continued to December 22, 1981. Discussion centered on what the City Council did on the Agricultural Preserve Ordinance on December 3rd. One of their concerns is the tax for agricultural property; they felt that the city would be losing a lot of tax revenue from these properties. City Engineer Schrantz suggested that according to the Land Use Plan in the Comprehensive Plan, the Conroy property is shown as Neighborhood Business and the Land Use Plan should be the basis for planning of the city. If the Commission is going to change the zoning on that property, the Land Use Plan map should be changed first. MOTION by Scherer, seconded by Apel to adjourn. Motion carried unanimously.
