HomeMy WebLinkAboutOctober 4, 1983 o 0 ~ ~ ANDOVER o SPECIAL PLANNING AND ZONING COMMISSION MEETING OCTOBER 4, 1983 MINUTES A special meeting of the Andover Planning and Zoning Commission was called to order by Chairman d'Arcy Bosell at 8:00 P.M., Tuesday, October 4, 1983 at the Andover City Hall, 1685 Crosstown Boulevard N.W., Andover, Minnesota. Commissioners Present: Perry, Apel. Rogers, Spotts Commissioners Absent: Knutson Starting with Accessory Buildings and Structures, it was decided to eliminate everything down to Section (C). The wording from Ordinance 8U will be inserted. Section (C) will be left in and will have added to it 'except by Special Use Permit'. Sections (D), (E), and (F) will be deleted. Section (G) will be left in but the distance from the rear lot line will be changed to 15 feet. Section (I) dealing with ice fishing houses will be deleted. Section (J) will be changed to read 'Accessoi'y buildings in the Commercial and Industrial districts shall not be closer than ten (10) feet from side and fifteen (15) feet from the rear lot lines subject to provisions for abutting residential zone provided herein (see Section ). Section (K) will be left in; however, the word Conditional will be changed to Special. Sections L, M, N, 0 and P will eliminated. 4.06 Storage of Commercial Vehicles will be changed to read: (A) No commercial vehicles of over 12,000 pounds licensed gross weight shall be stored in the single family residential area. Part (B) of this section will be eliminated. 4.07 Permitted Encroachments will be cha rged to "Encroachments". Everything down to Part (C) will be eliminated and Part (C) will be changed to (A); Part (B) will be Section (D) of the present zoning ordinance. (D) and (E) will be eliminated, with the exception of the second part of (E) which will be part (C). Part (F) will be eliminated. 4.07 Farming Operations - The first sentence will be deleted. The second sentence will become (A) and will read: All dwelling units, private garages and structures for processing of farm goods shall require a building permit and conform to all requirements of the building code. Section (B) will read: Other farm buildings shall require an agri-building permit and shall meet the requirements of this Ordinance. Section (C) will read: The governing body may require any farm operation to secure a Special Use Permit to change said operations in the event of the following: 1) The farm is adjacent to or within 400 feet of any dwelling unit and may be detrimental to living conditions by emitting noise, odor, vibrations, hazards to safety and the like. 2) The farming operations are so intensive as to constitute an industrial type use consisting of the compounding, processing, and packaging of products for wholesale or retail trade and durther that such operations may tend to become a permanent industrial type operation that annot be terminated as can a normal farming operation.
