MINUTES
The regularly scheduled Andover Planning and Zoning Commission meeting was called to order
by Chairman d'Arcy Bosell at 7:30 P.M., Tuesday, September 13, 1983 at the Andover City
Hall, 1685 Crosstown Boulevard N.W., Andover, Minnesota.

August 23, 1983
MOTION by Apel, seconded by Rogers to approve the minutes of August 23, 1983 as written.
Motion carried unanimously.
August 30, 1983
MOTION by Perry, seconded by Apel to approve the minutes of August 30, 1983 as written.
Motion carried on a 4 yes, 2 present (Knutson, Bosell) vote.
Ordinance 8 Amendment Public Hearing (Comm. #8-83-3)
Chairman Bosell opened the public hearing. (No one was present in theiaudience regarding
thi s item).
Chairman Bosell noted that this item is a culmination of discussions between the City
Clerk, Building Inspector and the City Council.
Commissioner Perry felt that according to the amendment, a person building a house in the
R-2 District, could have a two-story house with 60% of 1200 square feet on each floor.
Commissioner Apel noted that the amendment means that they have to have 1200 square feet
on the main floor and 60% of that on the second floor.
Commissioner Perry suggested that under (EE), Floor Area, it should read: In R-l through
R-4 districts for 1 or 2 family dwellings, floor area shall be defined as the square
footage of ground coverage of the structure, exclusive of garage, except that the second
story of a full two-story shall contain at least 60% of the ground floor required square
footage.
MOTION by Spotts, seconded by Knutson to close the public hearing. Motion carried unanimous-
ly.
MOTION by Apel, seconded by Knutson that the Andover Planning and Zoning Commission recommend
o to the City Council adoption of an amendment to Ordinance 8 as presented.
Motion carried on a 5 yes, 1 no (Perry) vote. (Commissioner Perry objected to the new
definitions in this ordinance.)

Ordinance 10 Amendment Public Hearing (Comm. #8-83~5)
Chairman Bosell opened the public hearing. (It was noted that there was no one in the
audience for this item).
Chairman Bosell noted that this amendment simply eliminates the word abut and requires
frontage on a public road. This amendment will make things more orderly in the future.
MOTION by Apel, seconded by Rogers to close the public hearing. Motion carried unanimous-
ly.
Commissioner Perry noted if a person owns a parcel of property that is not on an approved
road and they come in to get a building permit, they will be denied if this ordinance is
adopted. Chairman Bosell noted that that is correct.
MOTION by Apel, seconded by Rogers that the Andover Planning and Zoning Commission recommend
to the City Council adoption of an amendment to Ordinance 10 as presented.
Motion carried unanimously. This will go to the City Council on October 4, 1983.
Ordinance 8 Update
Commissioner Perry reviewed that Administration Section that she retyped, noting that there
were several changes made.
It was felt that suggestions regarding signs be gathered together as this will be a separate
ordinance and not be in Ordinance 8.
The secretary was asked to find a copy of the proposed zoning ordinance that was done by
a previous Planning Commission and make copies of the sign section.
The Planning Commission will meet on Tuesday, September 20, 1983 to go through Section 4
and Section 6. The meeting will begin at 8:00 P.M. rather than 7:30 P.M. The secretary
will contact the Minnesota Manufactured Home Association to see if they will come out that
evening with their slide show.regarding Manufactured Home Parks.
MOTION by Rogers to adjourn. Motion carried unanimously. Meeting adjourned at 9:30 P.M.
