Rademacher Variance Liquor Study Committee Report City of Ramsey Comprehensive plan Review & Comments 00 o 0 ~ 01 ANDOVER o o o REGULAR PLANNING AND ZONING COMMISSION MEETING FEBRUARY 24, 1981 MINUTES ~ Commission meeting was called to order by Chair- February 24, 1981 at the Andover City Hall, 1685 The regularly scheduled Planning and Zoning person d'Arcy Bosell at 7:33 P.M., Tuesday, Crosstown Boulevard N.W., Anoka, Minnesota. Commissioners Present: Apel, Kishel, Scherer, Anstett, Johnson, Lobb Approval of Minutes February 10. 1981 Page 3 - Add the following to the motion re: Ham Lake Mobile Home Court: 'we anticipate it coming back to us." Page 2, David Almgren's comments, change ''have been" to ''be'' cut and pruned. Commissioner Anstett felt that in the motion regarding the Test Wells, the Hazardous Waste Committee should have been invited to attend one of our meetings. The Recording Clerk will send a reminder to the Hazardous Waste Committee requesting further information on test wells. MOTION by Johnson, seconded by Anstett to approve the minutes of February 10, 1981 as corrected. Motion carried unanimously. WID. C. Commissioner Lobb felt this item should not be on our agenda because it was the building inspector's fault and we shouldn't have to cover up for his mistake. Commissioner Johnson stated that by granting the variance, we are just putting the City's mistake on record. MOTION by Lobb, seconded by Johnson that the Andover Planning and Zoning Commission recommend approval of a variance for Wm. C. Rademacher on the property at 14041 Round Lake Boulevard for the overhang that is approximately 32.4 feet from the rear yard setback line rather than the required 40 feet. This was a city error and was not noticed by the city Building Inspector. The adjoining property is owned by the same individual; therefore, granting this variance will not affect a landowner immediately adjacent to the property. Motion carried unanimously. This will go to the City Council on March 17, 1981. Liquor Study Committee Report (Comm. #2-81-2) Chairperson Bosell noted that the Liquor Study Committee is not quite ready to submit a report. C~he met with Jim Elling, Chairman of the Liquor Study Committee, last week. to go over what lhe Committee had done. SheLstated that last November or December, the City Council decided to allow liquor in the city but only private licenses. Chairperson Bose11 noted that it would be her recommendation to allow liquor in those districts with a Special Use Permit. She proposed amending Ordinance 8, Section 7.03 to allow restaurants with liquor in the three districts noted earlier. She felt that if the Liquor Ordinance is adopted prior to amending Ordinance 8, we might end up with liquor where it's not desirable. It was the concensus of the Commission to wait until they see the liquor ordinance before proceeding any further with this item. City of Ramsey Comprehensive Plan Review and Comments Commissioner Anstett will review the Ramsey plan and report back at the next meeting. Chairperson Bose11 stated that she and Mark Schumacher met with Metropolitan Council last Friday because the Metropolitan Council wanted some changes made in our Comprehensive Plan. Within the Metropolitan Urban Service Area they want us to drop out of our development plan 600 acres of land. Ramsey's Comprehensive Plan contains a map that shows staged development area.
