PARK COMMISSION 1rEETING - DEC~{BER 16, 1982
MINUTES
The Regularly Scheduled Meeting of the Andover Park Commission was called to order by
Chairman LeFebvre at 7:35 p.m., Thursday, December 16, 1982, at the Andover City Hall, 1685
Crosstown Blvd. N.W.

THOMSEN'S LAKEVIEW VILLAS SKETCH PLAN
This proposed plat consists of approximately 6.6 acres on the southeast side of Round Lake.
While waiting for 1IT. Koshak to arrive, 1IT. Thomsen explained this is a multiple unit
development under a PUD. They would like private streets which would be maintained by a
homeowners' association. However, the Council at their last meeting felt this could not be
allowed. Jim Schrantz then explained the problems with the street locations and the long
cul-de-sac.
Mr. Thomsen stated he would prefer to donate cash in lieu of land due to the size and shape
of the property. This development would attract mainly adults and he planned on installing
grills and picnic tables to be privately maintained by the association. He felt a tot lot
~r other facilities for younger children (which probably wouldn't be used) would not be wise
so close to the lake. The Commission agreed with Chairman LeFebvre noting there wouldn't be
enough room for a ballfield. Concern was expressed over the fact there is no park in the
immediate area. Mr. Thomsen stated possibly the swamp area could be dedicated for use as a
skating rink. No one on the Commission reacted with any enthusiasm at this suggestion.
Merlyn Prochniak felt money in lieu of land would be the best alternative and suggested using
the money to purchase land in the area outside of this plat. Steve Nichols agreed. General
discussion, involved Mrs. Sonsteby's property and the assessments.
\~en asked about a dollar amount, tIT. Thomsen stated nothing has been sold lately in the area
to draw comparables, but felt it would be somewhere in the neighborhood of $11,000 to $15,000
per acre~ ~Ar. Koshak advised any change in road locations would affect the gross density.
Chairman LeFebvre stated, with all things considered, cash would be more realistic which could
be used to buy property for a park away from the lake.
MOTION by Prochniak, seconded by Nichols, to recommend the City Council accept cash in lieu of
land on the Lakeview Villas plat. Motion carried unanimously. Discussion: Since there still
is a lot of work to be done on this plat, a specific money amount can be determined later.
MOTION by Nichols, seconded by Prochniak, to adjourn. 1{eeting adjourned at 8:15 p.m.
The secretary was excused at this time. Those present discussed future park plans with
Jim Schrantz.
