HomeMy WebLinkAboutNovember 4, 1982 o 0 ~~ANDOVER o PARK CO~!ISSION MEETING - NOVEMBER 4, 1982 MINUTES The Regularly Scheduled Meeting of the Andover Park Commission was called to order by Chairman LeFebvre at 7:34 p.m., Thursday, November 4, 1982, at the Andover City Hall, 1685 Crosstown Blvd. N.W. Commission Members Present: Commission Member Absent: Also Present: Longbella, Mand, Nichols and Prochniak Rogers Jim Schrantz, City Engineer/Public Works Director Tony Strukel and Gene Herold, Crooked Lake School Ad. Council Judy and Jack McKelvey SUMMER SCHOOL PROGRAM Tony Strukel and Gene Herold advised the Advisory Council would be willing to donate or share the cost of some type of equipment for one of the parks used for the Recreation on Wheels program. Suggested was a bench or a picnic table. Chairman LeFebvre mentioned a shelter would be nice in case it rains. Steve Nichols asked how much money were they thinking about. l~. Herold stated $5-600.00. The Advisory Council sponsors fund raisers. Chairman LeFebvre stated the Commission appreciated the offer, adding that it was a little different in that usually heard is "gimmes". A decision on what to purchase will be made once Mr. Strukel forms next year's program. o Steve Nichols then introduced Judy and Jack lfuKelvey. joining the Park Commission. Mrs. McKelvey was thinking about Jim Schrantz then explained the details of the picketing at City Hall. The power to the hockey rink has been cut. He hoped by the middle of December the building would be closed in enough to use the warming house portion. CABLE TV Jim Commers, of Group W Cable TV, explained they would like to lease about 300 sq. ft. of City Hall property and construct a 150' tower with a microwave receiver on it; the area would be fenced. He then showed the Commission a picture of a similar tower. Selected were three sites, one being behind the Public Works building, the other two on either side of City Hall near Crosstown. No one on the Commission thought the site behind Public Works was a good idea as it was too close to the soccer field and no fence would be high enough to prevent soccer balls from getting in. Merlyn Prochniak asked how long the lease would be. 1tt. Commers advised 10 to 15 years, but for all practical purposes it would be a permanent installation. Merlyn then asked if they had looked at other sites on private property. l~. Commers replied not really. The Commission noted the area between City Hall and the Public Works building has purposely been left vacant in the park site plan anticipating future expansion of either City Hall or Public Works. Q l~. McKelvey felt private enterprise did not belong on public property and questioned what would happen to the City's tax exempt status. Further, if you let one company in, a precedent would be set for others - the City would just be opening up a can of worms. Further discussion resulted in a decision to recommend to the City Council not to allow Page !2 - ~linutes November 4, 1982 () ( ) ....~ the tower on City property. If this was not agreeable, the site near the power lines would cause the least problem. ~~MOTION by Mand, seconded by Longbella, to recommend the first choice would be to have the tower off City property, the second to the east of City Hall and third, between the buildings. Motion carried unanimously. KELSEY PARK The Commission decided to discuss this project with the City Council who happened to be meeting at the same time. The Federal share at $6,900 and the State share at $43,550 would mean the City's cost would be $57,470 assuming the property would sell for the appraised total of $107,920. If payments could be spread over 3-5 years, money could be budgeted. Wes Mand commented that if some of the property owners refused to sell, the State could not hold us liable and turn down future grants. MOTION by Nichols, seconded by Longbella, to adjourn.
