HomeMy WebLinkAboutDecember 1, 1983 (\ c) ~ 01 ANDOVER o PARK COMMISSION MEETING - DECEMBER 1, 1983 MINUTES The regularly scheduled meeting of the Andover Park Commission was called to order by Chairman Nichols at 7:30 p.m., Thursday, December 1, 1983, at the Andover City Hall, 1685 Crosstown Blvd. N.W. Commission Members Present: Commission Members Absent: Also Present: Nichols, Prochniak, Carlson, LeFebvre r~and, Longbella James Elling, Council Member Bill Kurdziel, 13049 Kerry, Coon Rapids, Mn. 55433 INSTALLATION OF BUBBLER SYSTEM ON CROOKED LAKE Mr. Kurdziel presented to the Commission his ideas for installing a bubbler system in Crooked Lake. He hopes to get this set up for next sumMer. He stated that the system puts air in the lake to turn every 3~ days, adds oxygen and allows the bugs to survive. The first year would entail putting up a pump house and plastic pipe into the lake to diffuse air into the water, get game fish into the lake and get rid of the muck. The second year would entail adding chemicals to the lake to take care of nitrogen etc. His estimated cost was $50,000 to buy and install. The third year another chemical would be added at approximately at cost of $16,000 - $17,000. Maintenance would run $7,000 for electricity and $3,000 mechanical breakdown on equipment. Therefore, it would cost approximately $100,000 for the basic package and $10,000 per year maintenance. Mr. Kurdziel stated there are 120 lots on Crooked Lake - 45 in Andover plus the park. Mr. Kurdziel also thought that the DNR would pick up 75% of the cost. o Dean asked if this system is the same as the one on Moore Lake. Mr. Kurdziel said yes but that one is just on one side of the lake. Chairman Nichols asked if the system would leave an open spot? Mr. Kurdziel stated that it would leave an open spot of 35-45 feet and at the worst 100 feet wide. Either flags, poles or a safety net would have to be put up. Chairman Nichols then asked if the ice hadn't froze yet how would you get out to the fence? Mr. Kurdziel stated that that was a problem which could be solved if installed at the south end of the lake and then it would be fenced off and Coon Rapids would be liable. Merylyn asked how many years it would be required to run. Mr. Kurdziel stated 5 years and then a control system would be used. Merylyn suggested that Mr. Kurdziel check with the residents around Crooked Lake and get their feelings. Mr. Kurdziel stated that he planned to meet with the Crooked Lake Association. He would invite commission members to attend in order to see the presentation of the sytem. At that time he would know more about the residents feelings. Mr. Elling asked Mr. Kurdziel what amount of funding would be'expected from Andover? t1r. Kurdziel stated that Andover would be responsible for the boat landing and part of the maintenance which would be taxed direct. Mr. Elling stated that he was not sure that was possible and that MF. K~rdziel may have to get that worked out with the Crooked Lake Association. Mr. Elling also inquired as to projections on how much usage for the landing would be involved. Mr. Kurdziel stated that the problem with overflow parking could be handled by parking on Crooked Lake School property with Wally Johnson's approval. d '-. -2- o Merlyn asked how much the DNR would be willing to put up for the project? ,f', Mr. Kurdziel stated 75% of cost of installation and 25% would be picked ,-j up by the people. He said he would ask the DNR if they will ~ay for the chemicals which would be put in the second year. Mr. Elllng suggested that Mr. Kurdziel get a committment from the DNR in writing. He also suggested that Mr. Kurdziel check with the DNR about getting them t? do a feasibility report. Mr. Elling also suggested the Mr. Kurdzlel check with fort.Snelling. BAKKE MEMOR IAL The Commission members discussed the possibility of installing a memorial plaque at the Crooked Lake Boat Landing. The secretary stated that she would check on the idea with the City Clerk. HOCKEY SCHEDULE Bill LeFebvre stated that we need to know the schedule from Rum River Hockey as to when they would be using the hockey rin~ this winter. He said it is important that Public Works knows the schedule so that they can have the rink ready for them. APPROVAL OF MINUTES October 6, 1983 Page 1, under Boy Scout Project, eighth sentence, put hyphen between clearing and a. MOTION by Bill LeFebvre seconded by Dean Carlson to approve the minutes of October 6, 1983 as corrected. Motion carried. ~OTION by Prochniak seconded by Nichols to adjourn. Meeting adjourned at 9:30.
