PARK CCMMISSION MEETING - AUGUST 18, 1983
MINUTES
The Regularly Scheduled Meeting of the Andover Park Commission was called to order by
Chairman Nichols at 7:32 p.m., Thursday, August 18, 1983, at the Andover City Hall,
1685 Crosstown Blvd. N.W.

MATTSON/HENNEN SKETCH PLAN
This sketch plan consists of 57 acres north of Meadowood. The park shown abuts 1[eadowood's
larger park and is 10.2 acres of which it was claimed 5.7 acres are high ground. There
is a 40' access off of 7th Ave. and 290' on the main channel of the Rum River. However,
access to the main channel seemed inacessible due to sloughs running through the park. It
was unknown if they dried up during dry weather.
Merlyn Prochniak reported he attempted to walk into the proposed area but was driven back
by the mosquitos. He'said the area was covered with tall weeds and that he did not get far
enough into it to see any water.
Chairman Nichols then asked Mr. Hennen if he would be interested in giving cash instead of
land. Mr. Hennen replied no and then asked what the Commission would be looking for. The
reply was 10% of the current market value of the land.
MOTION by Nichols, seconded by Prochniak, to recommend cash in lieu of land on the 1futtson/
Hennen plat. The raw market value will be determined at a later date. 110tion carried
unanimously.
Discussion: Chairman Nichols advised 1kr. Hennen the park board only recommends to the City
Council and they can overule or agree.
Merlyn Prochniak cited several restrictioIEthe DNR have on the designated scenic river
property such as permits, setbacks, etc. Chairman Nichols commented they (DNR) would
probably demand to leave it the way it is.
1kr. Hennen then wondered who would appraise it and asked if property tax statements would
suffice. He was told no because the assessed value is always lower than the current market
value. He then asked if the lot with the house on it could be excluded. The reply was
the value of the house would be excluded but the land would have to be included as it is
a part of the plat. It was determined the best person to talk to regarding an appraisal
would be the City Attorney. Mr. Hennen said he would contact him.
ROLLING FOREST
O The subject of trail easements was referred to the Park Commission by the City Council
, August 2nd. The Commission felt trail systems were now passe and caused more problems
they were worth due to dirt bikes, snowmobile noise, inability to maintain due to lack
personnel and the fact the odds were against being able to connect short systems.

,MOTION by Longbella, seconded by Mand, to forget about trails at the present time and to
~.i table the subject indefinitely. Motion carried unanimously.
8:00 p.m. break - the secretary had to notarize some easements - 8:10 reconvened.
NORTH GLEN PARK
The names on the petitions received at the August 4th meeting were checked off on a North
Glen map. The result was 83 homes in the North Glen addition and 2 in Quickstrom's signed
for improvement. 30 homes in North Glen had not signed.
Joan Harms, 3431 - 139th Ave. N.W., claimed they paid an extra $1,000 for their lot because
it was next to the park. At the time they were told it would be a neighborhood park which
to her meant no parking lot or ballfield. She did not want even a tot lot as the kids
would cut through her yard to get to the equipment. WesJIand asked her if she would prefer
people parking in the street in front of her house. She replied they could walk to the
park. He then countered with it is a known fact that people who live just a block away get
in their cars and drive to a park.
Several different conversations then took place. Jim Schrantz ended them by offering to
take the residents to Northwoods and Green Acres to let them see the lack of problems in
these areas. This item was continued to later in the meeting.
SHIRLEY'S ESTATES
The Commission had been advised there is about $3300.00 left in general revenue for park
improvements and equipnent. Decided was to recollllIlend the purchase of identical equipnent
that was bought for North Glen for placement in this park. Residents in the area have
been requesting an equipped tot lot for several years but there had been no park land
available until now.
MOTION by Mand, seconded by Longbella, to recommend
of playground equipnent, two concrete picnic tables
Shirley's Estates at a cost not to exceed $3300.00.

Motion carried unanimously.
Discussion: Wes Mand felt if there was any money left over, replacement parts for swing
sets should be purchased.
Since it was unknown when the group from North Glen would return and all other agenda items
had been covered, the secretary was excused at 8:20 p.m.
NORTH GLEN. PARK, CONTINUED
Jim Schrantz returned with the residents and a revised plan was agreed upon. The parking
lot was made smaller and moved further north; the tot lot was placed on the other side of
of the parking lot, further south. Pine trees obtained from the Hanson Blvd. project would
line the 6 lots abutting the park. According to Jim, Mrs. Harms offered to water the trees.
Meeting adjourned 9:45 p.m.
