HomeMy WebLinkAboutNovember 15, 1983 o 0 ~ ~ ANDOVER o SPECIAL PLANNING AND ZONING COMMISSION MEETING NOVEMBER 15, 1983 MINUTES A special meeting of the Andover Planning and Zoning Commission was called to order by Chairman d'Arcy Bosell at 8:00 P.M., Tuesday, November 15,1983 at the Andover City Hall, 1685 Crosstown Boulevard N.W., Andover, Minnesota. Commissioners Present: Apel, Knutson, Perry, Rogers, Spotts Commissioners Absent: None The purpose of the meeting was to continue working on the update of Ordinance 8. Beginning with the Landfill section under General Provisions, the commission was concerned that we might be listing items in our ordinance that are already required by the County. Commissioner Knutson stated that he would contact the county to get a copy of their landfill ordinance. Section (H) will have added to it the following statement: "Must be served by a CSAH or MSAH street or developed to meet the road standards as adopted by the city." The next section discussed was Service Stations. It was the concensus of the Commission that setbacks should be listed in this section and one of the requirements should be a site plan. Frank Stone, Andover Fire Chief noted that the state has specific guidelines regarding service stations and that he would provide a copy of those guidelines to the Planning Commission. Recess: 9:15 - Reconvene 9:25 At this time, Ken Briggs, the Director of Community Development for the City of Blaine spoke to the Commission regarding the update of our zoning ordinance. Mr. Briggs noted that he has been doing ordinances for 20 years and that the first thing we should have done was to find out what the city wants. Mr. Briggs noted that Blaine has a zoning district called Residential Flex, which would be similar to our Planned Unit Development zoning. He also noted that we should change Special Use to Conditional Use as that is the term that is used in the state statutues. MOTION by Spotts to adjourn. Motion carried unanimously.
