HomeMy WebLinkAboutMarch 4, 1982 .... o u e<<, 01 ANDOVER -I) u PARK COMMISSION MEETING - MARCH 4, 1982 HINUTES The Regularly Scheduled Meeting of the Andover Park Commission was called to order by Chairman LeFebvre at 7:30 p.m., Thursday, Y2rch 4, 1982, at the Andover City Hall, 1685 Crosstown Blvd. N.W. WESTVIEW INDUSTRIAL PARKPRELIMINA-RY PLAT This plat consists of five acres located at the intersection of Round Lake Blvd. and l6lst, (northeast corner). lIT. Bjorngjeld explained the property will be split into three lots to be used for commercial purposes. There is an existing building on one of the lots. Due to the Oact a liquor store is next door, the developers thought cash in lieu of land would be more avorab1e. They paid $38,000.00 for the land last summer. Jim Schrantz commented the Comprehensive Park Plan does not call for a park in this area. The entire Commission agreed to cash in lieu of land for the fOllowing reasons: 1. The size of the plat; 2. The location of the liquor store; 3. Pine Hills in in the immediate area. MOTION by Rogers, seconded by ~fund, to recommend the City Council accept $3,800.00 in lieu of land on the Westview Industrial Park plat. Motion carried unanimously. NORTHGLEN II PRELDUNARY PLAT Mr. Peterson explained the problem of selling single family homes in today's economy which is the reason they are coming in with quads and multiples as they are selling. The area they own is 80 acres but at this time only the easterly 23 acres are going to be developed~' It will consist of 15 quads and 6 rowhouses. The density is 4.1 units per acre making a 12% park dedication. No park land was shown on the plat. Mr. Peterson stated he would prefer donating cash in lieu of land on this first phase. He added that homes of this type do not attract people with large families. As families grow, they usually move into single family dwellings. Mr. Uben, Good Value's consulting representative, then explained the problems they had designing the plat. Several park members mentioned a need for a park in this area. ~Ar. Peterson suggested using part of the marsh at the north edge of the 80 acres as a ballfield since it is not protected by the DNR. Jim Schrantz wondered if a ballfield was a good idea in a neighborhood. ~e main problem with the plat is that the County is relocating Co. 116 through this area. -Jim Schrantz had taped this plat and the proposed Chutich/Hand/Emmerich plat together and had drawn in the two proposed locations of this road. lIT. Chutich is not going ahead with his plat at this time until the road location has been established and this is also a reason why Northglen II is a staged plat. Holding ponds were then discussed. ~eturning to the sUbject of park land, Jim Schrantz suggested taking money in lieu of land '~r land for a passive park. Wes lfund commented he could hit water in five minutes in most of the area. He then asked if they, Good Value, would be willing to donate land to add on to Northglen I park. The answer was no due to the fact the property was now improved _ they have too much invested in these lots. Also mentioned were the assessments against the property. Mr. Peterson was unwilling to donate land on the presently buildable 23 acres. The Commission was unwilling to accept land in the swampy area. Jim Schrantz suggested the two developers, Good Value and Chutich/Hand!EmmeriCh work together since they both use the same consulting engineering firm. d'Arcy Bosell mentioned JAr. Burger could sell off any part of the undeveloped Andover West including the park land. She suggested talking to the City Attorney to see if an agreement could be drawn up dedicating park land by a metes and bounds description. Chairman LeFebvre stated he would talk to Mr. Hawkins next Tuesday. This subject was continued to the next meeting, lfurch 18th. COMMUNITY SCHOOL/SUMMFRSCHOOL Nancy Hagman furnished the Commission with attendance figures on the winter program. The total was 150 less than last" year. She felt this was due to the fact jazz excerise was a passing fad in that last year the attendance was 180, this year 37. She is presently involved in a needs assessment questionnaire and plans on mailing them randomly to' Andover residents. Copies of Coon Rapids community survey were given to the r-~embers. She asked the Commission to provide input with regard to parks and recreation. ..J She explained the sunnner school program right now is virtually nonexistant. High enrollment in Recreation on Wheels is expected. With the increase in number, funds will be very limited. She will be looking for volunteer help and maybe some CETA workers. She also explained a few of the parks had low attendance last year most likely because some neighborhoods are older. She will return in April with more definite plans. SODERVILLE ATHLETIC ASSN. Dennis Emans and Jerry Zahl requested the use of City Hall and Pine Hills ballfields again this year Monday through Thursday from approximately J~ay 15th to August lst. They also mentioned Carlson's field and were informed this is owned privately and its use would have to have 1Ar. Carlson's consent. There are now 1,100 kids in thf.program. ~e fact that the rest of the baCkstop has not been put up in Pine Hills/wa~t~~l~~~ained that last year they found they didn't need to use Pine Hills so they let a soccer group use it _ this was the reason they were in no hurry to finish it. Jim Schrantz stated he felt the tractor could raise the overhang. If manpower is needed, the association would be more than willing to he}p. There was no motion authorizing them to use the fields but consent was implied. HAWK RIDGE PARK LEA..SE The Commission was informed the Gangelhoffs' want to again rent Hawk Ridge park to grow alfalfa this year. Last year's rent was $150.00. Wes lfund asked Jim Schrantz if that was a fair price; he said he didn't know. Gary Longbella thought it should be raised 10% to r-cover inflation. o o o Page #3 - Minutes _ March 4, 1982 ~IDTION by Rogers, seconded by Longbe11a, to recommend the City Council renew the Hawk Ridge park lease to Mr. Gange1hoff and that the $165.00 received be placed in the park savings account. Motion carried unanimously. ARROWHEAD - NORTH ~AETRO SOCCER ASSNS. A lengthy discussion involved who was going to use what fields. Nancy Hagman offered the space at Crooked Lake School. Wes Mand mentioned tha~with a minimal amount of grading, Northglen would be flat enough. Chairman LeFebvre stated both associations came in at the same time so he felt the available space should be split 50-50. Further discussion involved the Crooked Lake School site. Nancy said it was possible that it was large enough for two fields and she would measure to make sure. ~IT. Grooms complained somewhat about the condition of the City Hall site. Wes Mand suggested the associations go out and look at the sites and return to the next meeting. No schedules have been prepared and the associations have not requested fields from Ham Lake yet. Chairman LeFebvre felt one association should take Ham Lake as their home site and one take Andover. ~Ar. Grooms then asked if the City would be interested in selling one set of goals and he was told no. This subject was continued to the next meeting. MOTION by LeFebvre, seconded by Nichols, to adjourn.
