PARK COMMISSION ~AEETING - JUNE 3, 1982
MINUTES
The Regularly Scheduled Meeting of the Andover Park Commission was called to order
by Chairman LeFebvre at 7:30 p.m., Thursday, June 3, 1982, at the Andover City Hall,
1685 Crosstown Blvd. N.W.

KELSEY PARK
Chairman LeFebvre advised the City Council gave the go ahead for the City Attorney to
negotiate for the purchase of the land involved. Glen Rogers stated, if negotiations
fail, the City can always condemn the land under eminent domain.
CROOKED LAKE BOAT LANDING

Jim Schrantz stated the tables are in; the BBO's have been ordered. He checked into
prices for a shelter and they range from $2,000 to $4,800. Jo Zillhardt wondered if
someone locally would build it for less money than ordering out of a catalog. Glen
Rogers suggested using as much steel as possible for durability. Merlyn Prochniak
asked if there were any garbage cans in the park and was told there. was" Steve Nichols
felt no fishing signs should be posted in the area of the ramp because the kids don't
move while boats are being launched. Installation of a security light was mentioned
by Chairman LeFebvre. None of the members present agreed with him. The general feeling
was this would be an added expense, encourage vandalism, the park would become an after
hour hangout for kids, the boats would stay on the lake longer, etc. Jim Schrantz
stated some of the sod is not growing and will be replaced by the contractor as the
project is still under warranty. He also advised he is looking into the possibility of
installing posts on the east side of the ramp to keep cars from parking on the grass.
NORTHWOODS EAST PARK
Jim Schrantz informed the Commission that, by dickering, the equipment he ordered for
this park will be cheaper than the catalog price. His goal is to keep most of the
parking lot while enlarging the field. A fence will be put up at the north end plus
more concrete put on the broken culvert.
NORTHWOODS WEST PARK
In response to a question, Jim Schrantz said the crack in the tennis court is still
there. He will again contact a person who is an expert blacktopper. Glen Rogers
suggested a fibreglas patch. Steve Nichols complained that part of the park hasn't
been mowed this year and the weeds are 2 ft.+ high. This was supposed to be seeded
a year ago. He was informed this was another case of the former public works director
not getting anything done. Glen Rogers offered the use of Coon Rapids equipment such
as a harrow and a seeder. He, Glen, then explained how a berm should be built to keep
water in for the skating rink.
o ADD. SUB. #82 - FRANCIS' PROPERTY
Chairman LeFebvre stated the $80 per month the Francis' were asking for rent is to pay
the taxes on the property. The land was for sale but the price was too high, $40,000
at one time. Several Commission members wondered if this rental amount included the
portion of the parcel with the house on it. Glen Rogers felt they could donate the

land and write it off as a tax loss, adding that any improvement would be to their
benefit in the long run. The Commission generally felt the area was too small for
any major investment. The past history of the road easement vs. Rosella Sonsteby was
mentioned briefly. Jo Zillhardt stated she would like to see a small ballfield and a
tot lot in this area so the children could play together. It was decided to table the
subject until the taxes were checked out. Steve Nichols advised it would be up to staff
to maintain the area and wondered if they already had enough to do. Chairman LeFebvre
then offered to mow it if a rental agreement became a reality.
Jim Schrantz then asked the Commission for direction on what they wanted done - finish
what has already been started or abandon them and start on something new. He stated
he would rather see projects completed before taking on any more.
MOTION by LeFebvre, seconded by Zillhardt, to table the discussion of the Francis' offer
to rent a portion of their property for park purposes until the parcel is looked at and
the taxes have been checked out by the Public Works Director. Motion carried unanimously.
Chairman LeFebvre then mentioned the Andover Jaycees are looking for community projects.
Suggested was horseshoe pit areas for the senior citizens. Jim Schrantz suggested an
area for fire ball games for the Fire Department. A person representing the Andover
Jaycees was supposed to attend this meeting, but no one came.
PINE HILLS PARK
Jim Schrantz stated about 40 loads of black dirt have been hauled into this area UU'~'
more to corne in order to get some grass growing. He asked if this should be finished
or abandoned. The Commission felt all projects started should be finished, those being
both Northwoods park, Pine Hills, the boat landing and City Hall.

MOTION by Rogers, seconded by Nichols, to authorize the Public Works Director to spend
up to $900.00 for ag lime, dirt and seed in order to finish park improvements already
started. Motion carried unanimously.
Discussion: Mentioned was changing the motion to read $999.99, however, it was not
formally amended.
OAK HOLLOW PARK
Jim Schrantz said he received a call from a resident in Oak Hollow asking for a ballfield
on this park because her kids now have to go to St. Francis to play ball. Due to the
lack of population in this area, the request for improvement of this park will not be
considered at this time.
CITY HALL SITE
Jim Schrantz presented the conceptual site plan approved by the City Council. This plan
was changed to construct an interior road clear back to the tree line at the north end
of the property. He asked for approval to obtain grading plans.
MOTION by Nichols, seconded by Rogers, to authorize the Public Works Director to arrange
to con~act out grading plans for the City Hall site using the concept presented. Motion
carried unanimously.

Gentlemen:
When reading the Andover News, we disco'fered park and playgroun,l
activjties for Subdivision 82 are to be carried on at 14278
Undercliff Street. VIe are aware of the problem you haVe been
having finding an adequate area for our neighborhood children
to play. The donation of yard space is certainly very generou~
ana bettr;r than no p~r}~ at all, but really not adequate for
large groups of children, picnics, neighborhood activities or
a rousing softball game.

you are authorized to pay. Vie also understand the potential
developers of our area have their projects on "hold" until the
economy improves, so you cannot eypect to receive a donation of
land for playground purposes from them.
11e are proposing an arrangement that could prove agreeable to
both the municipality and us for the interim period until you
are able to acquire a suitable site for park purposes. Vie would
be willing to lease the City of Andover approximately 41 000

square feet of land for recreatlonal purposes at the rate of
$80.00 per month or $960.00 per annum. We are enclosing a
diagram of the area available with suggestions as to how it
could be used.
Should you be interested in seeing the property or discussing
this proposal, please call Jim or Bonnie Francis at 427-1866.
This offer will be withdrawn if we haven't heard from you by
June 15, 1982.

All seven of the Park Commission members have been contacted and all have
agreed to the expenditure of $4,300.00 for the warming house which will be a part of
the Senior Citizens Center.
