PARK C~~ISSION MEETING - MARCH 3, 1983
MINUTES
The Regularly Scheduled Meeting of the Andover Park Commission was called to order by
Chairman Nichols at 7:30 p.m., Thursday, ~krch 3, 1983, at the Andover City Hall, 1685
Crosstown Blvd. N.W.

BOY SCOUTS
Neil Eiden stated he would like to take his scouts camping overnight in one of the
parks in Andover. Suggested was Rum River Forest South. Bill LeFebvre reported the
Jaycees have completed the brushing out of the canoe trail and will shortly start to
brush out the picnic trail portion in this park.
Mr. Eiden then offered the use of his troop for landscaping or some similar work in
parks other than just general cleanup. Further, in order to become an Eagle Scout,
the boy, among other things, must put in 40 hours of work on a community service project.
He knew of three boys in his neighborhood planning on becoming Eagle Scouts and wanted
the Commission to be aware of this resource.
Chairman Nichols then set up a park tour for the first meeting in April at which time
several parks will be selected for projects and for camping. Merlyn Prochniak stated
the site for camping should be secluded.
Bob Harris wondered if one troop would monopolize a certain area thereby excluding other
troops or organizations. He was informed there was a permit for activities of this
type and they are issued on a "first come, first served" basis.
HAWK RIDGE PARK LEASE
The Commission had been informed the Gangelhoffs' again wanted to rent Hawk Ridge Park
this year. It was explained to the new members that this park is located in a sparsely
populated area and has been leased for a number of years. The rent received is put into
the park savings account. There was some discussion over the amount of rent with Bob
Harris feeling the rent has been toolow for 13 acres and suggested a minimum of $180.00
for the season. .
MOTION by Longbel1a, seconded by Prochniak, to again rent out Hawk Ridge Park to the
Gangelhoffs' at a cost of $180.00 for the 1983 season. Motion carried unanimously.

MOTION by LeFebvre, seconded by Prochniak, to approve the June 3, 1982 l1inutes as written.
Motion carried unanimously. (In all cases the two new members abstained from voting.)

CAMERA PURCHASE
Suggested was purchasing a camera and having Jim Schrantz take before and after pictures
of park improvements. The Commission was advised Jim is an amateur photographer - his
Blaine postcards were then passed around. The Commission then felt he,' Jim, could use
his o\vn camera with film and developing being paid for out of the budget, plus whatever
"camera rental" he would want to charge.
The secretary was asked to find out what park funds have been committed so far and the
present status of Kelsey Park.
MOTION by Prochniak, seconded by Longbella, to adjourn. Meeting adjourned 8:20 p.m.
