HomeMy WebLinkAboutSeptember 20, 1983 o 0 ~ 0& ANDOVER o SPECIAL PLANNING AND ZONING COMMISSION MEETING SEPTEMBER 20, 1983 MINUTES A special meeting of the Andover Planning and Zoning Commission was called to order by Chairman d'Arcy Bosell at 8:15 P.M., Tuesday, September 20,1983 at the Andover City Hall, 1685 Crosstown Boulevard N.W., Andover, Minnesota. Commissioners Present: Commissioners Absent: Also Present: Knutson, Rogers, Sthreiner, Spotts, Perry (arrived at 9:45) Apel Joan Archer, Minnesota Manufactured Housing Association Joan Archer, Executive Director of the Manufactured Housing Association - noted that manu- factured homes built prior to 1972 were not built to any standards at all. Those built after 1976 are HUD certified. The smallest home is 22' x 48'. In the State of Minnesota there are two codes that are part of the building code - the UBC and HUD. The state has said that they are both the same. At this time, Ms. Archer presented a slide show which showed different types of manufactured homes and how they are built. After the slides, Ms. Archer went through the act that was passed in August of 1982, which states that cities cannot discriminate against manufactured homes. One thing that does not have to be accepted is a pre-HUD home. Cities can demand that they be a certain width, the type of foundation, etc. The City of Moorhead has a special district allowing site built and manufactured homes in that area. They also have a provision addressing width and foundations. Manufactured homes are allowed in all resi- dential districts. Ms. Archer noted that the main difference between manufactured homes and site built homes is that manufactured homes are transported to the site. Commissioner spotts asked what the width of manufactured homes is that most cities require. Ms. Archer stated that 20 feet to 22 feet is the number most cities use. The secretary listed the requirements for having a manufactured home in the city. Ms. Archer felt that by requiring 60% of it to be 24 feet wide, the 4/12 roof pitch doesn't need to be required. Commissioner Spotts asked what Ms. Archer would recommend as far as a foundation. Ms. Archer felt it should be accompletely enclosed perimeter foundation that meets the State Building Code. She also noted that skirting is mandated by the park owners. She also noted all manufactured homes have to have an installation seal and an anchoring system. In our ordinance we should have a statement that reads: Homes shall be_anchored according to the manufacturer's specifications. The people who install and anchor manufactured homes have to be licensed by the State. Ms. Archer also mentioned that we have to be careful not to set a district for manufactured homes only as that would be reverse discrimination against builders of stick built homes. Other things Ms. Archer mentioned were that a park is designed for non-HUD homes; if we r"ant a park, we should call it a park. Relocated homes should only be allowed if they are ~D certified and have never been occupied. (Commissioner Knutson left at this time: 9:40) Recess 9:41 - Reconvene 9:58 (Commissioner Perry arrived at this time). u u Special Planning Commission Meeting September 20, 1983 - Minutes I)age 2 ! , ,- Ms. Archer noted that HUD-certified homes have a 3/12 roof pitch; if Andover allows a 4/12 roof pitch, then we are allowing modular houses and not allowing HUD certified homes. Commissioner Perry asked if we look at design standards for parks.. Ms. Archer noted that we should. She also noted that we have to understand that a park is a development for low income families. Most communities have very strict rules on storage sheds, patios, carports, etc. in their parks. After the regular meeting on September 27th, the Planning Commission will go through the manufactured home section of the ordinance. Ms. Archer noted that rather than having a special district, we should require a special use permit because we would have more control. MOTION by Perry to adjourn. Motion carried unanimously.
