PARK CO~~ISSION MEETING - AUGUST 5, 1982
MINUTES
The Regularly Scheduled Meeting of the Andover Park Commission was called to order by
Acting Chairman Mand at 7:35 p.m., Thursday, August 5, 1982, at the Crooked Lake Boat
Landing.

Ms. Hagman introduced her replacement, Tony Strukel, as she is moving to St. Cloud.
There was a 45% return rate on the community survey. When it is finished, it will be
approximately 15 pages long. The main complaint on those returned were dogs running loose
in the City.
Summer Program _ Morning Playground - The numbers were, for the most part, up from last
O year. This was due to the reduced summer school program and better weather. Shady Knoll
did not improve much most likely due to this area being an older community.
Afternoon Playground - Again, the numbers were up due to the aforementioned reasons.
Aztec will be seriously looked at as a site next year. Even though the average of 16 in
attendance was better than the 7 jn 1981, she felt this still was not good probably due
to the isolated area or an older population. Acting Chairman Nand suggested to try and
find out the ages in that area from the St. Francis School District.
Baseball _ The total_number of participants were down from 1981 due to the fact they had
no Pee Wee or Pony teams this year.
Special events went up by 35; Little School was well attended with a total of 49.
The complete breakdown will be a part of the original ~linutes.
CITY HALL SITE PLAN
Jim Schrantz presented a copy of these grading plans. It was estimated there would be
32,000 yards of dirt to move at a cost of aoout $15,000.00. He felt 32,000 yards was high
and asked Mark Schumacher to recheck the plan. Jim further advised the City Council wanted
playground equipment installed at City Hall and the boat landing plus blacktop around the
basketball hoop in Green Acres. Those present agreed to the further improvement of the
boat landing and Green Acres, however, they questioned the sudden interest for improving
the City Hall site, which is in an unpopulated area. Several members felt the interest
Owas politically motivated due to it being an election year. It was decided the City Hall
site should be done in stages, the first stage being to create the soccer field north of
the tennis courts. Jim was asked to get cost estimates and use his best judgment for
the stages. Acting Chairman Mand suggested an underground sprinkling system - Merlyn
Prochniak thought it would be easier and less costly to install sand points. It was noted

the Commission has not heard from the hockey association and it was assumed they would
wait until the last minute again to make their demands known. Since the Council has
already authorized the expenses, it was felt no motions were needed. Jim Schrantz was
given more or less of a free rein. Steve Nichols asked him to let the Commission know
what he was doing and the cost involved.
Steve then advised the tennis courts in Northwoods are breaking up again, people are
slipping and sliding in the sand and he feared a lawsuit if someone got hurt. Jim said
he would check into this matter.
Briefly discussed was the improvement of Northglen. Acting Chairman ~~nd said he would
try and find out how many children are living in the area.
Jim reported the improvements to Northwoods East are about complete.
The Commission felt the Public Works Department did a great job in improving the boat
landing specifically noting the clever "flidewalk" made out of tree trunk slabs. The
secretary was asked to arrange to have the shelter added onto the insurance policy if
it isn't already covered.
