HomeMy WebLinkAboutApril 21, 1983 o 0 ~ 01 AN DOVER o PARK COMMISSION MEETING - APRIL 21, 1983 MINUTES The Regularly Scheduled Meeting of the Andover Park Commission was called to order by Chairman Nichols at 7:35 p.m., Thursday, April 21, 1983, at the Andover City Hall, 1685 Crosstown Blvd. N.W. Commission Members Present: Commission Members Absent: Also Present: LeFebvre, Mand and Prochniak Carlson, Harris and Longbella Jim Schrantz - City Engineer/Public Works Director John Peterson - Northglen II Rosella Sonsteby - Shirley's EstatesjRosella's Add. NORTHGLEN II John Peterson explained the problems they have had platting this area due to its topography and the fact it still is not known exactly where the extension of Co. #116 is going to be constructed. The park shown on the sketch plan is the area where residential lots are not possible due to the fact this area would have to be served with a lift station which the City Council will not allow. Park dedication would normally be about 13 acres. The total park acreage shown is 34.9 acres, of which 10.1 acres is above 868'. None of the Commission members seemed anxious to acquire more low parkland. Also, no accesses were shown. AIT. Peterson said walkways could be placed somewhere in the northeast corner - another off Underclift. Chairman Nichols suggested flatter land somewhere in the middle of the plat. AIT. Peterson said it wouldn't be economically feasible. Jim Schrantz, with the use of cutouts, stated there would be room for two ballfields if the areas were graded. Some trees would have to be removed. There was a short discussion on what type of oak trees would have to come down and whether or not they were resistant to oak wilt. Mr. Peterson thought an area at the northeast edge of the plat could possibly be used for a ballfield. The Commission was not agreeable to this idea due to the uncertainty of the location of the County road. Types and sizes of fields were then discussed. It was more or less agreed they need not be regulation size as they would be used primarily by the neighborhood. }IT. Peterson suggested picnic tables, swing sets, possibly a bike trail. No one thought a bike trail would be a wise decision. Merlyn Prochniak asked if they would be willing to grade the park in Northglen I and construct a soccer field and a ballfield. AIT. Peterson replied no. Also, when asked, Mr. Peterson stated they were unwilling to donate cash in lieu of land. Wes Mand asked what they were going to do with the area if it was not accepted as park land. Mr. Peterson said he would probably go back to the Council and try to get a lift station. Jim Schrantz advised against this. Wes Mand then commented he felt it was a poorly designed (sewer) system in that it can't serve the area. o Mr. Peterson then agreed to grade two areas for playing fields. o o o Page #2 - Minutes April 21, 1983 After commenting they were no further ahead than they were an hour and a half ago, Chairman Nichols made the following motion: MOTION by Nichols, seconded by LeFebvre, to accept the park land provided that Good Value grade areas for two ballfields and two walkways into the area somewhere off Underclift and 139th La. keeping as many trees as possible. Discussion: Did the Commission want ballfields or soccer fields. No decision was made. It was suggested to use the term playing fields. Motion and second withdrawn. Jim Schrantz asked if they would be willing to grade, add lime rock and install a backstop. Mr. Peterson said they just couldn't.do that. It was suggested this subject be tabled in order to give Good Value'time to come up with a better idea regarding park land. ~~. Peterson asked that a decision be made tonlght as they could not afford any time delay. The Commission could work with their planners at the next meeting to come up with a workable solution. Wes Mand asked if they would be willing to grade ballfield areas, add topsoil and seed. ~Ar. Peterson replied yes. MOTION by Prochniak, seconded by Mand, to recommend the City Council accept the park land shown on the Good Value sketch plan provided that they develop two ballfields, a soccer field and a softball field, one at the northwest corner of the park and one at the southeast corner as worked out with their planners and the conceptual idea of monies for the development of the softball field. Motion carried unanimously. SHIRLEY'S ESTATES!ROSELLA'S ADDITION Rosella Sonsteby explained the area of park land for Rosella's Addition.isin._Shirley's Estates off Xenia and that she was giving more land, approx. one acre, more than is required. (Combined total for both plats is 2.44 acres.) This would enable the City to obtain property on the lake. This area was viewed during the park tour on April 7th. Wes Mand noted the wetland designation at the entrance to the road easement and asked if it would be filled as this was the only entrance to the park. Ms. Sonsteby said it would be. Wes then suggested grading the area behind the residential lots, making a little hill to separate the lots from the park. She thought that was a good idea. Merlyn Prochniak stated he would like to see an area in the park leveled and seeded. Ms. Sonsteby seemed agreeable but felt the large oaks should remain. Non-park related items, such as ditches and culverts, were then discussed. Chairman Nichols asked if she would grade 2.44 acres to be above 870'. She was hesitant to grade this much land again stating the City would be getting an acre free. Bill LeFebvre stated he felt the area near the lake should not be leveled as it would lure small children toward the lake. Ms. Sonsteby disagreed commenting Hulegaard's pond is 18' deep and she has never heard of anyone falling in and drowning. General discussion then involved elevations. () Ms. Sonsteby agreed to level some of the park area stating the dirt could be used elsewhere. () o . ~ , " ) '-.J Page #3 - Minutes April 21, 1983 ~OTION by Nichols, seconded by Prochniak, to recommend the City Council accept the park land shown in Shirley's Estates with Rosella leveling, adding topsoil and seeding at least 2.02 acres which is above 870'. Discussion: This park dedication covers both of her plats, Rosella's Addition and Shirley's Estates. Motion carried unanimously. BALLFIELD USE The Commission had been advised so far there were two requests to use the existing ballfields. One from Fritz Anderson of Dist. #11 and one from a Laurie Phillips who would like to use a field Wednesday and Sunday nights for women's practice. No other requests have come in. MOTION by Prochniak, seconded by Nichols, to allow Fritz Anderson of Dist. #11 use the City Hall field and Laurie Phillips use Pine Hills field this summer. Motion carried unanimously. Discussion: Jim Schrantz was asked to take care of the scheduling details. MOTION by Mand, seconded by Prochniak, to authorize Jim to order some lime rock and dress up the ballfield at Pine Hills to make it useable for Laurie Phillips. Motion carried unanimously. 138th AVE. PARK The Commission had previously been advised of Diana Miller's efforts to obtain some type of park for this area due to the number of children. A map was furnished showing the vacant land. Most of the parcels were either landlocked or City ponding areas. The Commission agreed the most suitable parcel would be the second one from the corner on 138th (65933-1670). ~OTION by Nichols, seconded by Prochniak, to recommend the City Council pursue the matter of park land and development in the 138th Ave. area and authorize the Public Works Director to select a suitable site and suitable equipment and coordinate the project if it can be totally funded by a Community Development Block Grant.
